    Absolutely. If you aren't "on the clock" then you are off it. No one can "refresh your memory" with documents you never paid attention to in the first place. Does Congress control this or the executive branch.

    Placing total control in either one of these two options has serious drawbacks.
    Patriot Acts One&Tew created an infrastructure equal to the increase IKE had
    over FDR and HST. Although less "buck privates" technically were in uniform
    in the U.S Army. Clinton assumed with the fall of the Berlin Wall he could both
    demobilize and demilitarize. Andy Johnson scaled down the U.S Army. In 1921

    Donald Trump's problem is that good foreign policy is bipartisan, and the "loyal opposition" must be
    very polite about everything. Anything discursive or abrupt triggers a power struggle that is binary.

    They are employees of the Executive Branch. The executive should be able to fire and revoke clearances at will. Some appointments require Senate approval per the Constitution, so POTUS is restrained on hiring.

    So far, he seems to be keeping his head above water.
    He has been corrupt. This alone gets him impeached.
    He has high odds of having broken his oath of office.

    Let me rephrase the question. Why Trump did not start removing clearances until after the meeting with Putin in person?

    Until recently he didn't think he could do either, now something has changed and he feels free to do both but the Putin meeting was more important.

    Of course. Trump plays chess. This doesn't change the fact Putin must have passed some documents which showed the corruption of the deep state. Trump looked pretty depressed after learning about this crap during the conference with Putin. The leaks, firings and clearance removals followed almost immediately. They have been neutralized.

    After May of 1865, the UNIONIST PARTY ceases to be. Andrew Johnson was a Jacksonian Democrat
    who never joined the Confederacy. He allied himself with the GOP but was not a member of the same.
    He ran unsuccessfully as Democrat in 1868. He did not change his political affiliation for any great length of time. Mitch McConnell has actually converted over from Democrat to Republican, he is more
    GOP now than A.J ever was at all! Technically.
