    What prevents government employees from engaging in this line of thought?

    Nothing.

    The Constitution should have contained a provision for one or more permanent special prosecutors who were restricted to prosecuting government employees for violations of the citizens' rights.

    We supposedly have SCOTUS for this purpose.

    SCOUTS tries cases it doesn't investigate and prosecute them, even worse is the fact that SCOTUS decisions on standing have prevented citizens (except certain favored groups like environmentalists) from bringing most cases and the fact that in those cases that can be brought the defense is funded by the government while the plaintiff is not.
