    US 'concerned' about possible Assad operation in southwest Syria

    The Trump administration late Friday voiced concerns about an "impending" operation by Bashar al-Assad's forces in Syria that it says will fall inside the boundaries of a U.S.-enforced de-escalation zone.
    State Department spokeswoman Heather Nauert warned in a statement that the U.S. would respond with "firm and appropriate measures" if Assad's government were to violate the ceasefire in the region, located in the southwestern part of the country.

    "Unfortunately, the Assad regime, with the support of Russia and Iran, has repeatedly violated these de-escalation zones, most recently in its brutal assault on East Ghouta. The Assad regime and its allies continue to prolong the conflict by ignoring their own de-escalation agreements and stonewalling the Geneva process," Nauert said.

    She called on Russia to exercise control over the Assad government at the U.N. Security Council, pressing the country to use its "diplomatic military advantage over the Assad regime to stop attacks and compel the Assad regime to cease further military offensives."
    "The United States remains committed to maintaining the stability of the southwest de-escalation zone and to the ceasefire underpinning it," she said.

    More than a YEAR ago... the US was invited to participate in policing and enforcing a de-escalation zone in the area.

    There was an 'agreement' reached btw Russia/Jordan/US
    to establish road 'checkpoints' and monitor transports internally & at border crossings.
    (like that would stop arms smuggling. It didn't.)

    SYRIA was not a party to that agreement and remained legally silent.

    The GOVERNMENT of Syria has sworn to take back every INCH of their land.
    They are determined to take their oil back too.
    Like Daraa, the Euphrates river valley and Al-Tanf areas have no legal basis for belligerent occupation.


    The Daraa pocket is going to be the first nose-to-nose confrontation with the hegemons

    Syria - US Moves To Protect Al-Qaeda And ISIS in Daraa

    The Syrian government and its Russian ally plan to clean up the southwest region of Syria around the city of Daraa. The move should open the M5 highway, Syria's lifeline, between Damascus and Jordan and secure the border with Jordan as well as the demarcation line with the Israel occupied Golan Heights.

    The operation was supposed to start in a day or two, but the US has now threatened to intervene. As the southwest Daraa governorate is infested with a large Islamic State (ISIS) group as well as al-Qaeda and associated groups the US move must be interpreted as protection for these terrorists.

    On July 7 2017 The US, Russia and Jordan agreed to set up a de-escalation zone in southwest Syria. The parameters were not publicized and the implementation lagged. Russia had offered to let its military police supervise the zone but the US rejected that. The opening of the important M5 highway to Jordan which was originally part of the plan did likewise not happen. The ceasefire in the region was broken several times. There was also infighting between ISIS and al-Qaeda.

    In November 2017 the presidents of the United States and Russia met and agreed to a Memorandum of Principals which covered southwest Syria. The memorandum was not published.

    The neo-conservatives at the Institute for the Study of War (ISW) disliked the agreement. It headlined Southern Syria Deal Fails to Constrain Iran, al Qaeda. Israel had demanded that no groups associated with Iran should come near the zone, but no such rule was agreed upon. ISW also noted:
    Al Qaeda has exploited the ‘de-escalation zone’ to develop a new durable safe haven along the Syrian-Jordanian border.
    Neither al-Qaeda nor the Islamic State are covered by the de-escalation and ceasefire agreement. UN Security Council resolutions 2249 and 2254 demand that all UN members fight Al Qaeda, ISIS, and individuals and groups associate with them. It calls upon UN member states "to eradicate the safe haven they have established over significant parts of Syria".

    At that time ISW published a map of southwest Syria which shows the strategic positions taken by ISIS (grey), al-Qaeda (brown) and aligned groups (light brown):

    In December 2017 the US stopped payments to "rebels" in the south west. Some of the groups, including al-Qaeda, receive money, weapons and fire support from Israel.

    In April 2018 ISW published a new version of its map of the area. Amusingly al-Qaeda had vanished from it:

    Over the last days Syrian helicopters have dropped leaflets over "rebel" held towns in the western part of the rebel held areas. They demand that the rebels give up fighting and reconcile with the Syrian government.

    The Iranian ambassador to Jordan Mojtaba Ferdowsi-pour publicly declared that Iran has no role in any military operation in south of Syria. He added:
    After ending its mission in Syria, Iran will not remain in Syria and whenever Syrian government ask us, Iran will leave the country.
    It is obvious that the Syrian government and its Russian allies have all rights to fight ISIS and al-Qaeda independent of any de-escalation agreement. The UNSC resolutions even demand that. But the US thinks different.

    Last night the US State Department published this threat:
    The United States is concerned by reports of an impending Assad regime operation in southwest Syria within the boundaries of the de-escalation zone negotiated between the United States, Jordan, and the Russian Federation last year and reaffirmed between Presidents Trump and Putin in Da Nang, Vietnam in November. The United States remains committed to maintaining the stability of the southwest de-escalation zone and to the ceasefire underpinning it. We also caution the Syrian regime against any actions that risk broadening the conflict or jeopardize the ceasefire. As a guarantor of this de-escalation area with Russia and Jordan, the United States will take firm and appropriate measures in response to Assad regime violations.

    One wonders what "firm and appropriate measures" the US has planned for. Strong words? Cruise missile attacks? Nukes?

    I have not seen any reaction yet from the Syrian or Russian side.

    Israel and Saudi media have released multiple reports and speculations alleging that the Iranian-Russian alliance is shrinking or is about to collapse.

    In contrary to these allegations, in reality the both countries have been successfully cooperating en route to reach their joint goals:
    to defeat radical groups, to strengthen the central government and to set a foothold for restoring a territorial integrity of Syria.

    According to some experts, the recent series of propaganda claims and Israeli strikes
    are clearly linked to the ongoing preparations of the Syrian Army to launch a military operation to regain the southern part of the country from militants.

    Two nations trying to come to an agreement about upcoming SW offensive

    The Syrian government’s planned offensive against rebels in their nation’s southwest is a potentially volatile matter,
    particularly with Israel on the warpath.
    Yet reports suggest virtually unprecedented indirect talks between Israel and Iran aim to avoid any accidental escalations.

    The reports, emerging from the Saudi media, say that Jordan is facilitating the talks at an Amman hotel.
    Iranian officials are in one room, and Israeli officials are in an adjacent one, with Jordanian mediators carrying messages back and forth.


    The plan, as it is starting to take shape, is that Iran will not participate in this offensive by the Syrian military.
    Israeli officials have suggested there are circumstances in which they would not intervene,
    but demanded Iran ensure no Shi’ite militias take part at all.

    It’s not clear that Iran can deliver that.
    Despite Israel presenting Shi’ite militias as “Iranian troops” in their statements,
    most of the militia fighters are not from Iran, nor under any sort of direct Iranian control.
    It may be desirable for Syria to find a way to keep them sidelined, however, if it means Israel
    doesn’t meddle in an important southern offensive.

    Russia and Israel have reportedly reached an unprecedented deal which would allow Bashar al-Assad’s forces to take remaining rebel territory in southern Syria - so long as Iranian fighters do not participate.

    Moscow appears to have capitulated to Israeli demands to hold back Tehran-backed militias 15 miles from the occupied Golan Heights, according to Israeli and Saudi reports.
    In return, Israel will not stand in the way of any Syrian regime offensive on the city of Deraa and territory along the Israeli and Jordanian border.
    Russia said on Monday only Syrian army troops should be on the country's southern frontiers, which appeared to be directed at Iran.
    The deal is said to have been finalised in a phone call days earlier between Avigdor Lieberman, the Israeli defence minister, and Sergei Shoigu, his Russian counterpart.
