Israel has carried out attacks in Syria since the accidental shooting down of a Russian surveillance plane last month, a senior Israeli official said on Monday.

The Israeli official did not give details of the nature of Israel's actions since the shooting down of the IL-20 aircraft near Latakia, in which the crew of 15 were killed, or the number of times it had attacked.
"The IDF (Israeli Defence Forces) have attacked in Syria, including after the downing of the Russian plane. Military coordination with the Russians continues as before," said the senior official, who could not be named.

Israel, which has carried out air strikes in Syria many times during Syria's seven-and-a-half-year-old civil war, said after the Sept. 17 incident it would work to improve "deconfliction" of its missions with Russian forces, but would not halt them.
But since the Russian plane was shot down shortly after Israeli jets attacked a nearby target, there have been no reports of Israeli air strikes in Syria.
The apparent pause raised speculation in the Israeli media that Israel was either holding back at Russia's request or had paused the attacks over concern that they would fuel further tensions with Moscow.
Netanyahu said earlier this month that he would meet Russian President Vladimir Putin "soon" to discuss security cooperation.

A Russian defense official has doubled down on prior claims that the United States was behind a prior massive drone attack against Khmeimim Air Base near Latakia (alternately Hmeimim), which has further come under sporadic waves of attack by small armed drones which have appeared increasingly sophisticated.
Vladimir Shamanov, head of the lower parliamentary house's defense committee and a former airborne troops commander, warned, according to a translation of his Tuesday statement by Russian Market:
In case of another U.S. drone attack on Russian Military Base in Syria, Russia is ready to shoot-down that plane.
The threat was made against an American spy plane possibly being in the area near Syria to coordinate any future attack. Last week the Kremlin said, based on new intelligence provided by the Russian defense ministry, that a major attack on Khmeimim last January was coordinated by a US P-8 Poseidon surveillance plane.

Regional Middle East media have been circulating early reports that the United Arab Emirates is preparing to re-open its embassy in Damascus after six years of closure, which is to kickstart a new regional shift. This comes as Gulf Cooperation Council (GCC) countries are reportedly strongly considering the restoration of diplomatic ties with the Assad government after all GCC states had closed their Syrian embassies in 2012.
The significance of this is huge, coming after seven years of war driven by an official policy of Syrian regime change by these very GCC governments, foremost among them Saudi Arabia, the UAE, and Qatar. Restoration of ties also means countries like the UAE could be major sources of financing reconstruction projects at a key moment when the United States is attempting to block all aid that could benefit the Syrian government.

According to Al Masdar News Abu Dhabi has "ordered full maintenance works to its Syrian embassy to be ready for opening within the next two weeks."
Such a speedy turn around signals the UAE is ready to acknowledge Assad as the legitimate leader of Syria after emerging victorious as the international proxy war continues to wind down, and likely with other Gulf states to follow.
Prominent Syria analyst Joshua Landis noted this week there's currently a monumental realignment underway as regional powers hasten to restore ties with Damascus:
Bahrain, Kuwait, Egypt and Jordan are reopening relations with the Syrian government. This suggests that they are not fighting "Sunnis," but extremists that they seem to consider common enemies. No longer Sunni vs Shia - but Conservative vs Radical. Or Governments vs insurgents.
The rationale for this is also tied up in regional rivalries and the continuing fallout of the internal GCC schism, which has pitted Saudi Arabia and the UAE against Qatar.

U.S.-backed Syrian fighters resumed their ground offensive Sunday against the Islamic State group in the last territories controlled by the extremists in eastern Syria. The Syrian Democratic Forces said in a statement that the decision to resume the fighting came after threats from Turkey against the Kurdish-led force dropped due to diplomatic activities.
The SDF said in late October it was temporarily suspending its campaign against IS in the eastern province of Deir el-Zour, accusing Turkey of jeopardizing its efforts.
The group said that the aim of the renewed operation that began two months ago is "to work for the final defeat of Daesh organization," using an Arab acronym to refer to the group.

