Just pointing out there is not a single place on earth that is not at risk for some natural disaster or another--drought, fire, flood, hurricane, tornado, blizzard, earthquake, volcano.

Federal aid and insurance for people who live in risky places (which is just about everyone) is another matter. Immediate needs of rescue, food and clean water would maybe be a state and community issue.

One of the things we learned in the 2010 flood is that you never know when a 1000 year event will happen. Parts of Nashville that never flood were flooded. My husband's office was in the middle of a large hill. The plant flooded. Ironically, the water came right up to his office door and stopped right there.

You really can't judge people for where they live when some natural disaster happens. Generations of people have lived quite happily in Hawaii without any kind of lava incident. That's like saying don't live in Oklahoma because there might be a tornado.

A 5.3 earthquake struck Hawaii's Kilauea summit Friday afternoon, the latest in a series of increased seismic activity overnight Thursday into Friday. Activity climbed to 40 events per hour with up to five earthquakes per hour that were greater than magnitude-3, CBS Honolulu affiliate KMGB reports.
Friday marked the fifth day in a row an earthquake with a magnitude of 5.0 hit the summit. Friday's 5.3 quake was not powerful enough to generate a tsunami, the Pacific Tsunami Warning Center said.

You can. You really can judge. And should. Now most importantly thou shouldst judge for thineself in deciding where to settle. That's the judgment that's the most actionable. But there's always a place for being quietly and low-key judgmental of others' choices, too.

Some places are much more risky than others. Risks vary in probability and in kind. Sizing up and making judgment is imperative. A drought is a very different kind of risk than a volcano. In fact, those particular two risks -- protracted grinding poverty vs. explosive sudden total annihilation -- are the nodes on the main risk axis in tension for people. A million people or something live in Naples, Italy and the surrounding area. They can look to the east every day and see sticking up out of their horizon Mount Vesuvius, an active volcano. It rumbles, it smokes, it threatens. It has famously destroyed an entire city before: Pompeii. It will erupt again. Its eruptions tend to be catastrophically explosive; that's just the kind of volcano it is. But nobody moves. There's teams of scientists closely monitoring the volcano around the clock, to give people a tiny bit more warning should it blow. Yet no one moves. Over and over throughout history it's blown. And yet, people keep moving back. Why?

    Why?

Elementary. All that ash that mass-incinerated the last bunch of folks is incredibly, lusciously fertile. So there's a tension. The rich black soil is calling, calling to us. And yet, we know where it came from. This combination is typical in nature. Free, easy resources are coupled with the likelihood of sudden unpredictable death. Ma is a big proponent of TANSTAAFL.

The big island is big. Its real estate is a lot cheaper than on Oahu. And it's incredibly green and fertile and beautiful. You get to live in paradise, but at a quarter cost. Have your cake and eat it too! But nothing is free. The trade-off your friends made is, at present, exerting itself. The other side of the coin has landed on top at last.

But all that said, Mauna Lea is a different type of volcano than Vesuvius. Flows, not blows. They'll be fine. Don't worry. Probably.

Lava from the Kilauea volcano in Hawaii has been spewing for over a month, but the thick, slow-moving lava has taken a new shape, transforming into a wide, hot, flowing river of lava traveling long distances.
The 2100-degree lava is flowing together into a molten red river running 9 miles from the fissure into the ocean at Kapoho. The transition into fast-paced lava moving about 200 yards per hour seen Monday is due the location of the fissure.
The fissure, the 8th of 24 fissures, is located in the lower east rift zone near Leilani Estates. The magma under the surface in this area is hotter, more fluid and less crystallized.
"The whole lower east rift zone has a plumbing system two miles below surface and it is delivering hotter magma at fissure 8, which is giving runnier lava that's flowing to the ocean," said Charles Mandeville, program coordinator for volcano hazards program at United States Geological Survey.

An earthquake measuring 5.2 on the Richter caused by the continuous eruption of the Kilauea Volcano jolted Hawaii, according to the US Geological Survey.
The earthquake occurred on Saturday at a very shallow depth of 1,100 metres and its epicenter was located 5 km from the Kilauea volcano on the largest island of the Hawaii archipelago, reports Efe news.

The closest city to the epicenter is Hawaiian Paradise Park, with a population of more than 11,400, many of whom had already been evacuated following the eruption of the volcano.

In June, the USGS reported that the flow of the volcano is still very active and there was no way of knowing when the eruption would end or if more vents would open up.

Kilauea spewed a plume of steam 4,500ft high after a period of high seismicity triggered a “collapse explosion” at the Halemaumau crater.

The United States Geological Survey (USGS) warned on Sunday morning the Hawaii volcano summit collapsed after being hit by 40 earthquakes an hour.
The resulting summit explosion was likened to a magnitude 5.3 earthquake at the volcano’s crater.
The USGS said: “At 6.52pm HST on June 22, after approximately 25 hours of elevated seismicity, a collapse explosion occurred at the summit producing an ash-poor steam plume that rose 500 ft above the ground surface, 4,500 ft above sea level, before drifting to the southwest.
“The energy released by the event was equivalent to a magnitude 5.3 earthquake.

