North and South Korea will open a joint liaison office on Sept. 14, the South Korean Unification Ministry announced Sept. 12. Once up and running, the office will facilitate constant communication between the two sides, including messages from North Korean leader Kim Jong Un to South Korean President Moon Jae In.

North Korea's Kim Jong Un agreed to make a historic visit to Seoul soon and close a missile testing site in front of international inspectors at a summit with the South's President Moon Jae-in in Pyongyang Wednesday.Progress on the key issue of the North's nuclear arsenal was limited, but the two signed a document to strengthen ties between the two halves of the divided peninsula.
Building on a growing rapprochement, they agreed to create a facility to hold family reunions at any time, work towards joining up road and rail links, and mount a combined bid for the 2032 Olympics.
The agreement "carries the people's fresh hope and the people's strong, flaming desire for reunification", Kim said.
His trip to Seoul would be the first by a Northern leader since the end of the 1950-53 Korean War, when hostilities ceased with an armistice rather than a peace treaty, leaving them technically in a state of war.
Moon added that the visit could happen this year and would be a "monumental milestone in inter-Korean relations".
In their agreement, the North also agreed to "permanently close" a missile engine testing site and launch facility in Tongchang-ri "in the presence of experts from relevant nations".
Trump welcomed Wednesday's declaration, tweeting that Kim had "agreed to allow Nuclear inspections, subject to final negotiations" and adding: "Very exciting!"
Moon also said the North could close its Yongbyon nuclear plant if Washington takes "corresponding measures"

A big caveat on that site closure. North Korea says the US must make a move first. US says they won't make any moves until the North disarms. Nothing is going to happen. They have promised many times in the past to allow international observers in but have never done so. This is a purely propaganda move.

North Korea’s Kim Jong Un wants a second summit with U.S. President Donald Trump soon to hasten denuclearization, but a key goal is declaring an end this year to the 1950-53 Korean War, the South’s President Moon Jae-in said on Thursday.
Seoul aims to jointly announce with the United States an end to the war within this year, a measure Moon said he would discuss with Trump when they meet next week at the United Nations General Assembly in New York.
An end-of-war declaration would not affect the presence of U.S. troops and the UNC in the South, Moon said, adding that Kim shared his view.
“It would be a political declaration that would mark a starting point for peace negotiations,” Moon said.
“A peace treaty would be sealed, as well as normalization of North Korea-U.S. relations, after the North achieves complete denuclearization.”

Springtime in Korea. Peace and love have erupted all over the mountainous peninsula as the leaders of the two rival nations seek to end the nearly seven decades of hostility between them. One can’t underestimate the passionate longing felt by most Koreans on both sides of the Demilitarized Zone (DMZ) for some form of reunification – or at least reattachment – of the two nations. Amazingly, the 1950-53 Korean War has never been ended by a peace treaty …
Kudos go to the leaders of North and South Korea for de-escalating the tensions … Both deserve a Nobel peace prize. Kim Jong-un and Moon Jai-in … Most Koreans … are thrilled. …
But I’m also worried by the role of Washington. President Donald Trump certainly broke the ice with North Korea and played a key role in setting peace talks into motion. Kudos to him. But … Washington demands that North Korea account for and then dismantle its nuclear weapons under US supervision. This is the key American position. … while making these demands, the US is pushing ahead with a new `smaller’ nuclear warhead program … This $1 trillion program is designed for war-fighting, not deterrence. … it will make a nuclear war much more likely.

North Koreans have been eating grass for a generation to acquire nuclear weapons. Given the Trump administration's goal of a complete, verifiable denuclearization of North Korea during President Trump's first term, Secretary of State Mike Pompeo is eager to maintain U.S.-North Korean engagement. As he prepares for upcoming discussions with the North Koreans, he is leaving one tool conspicuously on the table: the prospect of an official declaration to end the Korean War."It's hard to know. I don't want to prejudge precisely where we'll end up," Pompeo said this week when asked if President Trump and Kim Jong Un could sign a declaration to end the war at their next summit. "But make no mistake about it, there is real progress being made."
By leaving open the possibility, Pompeo is affirming that the U.S. is open to some form of negotiation with the North Koreans to achieve denuclearization -- and he's showing up armed with more than just demands. The Trump administration, which argues its efforts have averted war, insists it will press forward with the conversations with North Korea after a late summer stall in the dialogue.
Mr. Trump has said his next meeting with Kim will happen "in the not too distant future," at a "location to be determined" -- but not Singapore.
Until there is "final, full-verified" denuclearization, Pompeo says crippling U.S. sanctions against North Korea will remain in place, but the U.S. is using the prospect of a potential end of war declaration to keep the North Koreans at the table.
"The declaration to end the war is inevitable," says David Maxwell, a senior fellow the Foundation for Defense of Democracies who previously served in the US army in Japan and South Korea. He argues that both North and South Korea want it, and they can initiate it on their own. "We have to figure out how to make that a positive event so that the U.S. can use that to the advantage to strengthen the U.S.-South Korea alliance and to continue to push North Korea towards continuing to denuclearize."
Kim Jong Un, according to South Korean President Moon Jae-in, said during their last meeting that North Korea would dismantle a major nuclear facility if the U.S. takes unspecified, "corresponding" measures. A formal end to the war is one measure the North Korean regime definitely wants.

