the Syrian Army informed Jaysh Al-Islam that their decision to surrender Douma must come
directly after the last rebel group leaves Jobar and Zamalka.
If they fail to meet this timeline, the Syrian Army will begin their long-awaited offensive to capture Douma.
Jaysh Al-Islam was supposed to give the Syrian Army and Russian military their answer today;
however, they did not respond, despite repeated attempts to by the Russian Reconciliation Center communicate with this Islamist group.

but in fact we are the sole member to undertake concrete measures to implement Resolution 2401.”

US establishes large military base in oil-rich Syrian province – SDF

In an apparent attempt to establish control over Syria’s oil deposits,
the United States has begun the construction of a major military installation in Deir Ez-Zor province,
according to a high-ranking representative of the Syrian Democratic Forces (SDF).
Mehdi Kobani, the SDF’s press secretary in Deir Ez-Zor, told Sputnik Turkiye
that the new US military base is being built in the vicinity of al-Omar oilfield–the biggest oil deposit in Syria.
►There is currently construction machinery working in the vicinity of the base, and security is being provided by SDF forces.
►Earlier a local media outlet also posted video of US military helicopters operating in the area where this new facility is being built.
Close call: Russian, US forces nearly clash in eastern Deir Ezzor

The U.S. and Russian forces nearly clashed in the Euphrates River Valley this week, the U.S. Secretary of Defense James Mattis claimed on Tuesday.
According to Mattis, a Russian unit was moving close to the U.S. lines east of the Euphrates River,
forcing the latter to contact Moscow in order to avoid a confrontation.
“These were forces moving into more advanced positions, too close,” Mattis said, calling them “Russian elements.”
Mattis continued that the U.S. Chairman of the Joint Chiefs of Staff, Gen. Joseph Dunford, and his Russian counterpart, Gen. Valery Gerasimov,
quickly defused the situation and avoided the potential confrontation.
“Those (Russian) elements fell back,” Mattis said, adding that “we have also drawn off slightly.”
The Russian Ministry of Defense also confirmed Mattis’ report.