►Disease and lack of medical assistance has led to the deaths of more than 100 people.
►Crude sanitary and epidemiological situation inside camp.
►Outbreak of infectious disease was always likely and predictable while refugees received almost no medical assistance.
“All these circumstances lead to a high mortality rate. Over the past month alone, more than 100 people died in Rukban.
I confirm the difficult, disastrous situation in Rukban,”

US responsible for ‘chaos’ in Syria’s Rukban Refugee Camp – Russian MoD
    https://www.almasdarnews.com/article...p-russian-mod/

Russian Defence Ministry representative Yury Tarasov slammed the United Stated for being responsible of the “horrifying” conditions in the Rukban refugee camp in southern Syria on the border with Jordan. He was speaking via video link at the Meeting of the Interdepartmental Coordination Unit on the return of refugees to Syria in Moscow on Friday.

Tarasov said the camp’s residents, some 50,000 people, suffer from constant lack of food and water and have no access to healthcare.

“There are cases of severe abuse as the refugees have no money [to pay for food.] The help of international organisations almost completely goes to the militants’ hands and does not radically improve the situation,” he added.

Tarasov also said the camp’s administrators are unable to provide security for the refugees.

“On Rukban’s territory, theft, prostitution and forced marriages are frequent. Sexual exploitation of minors and gender inequality are widely practiced. Marriages, births and deaths are not registered. Many temporarily displaced people in the camp do not have documents at their disposal,” he said.

“The full responsibility for creating chaos in Rukban lays upon the USA which occupied this region illegally and used humanitarian problems in the refugee camp to legitimize their military presence in the south of Syria,” the MoD official said.

Syria Sitrep - Army Wins Al-Safa Battle - More Troops Move Towards Idelb

Today the Syrian army won the al-Safa battle. Al-Safa is a barren area around an old volcano southeast of Sweida where in July ISIS abducted dozens of hostages. The last of those hostages were freed in a commando raid ten days ago.

With the hostages out of the way the Syrian army could finally use heavy weapons against ISIS … the troops made good progress (video). Then came three days of unprecedented rain fall. ISIS fighters drowned in their caves and fighting positions. The commander of ISIS in the area, a Chechen, was killed. Those ISIS fighter who were left fled towards the al-Tanf area, which is under U.S. control, and into the desert in east Homs. The Syrian army is now in full control al-Safa. …

Since the launch of the offensive in September the U.S. forces and their Kurdish proxies in northeast Syria made no progress against the ISIS pocket east of Deir Ezzor. The U.S. recently started a serious bombing campaign against the area. But the aim is not necessarily ISIS. The attacks are aimed at 20 armored Humvee vehicles ISIS captured from U.S. proxy forces. … these vehicles are tagged
Earlier today at least 40 people, most of them women and children, were killed by such U.S. strikes. …

The US announced new sanctions against what a "network of petroleum shipments" to Syria, including Russian and Iranian companies and individuals, in what Washington said was an attempt to disrupt shipments to Syrian-owned ports. Six individuals and three institutions were sanctioned in what the Treasury said was an illicit plot involving officials in Iran working with Russian companies to send millions of barrels of oil to the Assad government in exchange for funds that Tehran then used to fund Islamic militant groups Hamas and Hezbollah.
Those sanctioned include two officials working with the Central Bank of Iran, a Syrian national and his Russia-based company Global Vision Group, and Russia’s state-owned Promsyrioimport, a subsidiary of the Kremlin’s energy ministry, as well as its first deputy director. The administration is also sanctioning an Iranian entity that purports to be a medical and pharmaceutical company that U.S. officials say has been repeatedly used to facilitate illicit money transfers in the scheme.
“Today we are acting against a complex scheme Iran and Russia have used to bolster the Assad regime and generate funds for Iranian malign activity,” Treasury Secretary Steven Mnuchin said in a statement. “Central Bank of Iran officials continue to exploit the international financial system, and in this case even used a company whose name suggests a trade in humanitarian goods as a tool to facilitate financial transfers supporting this oil scheme."
As detailed in the Treasury statement, Russian companies would act as middlemen, taking money from Iran to move the oil to Syria. In one case detailed in a Treasury Department press release, the Iranian central bank transferred money to an Iranian pharmaceutical company, hoping that its humanitarian name would throw US observers off the trail. That money was then allegedly wired to a Russian bank, then to a Russian company that shipped the oil from Iran to Syria. Along the way, the Treasury Department claims that Russian ships would switch off their GPS tracking systems to conceal the origin of their cargo.

