They have teams of people whose only job is to manage the appearance of POTUS and FLOTUS. I find it very hard to believe that Melania and her team would be so clueless as to think that's an ok outfit for the occasion. I'm much more inclined to think it is the truth in plain sight and so they can watch (and gauge) the Trumpers deny what is staring them right in the face. How effective is our PR show?