“Seismicity dropped abruptly from a high of 40 earthquakes per hour leading up to the collapse explosion to 10 or less earthquakes per hour afterwards.
“Overnight, seismicity gradually increased, reaching about 30 earthquakes per hour by daybreak.”
The resulting plume of steam and ash rose up to 4,500 feet above seas level.
Further slumping of the Hawaii volcano’s Halemaumau crater was noted and the US agency warned subsidence at the summit continues.

When asked if there are any signs the volcano eruption is slowing down, the agency said there is no indication of this just yet.
The USGS said: “There are no signs of slowing down right now.
“Geologists are still getting speeds of around 15mph as lava exits the vent, which flows down to around 2-5mph as it moves around Kapoho Crater and towards the ocean entry.”

The summit crater of Hawaii's Kilauea Volcano has grown dramatically large since the latest eruption began in May, so large that it may be threatening a museum at Hawaii Volcanoes National Park.
The U.S. Geological Survey said in a Twitter post on Monday that a GPS station location in the Halemaumau Crater was knocked out of service after subsiding 310 feet as the subsidence continues to grow.
Since the eruption started on May 3, sending magma spewing out along fissures in the eastern Puna region of the island, the volcano's crater has been subsiding. That has caused near-daily earthquakes, rock falls and subsequent explosions at the summit.
"The current slumping and rocksliding is a response to magma draining from the former summit lava lake. However, we don't know if or when the lake might reappear," the agency said on Twitter.

"This thing is getting deeper and deeper as these explosions continue to happen," volcanologist and University of Hawaii at Manoa professor Mike Garcia told KHON, adding that he is not entirely sure what it means.
"You would have thought that whatever was going on initially, that magma would have drained out and gone down to east rift zone. That happened in the early days of May. Since that happened the explosions continued. Does that mean a deeper reservoir continues to drain?"

Garcia said it's hard to predict what will happen next because it's too dangerous to observe the volcano directly, but that new cracks are forming outwards from the old crater.
This is affecting nearby buildings, such as the Thomas A. Jaggar Museum at Hawaii Volcanoes National Park. Artifacts were being removed last week because park staff saw building cracks inside the museum, the Hawaii Tribune-Herald reported.
The building, which also houses the USGS Hawaiian Volcano Observatory, hasn't been structurally assessed. But there is concern that it could slide into the volcano's growing summit crater, park spokeswoman Jessica Ferracane told the paper.

A collapse at the summit of Hawaii's Kilauea Volcano on Friday created an explosion equivalent to a 5.2-magnitude earthquake, the U.S. Geological Survey said. The agency said the event created an ash-poor plume about 500 feet into the air. Seismic activity near the volcano has been regular since early May when eruptions first began.

"Following the explosion at the summit, the seismicity will sharply drop off, and then gradually begin to build up as we approach the next summit explosion," Alex Demas, of the USGS, told Hawaii News Now.
"So as long as the summit explosions continue, there likely will be earthquakes and ground shaking associated with the explosion."

The Hawaii volcano that's been erupting in a residential neighborhood for the past two months has built a cone that's now about the height of Aloha Tower, an iconic 10-story building in Honolulu. U.S. Geological Survey scientists said Monday the cone is 180 feet (55 meters) high at its tallest point. Honolulu Harbor's Aloha Tower reaches 184 feet.

The cone developed from the most active of the two dozen vents Kilauea volcano opened in and around the Leilani Estates neighborhood on the Big Island.

Scientists call it Fissure 8 because it was the eighth vent to open during the eruption. It's feeding a river of lava that's flowing downhill to the ocean.

KILAUEA not only continues to spew lava across Hawaii’s volcanic Big Island but it is also creating its own weather over lower Puna as excessive heat enhances unstable weather, such as intense thunderstorms and torrential rain.

On Monday, officials said pyrocumulonimbus clouds caused a series of explosive thunderstorms over the area.
The National Weather Service reported more than 1200 lightning strikes between 7am and 2pm local time.
Nanawale Estates resident Gary Blume said: "This is thunder and lightning right over our heads, not moving.
“It’s starting to drive people crazy.”

Experts have blamed the lack of trade winds for the “crazy” weather conditions, which are caused by the excess heat from Kilauea’s ongoing eruption.
Robert Ballard, a science and operations officer at National Weather Service in Honolulu, explained: "That excess instability gets turned into updrafts — strong, billowing, vertically-developed clouds that can create lightning, thunder, locally heavy rain.
"We wouldn't normally be getting thunderstorms out of a system this weak, but when you add that much heat to the lower levels, it's really helping to pump things up.”
Mr Ballard added: "As long as we have active lava fountaining and flowing in this river down to the shoreline, you're adding heat to the lower atmosphere which makes it more unstable.”

