    This came up in another discussion and seems important deveopment as this what Dems had been saying only so far.

    On Sunday, the Trump administration surprised the business world by announcing it would pull back on its plan to impose tariffs on Chinese goods. After many months of threats and tweets about China's unfair trading practices, suddenly the U.S. was "putting the trade war on hold," in the words of Treasury Secretary Steven Mnuchin, and it was not clear what, if anything, China had to give up in return.
    That led to charges that China had outmaneuvered President Donald Trump.
    "I think this president has shown in a number of different issues that he wants a headline more than he actually wants to solve a problem," said Gabriel Horwitz, vice president for the economic program at Third Way.

    "China is winning the negotiations," Sen. Marco Rubio, R-Fla., wrote in a tweet. "Their concessions are things they planned to do anyways. In exchange they get no tariffs, can keep stealing intellectual property & can keep blocking our companies while they invest in the U.S. without limits."
    The abrupt reversal had even seasoned trade experts scratching their heads, with some expressing concern that the United States had weakened its position with on-again, off-again threats of a trade war.
    “There’s a big question mark as to who’s actually put points on the board, and has the overall macroeconomic dynamic shifted at all?” said Horwitz.

    President Trump on Tuesday questioned a potential trade agreement with China that his administration announced days earlier, indicating he isn’t satisfied with a deal that has drawn criticism from members of both parties. “No, not really,” Trump said during an Oval Office meeting with South Korean President Moon Jae-in in response to a question about whether he was satisfied with how trade talks had progressed. “I’m not satisfied, but we have a long way to go.”

    Trump also denied reports his administration had struck a deal with Chinese telecom giant ZTE, which is facing stiff penalties for violating sanctions against North Korea and Iran. The president said the U.S. could potentially lift those restrictions if the company agreed to pay a $1.3 billion fine and replace its top leaders.

    US Steel is surging Tuesday, up 3.57%, after Treasury Secretary Steven Mnuchin said steel and aluminum tariffs will remain in place for China. The gains have erased the losses that developed on Monday after Trump said the US would suspend tariffs on $150 billion worth of Chinese imports.
    Other steel manufacturers are also gaining on the news, with Nucor and Steel Dynamics are both up 1.2%.
    "As it relates to China, the steel and aluminum tariffs will remain enforced," Mnuchin said at a Senate appropriations committee hearing on Tuesday. "Those were not part of our discussions."
