The French government on Wednesday attempted to head off planned protests over rising fuel costs by announcing a series of measures to help poorer families pay their bills.A surge in the price of diesel has provoked an uproar in rural and small-town France, with citizens' groups threatening to block roads and highways on Saturday over what they call President Emmanuel Macron's anti-car policies.
The "yellow vest" movement, named after the high-visibility jackets worn by protesters, is the latest to rattle Macron's centrist government.
Around 600 protests are planned around the country on Saturday.
President Emmanuel Macron said Wednesday that he "heard the anger" of drivers and others complaining of high taxes and a rising cost of living, saying that "I want to understand".
"There is a right to protest... but there is also the right to freedom of movement for all French citizens," he said in a TV interview.
Prime Minister Edouard Philippe had ruled out earlier Wednesday any U-turn on higher taxes on diesel, considered a major source of air pollution, but promised to do more to help poor families shoulder the cost.
"We have heard the need of the French to be assisted in the (ecological) transition, which is difficult," he said.
With the rising cost of living emerging as one of the biggest challenges of Macron's presidency, Philippe announced that 5.6 million households would receive energy subsidies, up from 3.6 million currently.
The state will also double the scrappage bonus on polluting vehicles for France's poorest families, expand the scheme to target one million motorists in total over five years and introduce fuel tax credits for those who use their cars a lot for work.

The measures appeared unlikely however to appease the "angry vests", who have tapped into frustration with Macron's policies, seen as favouring high-earners in cities over the rural population and the poor.
The leader of the protests in the central-eastern Dole region, Fabrice Schlegel, said he hoped some 1,500 cars would turn out to snarl traffic on Saturday.
"We've been scorned for years; for years we've been talked down to. It's time for us, the little people, the non-political, non trade-union people, to rise up," he told a recent rally.
French officials have warned they will not allow the protests to completely block access to French roads.
In 2013, a protest by the Breton 'Red Caps' over an environmental tax on trucks led to running battles between police and demonstrators.
The Socialist government of then President Francois Hollande eventually backed down.
During a tour of the provinces last week to try reconnect with rural voters, Macron -- whose approval ratings have sunk to under 30 percent -- was repeatedly harangued over fuel prices.
The price of diesel has risen around 23 percent over the past 12 months to an average of 1.51 euros ($1,70) per litre -- its highest point since the early 2000s.

Over 280,000 people took to the roads and streets in France this weekend to protest higher prices at the pump caused by a higher taxes on fuels that are part of Emmanuel Macron’s government’s plan to fight the effects of climate change.
According to a Reuters report on the events, the regular French drivers don’t seem as concerned with climate change as the government: a poll conducted this weekend found that people in France preferred that the government focus on implementing policies that would help boost household income instead of fighting climate change.
More than 400 people have been injured during the protests and one woman died in a tragic accident when a driver panicked at a road blockade and hit her. Even so, the government seems determined to stay the course.
“The path we’ve set out on is the right one and we’re going to stick to it,” Prime Minister Edouard Philippe told a French TV channel as quoted by Reuters, noting that the overall tax burden on households would be lower at the end of Macron’s term, and the positive effect will begin to be felt as early as this year as housing taxes are cut.
Still, as the protests continue, it has become clear the government and many French don’t see eye to eye on taxes. Perhaps higher oil prices contributed to the disgruntlement that led to the protests, but given that now Brent is trading substantially lower than a month ago and the protests are n full swing suggests there may be a deeper problem.

But several police unions have expressed sympathy, and promised not to punish petty or “middle-size” offences “out of solidarity with the citizens”.
The rise of the gilets jaunes coincides with Macron’s record low 26 per cent approval rating. A poll published by Ifop on November 14th indicates two-thirds of French people expect a “social explosion” in coming months.

Opposition leaders have been quick to note that the protests, mostly organised by grassroot protesters coordinating by way of social media rather than by traditional political parties or trade unions, have won wide popular support.
"When a movement has the backing of three quarters of French people, you give them an answer, you don't just dismiss them as a gang of thugs," Olivier Faure, the opposition Socialist Party leader told Le Parisien newspaper.
Guillaume Peltier, a leader of conservative The Republicans party, told the daily it was "all too easy to stigmatise the 'yellow vests' ... and equate their movement with that of a few unacceptable acts".
Far-right leader Marine Le Pen voiced her full support for the protesters, telling the LCI channel the unrest revealed grievances held by "the immense majority of the French" who were being ignored by "a miniscule cast working only for itself".


