Has anybody read the VP of UAE's book? Its far too expensive to buy.

The reviews aren't great (the book is evidently light on substance and heavy on self-congratulation), but it's probably worth a read. Even for those unconvinced of the merits of non-democratic government, wouldn't it be interesting, for once, to read the thoughts of a man who actually makes policy, rather than reads things written by irresponsible people from a teleprompter for other, equally irresponsible people to hear on a television?

On a related note, Lee Kuan Yew's book about his government of Singapore is well regarded and can be had cheaply.
