Which agency responsible for checking all the USB devices being sold on Amazon/in stores?

So many foreign made USB powered electronic gadgets are sold on Amazon and in stores. Which agency checks that those USBs do not have any hitech viruses, malware?

To be clear, there are no news reports suggesting that bad actors, foreign entities may be placing stealth spyware on USB devices that probably are connected daily to millions of US consumers computers and possibly even election system linked computers.