Troops from North and South Korea began removing some landmines along their heavily fortified border on Monday, the South's defense ministry said, as part of a pact to reduce tension and build trust on the divided peninsula.Project details were agreed during last month's summit in Pyongyang, the capital of North Korea, between its leader, Kim Jong Un, and South Korean President Moon Jae-in.
In a statement, the ministry said the two sides agreed to remove all landmines in the so-called Joint Security Area (JSA) in Panmunjom within the next 20 days, with military engineers performing the hazardous task on the South Korean side.
The deal also provides for removal of guard posts and weapons from the JSA to follow the removal of the mines, with the troops remaining there to be left unarmed.
At the April summit, the two Koreas announced their intention to turn the DMZ - long a symbol of tension and division - into a "peace zone."
They have already dismantled propaganda loudspeakers and some guard posts along the border.
Demining projects are also set to begin on Monday in Gangwon province in eastern South Korea, to allow teams to search for the remains of soldiers killed in the 1950-1953 Korean War, the ministry added.

SEOUL: North Korea said on Tuesday (Oct 2) that declaring the end of the 1950-53 Korean War "can never be a bargaining chip" for getting North Korea denuclearised, and said the country "will not particularly hope for it" if the United States does not want the end of war, according to state media KCNA.
In a joint statement with South Korean President Moon Jae-in in their Pyongyang summit last month, North Korean Leader Kim Jong Un expressed a willingness to “permanently dismantle” the Yongbyon nuclear complex if the United States takes corresponding action.
Moon said this would include a declaration of an official end to the war.
In a commentary, KCNA said on Tuesday that declaring the war's end should have "been resolved half a century ago," and called it "the most basic and primary process for the establishment of new DPRK-US relations and peace" on the Korean peninsula "to which the US was also committed," referring to North Korea by its official name, Democratic People's Republic of Korea.

South Korea's Defense Ministry says it believes North Korea has begun removing land mines from two sites at the rivals' heavily fortified border.
South Korea earlier Monday sent troops to remove its mines from the sites at the Demilitarized Zone under recent agreements with North Korea aimed at reducing their decades-long military animosity.
The South's Defense Ministry says it detected North Korean soldiers engaging in what it believes are demining-related work at the two sites. It refused to provide further details.
The sites are at a jointly controlled area in the border village of Panmunjom and another DMZ area where the Koreas plan their first joint searches for soldiers killed during the 1950-53 Korean War.

Incredibly, Eyre went on to claim that a state of peace would itself be a “slippery slope”on the Korean Peninsula, on the grounds that if there’s not a war, people might ask what the UN Command is even doing there, or further still, whether the US needs a massive military presence in South Korea.
Permanent states of war are a valuable form of job security for career generals, of course, but the UN Command overseeing the 1953 armistice was never meant to be an eternal ... wasn’t supposed to take 68 years. Now that it has, top members of the command are worried ...

The only real protection South Korea needs is from Washington - Washington imposed sanctions, economic bullying, Washington's occupation, constant, antagonism, threats, sanctions, obstruction of peace and commerce, and every bit of leverage it can weild to prevent any reconciliation. Without Washington, a peace agreement would already be in place, as well as extensive commerce and trade. The Sunshine policy would be going on two decades now. South Korea would have extensive manufacturing base in North Korea, there would be extensive trade between the two. Possibly reunification would already have occurred, just like East and West Germany. The only threat of war between the two is if Washington triggers one. The threat of North Korea invading or conquering South, is less likely than Canada invading and conquering the U.S.

N. Korea isn't some misunderstood teddy bear that will suddenly convert to libertarianism if we stop picking on it, the reunification of the two Koreas could very well result in a loss of some freedom in the south.
However that isn't our problem, if the S. Koreans don't care to protect themselves we shouldn't.

Trump Administration Bans US Aid Groups From North Korea
While the Trump Administration has long maintained that sanctions against North Korea don’t impact humanitarian aid, in practice the administration has banned all American aid groups from the country, shutting down aid efforts. This comes as the administration looks to increase sanctions against North Korea, and to make sure that growing diplomatic progress between them and the rest of the world doesn’t end up easing their isolation. …
All US groups involved in such project, however, are getting the same answer, rejecting their travel. Aid groups also reported confusion at the Treasury Department about the regulation and licensing of NGOs that had worked with North Korea’s government, including on aid projects. Cutting through the red tape is all but impossible at this point.

During general-level military talks at Panmunjom, North Korea and South Korea agreed to destroy 22 guard posts along their border by the end of November, AP reported Oct. 26. They also resolved to form a joint military committee to enforce their September agreement to reduce border tensions, as well as create a group to study safe civilian navigation of the Han River estuary.

At their annual Security Consultative Meeting, held in Washington DC on October 31, the South Korean and US defense chiefs signed the “Guiding Principles Following the Transition of Wartime Operational Control,” which says US Forces in Korea and the Combined Forces Command will remain in South Korea even after the transfer of wartime operational control (OPCON) to South Korea.
South Korean Defense Minister Jeong Kyeong-doo and US Defense Secretary James Mattis agreed,
“the contributions of the ROK – U.S. Alliance are to continue into the future, carrying on the spirit of the ROK- U.S. Mutual Defense Treaty to prevent armed conflict on the Korean Peninsula, promote peace and stability in Northeast Asia, and contribute to global peace.”According to the agreement, after OPCON transfer, South Korea will appoint a General or an Admiral to serve as the Commander of the Combined Forces Command (CFC), and the United States will appoint a General or an Admiral to serve as its deputy commander. Currently, a U.S. general serves as the commander of the CFC and a South Korean general serves as its deputy commander.
OPCON transfer is expected to be completed before the end of President Moon Jae-in’s term in office.

South Korean defense minister says THAAD deployment will be permanent
South Korean Defense Minister Jeong Kyeong-doo announced the country will formalize the deployment of the controversial U.S. Terminal High Altitude Area Defense (THAAD) missile system once the necessary Environmental Impact Assessment is completed. The Peace Committee to Stop THAAD Deployment denounced the Moon Jae-in administration for “ignoring law and order to bring in strategic weapons for the U.S. missile defense system, which has no place in the vision for peace on the Korean Peninsula.”
