Trump borrowed gov't monies. His loans were bigly.
He did not keep only to the private sector, he obeyed
the regs. He'd have to back out of things by a logic.
He paid back, didn't he?

However if not paying back a loan is
the criteria, then state it. Some purists
want to avoid any gov't interactions...
