    Nobody said incompetence was cheap. The Russians probably look at these numbers and laugh: these morons spend 10-100 times more than we do for the same results. Let them believe their huge military budget is something they can brag about.

    It's largely a 'pay to play' scheme. Naval officers are being paid off to sign off on the flawed designs and graft.

    Efficient government would be counterproductive to his interests; it would reduce the amount of money that he and his chosen are able to leech from the public coffers.

There's his budget, the massive increase in military spending in 2018, the upcoming further increase in military spending in 2019, the unprecedented level of spending on personal travel in the administration, including his own travel and at his personal properties... which of these things would you call efficient?
