This law is clear that it applies to all nations that aren't ignorant of it.

Lot's daughters just came from an area which it was widely accepted and their mother didn't want to leave the place, hence her turning to a pillar of salt because she looked back while leaving.

8 The nakedness of thy father's wife shalt thou not uncover: it is thy father's nakedness.

Ham uncovered his father's nakedness (Genesis 9:22 -which means Ham slept with his mother) Noah (not God) was the one that cursed Ham and the son that came from that incestuous act, Canaan. So it was not widely accepted as some would think.