Macron himself had taken to Twitter on Saturday, to condemn the violence and cry "shame" on those who assaulted or intimidated policemen, journalists and other citizens.
Several media workers based in France's southwestern city of Toulouse said Sunday they would boycott the "yellow vests" movement after five journalists were threatened or beaten by scores of demonstrators while covering protests in their region.
Faced with the public anger, many politicians suggested Macron -- often perceived as aloof or arrogant -- might use his speech to announce measures softening the impact of rising petrol and diesel taxes and restore dialogue with trade unions.
"When you act like Louis XIV, you can expect revolts (...) The French back the 'yellow vests' because Macron promised them a new world, and they see that his policies aren't delivering," Bruno Retailleau, who heads the Republican opposition in the Senate.
The French "see environmental matters as an alibi for fiscal belt-tightening," he told le Journal du Dimanche newspaper.

Bloomberg reports Europe's Diesel Woes Deepen as Strike Halts French Oil Refinery.

Total SA, France’s biggest refiner, is in the process of shutting its largest plant in the country, the 247,000-barrel-a-day Gonfreville facility in Normandy, due to a labor dispute, a spokeswoman for the company said on Tuesday. A few hundred miles away, in the Netherlands, retail fuel stations are running out of supplies because of shipping constraints on the Rhine, according to Royal Dutch Shell Plc.
Shell said Nov. 20 that it cut production at its Rheinland refining site, the biggest complex of its kind in Germany, due to low water levels on the Rhine. In a tweet on Tuesday, the company said that it was temporarily unable to supply some unmanned fuel stations in the Netherlands.
Gas stations in Germany had already been running dry due to the situation on the Rhine, a major petroleum product transportation corridor that runs northwest from the Swiss Alps all the way to the Netherlands. Switzerland released emergency fuel stockpiles because of the situation on the river.
The premium per barrel of diesel over Brent crude - another indicator of market strength - was at $15.96 on Tuesday, the highest for the time of year in six years.

In another poorly-timed announcement, France president Emmanuel Macron unveils plan to reduce reliance on nuclear energy.

Amid daily protests about high energy prices, Mr Macron said Francewill shut down 14 nuclear reactors by 2035.
France depends more on nuclear energy than any other country, getting about three-quarters of its electricity from its 19 nuclear plants.
The French leader promised to develop renewable energy instead, saying his priority is weaning France's economy from fuel that contributes to global warming.

