    Iran shares the United Nations' concern about a potential humanitarian catastrophe in Syria's Idlib province and will seek to avert it, Hossein Jaberi Ansari, special assistant to Iran's foreign minister, told reporters on Tuesday.

    "We are also worried. We are going to work toward that not happening," Ansari said as he arrived in Geneva for U.N. talks about setting up a Syrian constitutional committee. The talks are hosted by U.N. envoy Staffan de Mistura and also include senior Russian and Turkish officials.

    French Foreign Minister Jean-Yves Le Drian warned this week in a surprisingly frank statement that a Syrian government offensive on anti-Assad insurgent held Idlib could scatter thousands of foreign militants abroad, posing a security threat to the West.
    His comments were made on Tuesday, after France previously pledged it would join any potential US coalition strikes on Syria if Assad uses chemical weapons in Idlib.
    "There are in all likelihood dozens of French fighters from both Al-Qaeda and Daesh (ISIS)" in Idlib, Le Drian told France's BFMTV, according to the AFP. He further said that there were "also many terrorists from other nations who could scatter" in the event of a joint Syrian-Russian offensive, warning of "risks for our security".

    Turkey’s foreign minister said in a letter to New York Times editors published on Thursday that the Kurdish YPG militia may aid the Syrian government in an attack against Idlib, the last major rebel-held area in Syria.

    In the letter to Times editors, which was in response to an op-ed the newspaper published last week, Turkish Foreign Minister Mevlut Cavusoglu warned that Washington should “asses who its real allies in the region are.”
    “New reports suggest that the Y.P.G., a terrorist group operating from Syria that has received arms and aid paid for by American taxpayers, has forged an alliance with Mr. Assad and is sending troops as part of a deal brokered in July to help him recapture Idlib from the rebels,” he wrote.

    Two insurgent groups rejected a deal reached this month between Russia and Turkey to establish a demilitarized zone in Syria's Idlib region with one saying Sunday that the agreement aims to "bury the revolution."

    Horas al-Din, Arabic for Guardians of Religion, called the deal to establish the zone that will be 15-20 kilometers (9-12 miles) deep, with troops from Russia and NATO-member Turkey conducting coordinated patrols, a "great conspiracy."
    The group is made up mostly of al-Qaida fighters that broke away from Hayat Tahrir al-Sham, Arabic for Levant Liberation Committee, the largest militant group in Idlib province.
    Horas al-Din urged in their late Saturday statement supporters from around the world to come to Syria "to help people of the Levant."
    Another jihadi group, Ansar al-Din Front, issued a statement Sunday carried by Syrian opposition social media pages calling on all insurgent groups in Idlib "during this critical period to overcome their differences because of the existential battle since our enemy does not differentiate between us."
    The al-Qaida-linked HTS has not yet said whether it has accepted the deal, but some of its prominent foreign commanders such as Abu Yaqzan al-Masri, from Egypt, have previously said insurgents should not hand over their weapons and continue fighting the Russians and Syrian government forces.

    Congress moved this week to tighten the economic noose on the embattled regime of Syrian President Bashar al Assad, passing new sanctions that directly target his military alliance with Russia and Iran that has resulted in scores of civilian casualties.
    The new sanctions on Assad seek to "halt the wholesale slaughter of the Syrian people" by hitting the regime's financial and military alliances with Russia and Iran, both of which have provided Assad and his allies with military hardware and manpower, according to a copy of the bill viewed by the Free Beacon.
    The legislation is said to be the direct result of an anti-Assad activist who smuggled more than 50,000 photos from the country exposing a cadre of war crimes, including the torture and execution of Syrian citizens and activists. The photographs played a key role is exposing to the world the Assad regime's actions at a time when little news was making its way out of the country.
    The new sanctions bolster and compliment current laws on the books by hitting any business or country that provides Syria with financial resources, according to the legislation, which passed a key legislative hurdle on Wednesday when it was approved by the Senate Foreign Relations Committee.
    Sanctions also could be applied to anyone who works with Syrian intelligence and security services, as well as the Central Bank of Syria.
    Additional authorities in the sanctions directly hit the Assad regime’s close relationship with Iran and Russia. Under the new legislation, anyone who sells aircraft to the Assad regime and its foreign operatives for military purposes can be slapped with sanctions.

    The Syrian military and US-backed rebels have begun talks to return the Tanf region in southern Syria to the government,
    a source in Damascus told Al-Masdar News this morning.

    According to the source, a Syrian government delegation met with the US-backed Jaysh Mughawir Al-Thorah group
    and the tribes at the Rukban camp began talks to reconcile with Damascus and to handover the Tanf region.

    The source said that the preliminary reports following the talks claimed that the US-backed rebels agreed to full reconciliation terms;
    however, nothing is official as of yet.

    The reconciliation terms offered to the US-backed rebels included handing over their heavy weapons and withdrawing from the Tanf zone.

    ►It is not clear whether or not the US military will leave the Tanf zone once a reconciliation agreement is put in place;
    they could choose to keep their forces in the region to combat the Iranian presence.