Once the cash is stashed in the Central Bank of Syria, it is then allegedly sent to Hezbollah and Hamas units operating in Lebanon and on Palestinian territory.
Trump administration officials said Syria sent hundreds of millions of U.S. dollars to Iran’s Islamic Revolutionary Guards Corps Quds Force in return for the oil shipments, money that was then used to fund Hamas and Hezbollah.
Officials described the action as the latest effort to ratchet up pressure on Iran for its “destructive and destabilizing behavior” beyond the reimposition of sanctions lifted under the Obama administration as part of the Iranian nuclear deal. Trump announced his decision to withdraw from the deal in May and reinstated sanctions on Tehran earlier this month.

The United States is setting up "observation posts" along parts of the border between Turkey and Syria to help keep the focus on defeating Islamic State militants in Syria, Defense Secretary Jim Mattis said on Wednesday. The observation posts would not require additional U.S. troops being sent to Syria, Mattis told reporters. The Pentagon says it has about 2,000 troops in Syria.
The United States has long been complained that tensions between Turkey and the Syrian Democratic Forces (SDF), which includes the Syrian Kurdish YPG militia, have at times slowed down progress on fighting Islamic State militants.
The observation posts are aimed at ensuring that Turkey and the SDF remain focused on clearing final Islamic State strongholds.
"We are putting in observation posts in several locations up along the Syria border, northern Syria border, because we want to be the people who call the Turks and warn them if we see something coming out of an area that we're operating in," Mattis said.
"What this is designed to do is to make sure that the people we have fighting down in the (middle Euphrates River Valley) are not drawn off that fight, that we can crush what's left of the geographic caliphate," Mattis said, referring to areas controlled by Islamic state.

Syrian Army captures advanced US TOW missile from ISIS
    https://en.muraselon.com/2018/11/adv...-missile-isis/

the BGM-71E-1B, a version that – in comparison to the standard TOW – provides a larger, extended-penetrator warhead with about 50 percent longer range and more responsive guidance handling.

One can only ask how an isolated rag-tag ISIS group operating in the vast expanses of the Syrian Desert
managed to come into possession of such performance enhanced weaponry and if the basing of US special forces in southern Syria around Al-Tanf
(around 150 to 200 kilometers away from the ISIS presence) may have had something to do with it.

Investigative Committee releases video of Su-24M crash site as nine suspects receive charges
    https://www.almasdarnews.com/article...charges-video/

Basmanny court in Moscow charged nine Syrian citizens accused of killing the pilot of the Russian SU-24M bomber, Oleg Peshkov, in absentia on November 20.

The Syrians were charged with participating in illegal militias along with murder, attempted murder, and the mutilation of a corpse in accordance with the level of participation.

These nine Syrian civilians are under an international arrest warrant.

In November 2015, a Russian SU-24M was shot down in the province of Latakia, near the Syrian-Turkish border by a Turkish F-16, with Turkey claiming the aircraft violated Turkish airspace. Both SU-24M pilots ejected.

The crew commander Oleg Peshkov was killed by fire from the ground, while the other pilot, Konstantin Murahtin, escaped and was rescued.