For months, the popularity of Macron has been in free fall: he is now the most unpopular French President in modern history at this stage of his mandate. The French population has turned away from him in droves. Unemployment in France is not only at an alarmingly high level (9.1%); it has been been alarmingly high for years. The number of people in poverty is also high (8.8 million people, 14.2% of the population). Economic growth is effectively non-existent (0.4% in the third quarter of 2018, up from 0.2% the previous three months). The median income (20,520 euros, or $23,000, a year,) is unsustainably low. It indicates that half the French live on less than 1710 euros ($1946) a month. Five million people are surviving on less than 855 euros ($ 973) a month.
When Macron was elected in May 2017, he promised to liberate the economy; however no significant measures, were taken. In spite of some cosmetic reforms– such as limits on allowances for unfair dismissal or the slightly increased possibility that small businesses could negotiate short work contracts -- the French labor code, still one of the most rigid in the developed world, expertly blocks job creation. The tax burden (more than 45% of GDP) is the highest in the developed world. Even if some taxes were abolished since Macron became President, many new taxes were created. Public expenditure still accounts for about 57% of GDP (16% above the OECD countries average) and shows no signs of waning.
Macron also promised, when he was elected, to restore security. Lack of security, however, has been exploding; the number of violent assaults and rapes has been steadily on the rise. No-go zones are as widespread as a year ago and fiercely out of control. The influx of unvetted illegal immigrants into the country has sadly turned entire neighborhoods into slums.
In May, Macron warned that in many suburbs, France has "lost the fight against drug trafficking".
When Minister of the Interior Gérard Collomb resigned in on October 3, he spokeof a "very degraded situation" and added that in many areas "the law of the strongest -- drug-traffickers and radical Islamists -- has taken the place of the Republic." He was simply confirming the chilling assessments of "out of favor" commentators such as Éric Zemmour, author of Le Suicide Français, and Georges Bensoussan, author of Une France Soumise (A Submissive France).
Riots are frequent; they indicate the growing inability of the government to maintain order. Public transport strikes, which took placeduring the entire spring of 2018, were accompanied by demonstrations and an enthusiastic looting of banks and shops. France's victory at the soccer World Cup in July was followed by jubilation, which quickly gave way to violence by groups who broke store windows and attacked the police.
Since entering political life, Macron's remarks have not only revealed a contempt for the French population, but also have multiplied. That has not helped. As early as 2014, when Macron was Minister of the Economy, he said that the women employees of a bankrupt company were "illiterates"; in June 2017, just after becoming president, he distinguished between "those who succeed and those who are nothing". More recently, he told a young man who spoke of his distress at trying to find a job, that he only had to move and "cross the street". During a visit to Denmark, he announced that the French were "Gauls resistant to change".
One of the few issues Macron did seem eager to work on was Islam. He stressed several times his determination to establish an "Islam of France". What he failed to take into account werethe concerns ofthe rest of the population about the rapid Islamization the country. In June 20, 2017, he said (not quite accurately, for example here, here, here, here, here and here), "No one can make believe that (Muslim) faith is not compatible with the Republic". He also seems to have failed to take into account the risks of Islamic terrorism, which he hardly ever calls by its name. He seems to prefer using the word "terrorism", without an adjective, and simply acknowledges that "there is a radical reading of Islam, whose principles do not respect religious slogans").
The current Minister of the Interior, Christophe Castaner, whom Macron appointed to replace Collomb, dismissed the concerns raised by his predecessor, and described Islam as "a religion of happiness and love, like the Catholic religion".
Another area in which Macron has acted relentlessly is the "fight about climate change", in which his targeted enemy are cars. On vehicles over four years old, mandatory technical controls were made more costly and failure to comply with them more punitive, evidently in the hope that an increasing number of older cars could be eliminated. Speed ​​limits on most roads were lowered to 80 km/h (50 mph), speed control radars multipled, and tens of thousands of drivers' licenses were suspended. Gas taxes rose sharply (30 cents a gallon in one year). A gallon of unleaded gas in France now costs more than $7.
The small minority of French people who still support Macron are not affected by these measures. Surveys show that they belong to the wealthy layers of society, that they live in affluent neighborhoods, and almost never use personal vehicles.
The situation is painfully different for most other individuals, especially the forgotten middle class.
A recent decision to increase gas taxes was the final straw. It sparked instant anger. A petition demanding that the government roll back the tax increase received almost a million signatures in two days. On social networks, people discussed ​​organizing demonstrations throughout the country and suggested that the demonstrators wear the yellow safety jackets that drivers are obliged to store in their cars in case of roadside breakdowns. So, on November 17, hundreds of thousands of protesters blocked large parts of the country.
The government ignored the protesters' demands. Instead, officials repeated the many unproven imperatives of "climate change" and the need to eliminate the use of "fossil fuels" – but refused to change course.

They attacked non-violent protesters and used thousands of tear gas grenades and water cannons, which they had never done in the past. Although many of the protestors were holding red flags, indicating they were from the political left, the newly appointed Minister of the Interior Castaner said that the violence had come from a fractious and seditious "far right". One member of the government fueled the fire by equating the French "yellow vests" with the German "brown shirts" of the 1930s. Macron declared that those who try to "intimidate officials" should be "ashamed".
Finally, on November 25, Macron ended up recognizing, with visible reluctance, the suffering of the "working classes". Two days later, Macron delivered a solemn speech, announcing that he would create a "high council for the climate", composed of ecologists and professional politicians, and that his aim was to savethe planet and avoid "the end of the world". He still did not utter a single word about the economic grievances that had poured forth during the previous ten days.

The spokesman for the center-right party, The Republicans, Laurence Saillet, remarked, "The French say, 'Mr. President, we cannot make ends meet,' and the President replies, 'we shall create a High Council [for the climate]' Can you imagine the disconnect?".

Marine Le Pen, president of the right-of-center National Rally (the former National Front party, and today the main opposition party in France), said, "There is a tiny caste that works for itself and there is the vast majority of French people who are abandoned by the government, and feel downgraded, dispossessed ".
The "yellow jackets" now have the support of 84% of the French population. They are demanding Macron's resignation and an immediate change of government. Those who speak on radio and television say that Macron and the government are hopelessly blind and deaf.
The revolt in the country is intensifying and shows no sign of slowing down.

The political scientist Jean-Yves Camus said that the "yellow jackets" movement is now a revolt of millions of people who feel asphyxiated by "confiscatory" taxation and who do not want to "pay indefinitely" for a government that seems "unable to limit spending".

He added, " Some do not measure the extent of the rejection that the demonstrators express".
Dominique Reynié, professor at the Paris Institute of Political Studies, said that "Macron and the government had not expected that their tax policy would lead to this".

The "populist" wave is now hitting France; it could well mean the end of Macron's term as president.
