I don't think government complicity is seriously debatable. The intelligence services didn't just "sit on their hands." They actively ran interference to allow the terrorists to get past immigration officials who flagged them as terrorists.



That pattern was repeated before and AFTER 9/11. In 1993 the FBI had its own informant build the bomb that was set off at the World Trade Center that killed 6 people. They would have sent their own informant to prison if he hadn't taped himself.

Since Marvin Bush and friends had the security contract for the WTC via Securacom it is a no-brainer that American traitors in league with Israel were in on it. Bin Laden did not have the run of the buildings, and anyway he denied it.