A new video has emerged showing a whirlwind of lava in Hawaii following the recent eruption of the Kilauea volcano.
In the video that was uploaded by the United States Geological Survey (USGS), the lava can be seen being thrown about by the winds. The molten rock is said to have been thrown metres by the erratic winds.
USGS scientists explained that the phenomenon is caused when "hot gases rise and punch through the cooler air above, to create a vertical column of hot air."
Brave Hawaiian Volcano Observatory field crews filmed the video using a telephoto lens while they maintained a safe distance. The field crews were in the area monitoring Fissure 8, one of the 24 fissures opened during the recent eruption.
The whirlwind was said to have lasted 10 minutes, over this time it was starting and stopping without warning.

HAWAII’S Kilauea volcano eruption show no signs of stopping as lava continues to surge through Big Island, decimating entire neighbourhoods. Now, Kilauea's fast moving lava channels are encroaching on an entirely new neighbourhood.

As lava flows around the west of the Kapoho cone, it approaches the Ahalanui Beach Park area- currently about 2,000 feet from the neighbourhood.
An upper channel near fissure eight of the volcano apparently became blocked last night, according to the United States Geological Survey (USGS), forcing lava to flow in a new direction.
The new channelised flow quickly advanced to Alahanui Beach Park, making it within 2,000ft of the neighbourhood.

Hawaii Civil Defence advises that other break outs are taking place via the main channel at the Leilani Estates.
The USGS confirmed two homes have been destroyed as a result of this overflow, while another remains under threat.

THE Hawaii volcano eruption has caused a lava island to form in the sea just off the coast of the Big Island, as the Mount Kilauea crater exploded with the force of a 5.2 magnitude earthquake.

Lava channels flowing into the ocean bed have caused an island to appeal in the sea just from Kapaho Bay.
And lava is “oozing” from the island, according to the Hawaii Civil Defense Agency.

The eruption of Hawaii's Kilauea volcano could last for months or years and threaten new communities on the Big Island, according to a report by U.S. government geologists.A main risk is a possible change in the direction of a lava flow that would destroy more residential areas after at least 712 homes were torched and thousands of residents forced to evacuate since Kilauea began erupting on May 3, the report by the Hawaiian Volcano Observatory said.

A higher volume of molten rock is flowing underground from Kilauea's summit lava reservoir than in previous eruptions, with supply to a single giant crack -- fissure 8 -- showing no sign of waning, according to the study published last week.

"If the ongoing eruption maintains its current style of activity at a high eruption rate, then it may take months to a year or two to wind down," said the report designed to help authorities on the Big Island deal with potential risks from the volcano.

Lava is bursting from same area about 25 miles (40 km) down Kilauea's eastern side as it did in eruptions of 1840, 1955 and 1960, the report said. The longest of those eruptions was in 1955. It lasted 88 days, separated by pauses in activity.

The current eruption could become the longest in the volcano's recorded history, it added.

A EARTHQUAKE at Kilauea’s summit has been recorded by the USGS. The tremor was felt widely as it struck at a greater depth and Hilo residents reported feeling the quake, which struck on Monday evening.

A 4.1 magnitude earthquake has rocked Kilauea’s summit on Hawaii’s Big Island.
The tremor hit the south flank of Kilauea on Monday evening just after 10pm local time (9am BST Tuesday).
The earthquake was felt as far away as the north of Hilo - 32 miles away - Hawaii County Civil Defense said on Wednesday morning, but no damage was reported.
The tremor was weaker than recent summit earthquakes but it was felt more widely, possibly due to its greater depth of 7pm - compared with 2km for summit earthquakes.

Earthquakes have continued to shake the summit area and disturbed the neighbourhoods of Volcano Village.
The agency said: “Earthquakes continue at Kilauea summit and fissure 8 continues to erupt into the channel sending lava flows into the ocean at Ahalanui, creating a large laze plume.”
And the Hawaii County Civil Defense Agency reported a collapse event at Halema’uma’u crater at 12.30am with “energy equal to a 4.5 magnitude earthquake”.
The Halema’uma’u crater has now tripled in depth, the summit region of Hawaii Volcanoes National Park has been closed since May 11.

A major hurricane is cutting a path towards an active Hawaiian volcano where months of non-stop eruptions have already caused thousands to flee their homes.
Scientists speculated that low-atmospheric pressure from Hurricane Hector could re-start major eruptions at the Kilauea Volcano, if it maintains its course over the southern edge of Hawaii’s Big Island.
However, they nonetheless said it was incredibly hard to predict the outcome from such an unprecedented clash of natural forces.
The US National Hurricane Center said Hector is on course to brush past the south of the island next week. It is already a Category 3 hurricane capable of sustaining 120mph winds and likely to cause major damage in built-up areas.
Its current trajectory puts it on collision course with the volcano which is in the midst of a three-month-long eruption that has seen lava vents open under homes on its eastern flank while its summit crater collapses.
