Baltimore Cops Carried Toy Guns to Plant on People They Shot, Trial Reveals

    Jan 31 2018

Last week, the beginning of an explosive corruption trial involving eight members of Baltimore's elite Gun Trace Task Force revealed that a handful of Baltimore cops allegedly kept fake guns in their patrol cars to plant on innocent people—a failsafe they could use if they happened to shoot an unarmed suspect, the Baltimore Sun reports.

Detective Maurice Ward, who's already pleaded guilty to corruption charges, testified that he and his partners were told to carry the replicas and BB guns "in case we accidentally hit somebody or got into a shootout, so we could plant them." The directive allegedly came from the team's sergeant, Wayne Jenkins, the Washington Post reports. Though Ward didn't say whether or not the tactic was ever used, Detective Marcus Taylor—another cop swept up in the scandal—was carrying a fake gun almost identical to his service weapon when he was arrested last year, according to the Sun.

The revelation is just one of many egregious abuses that have come out of the sprawling trial that the Sun has called "Baltimore’s biggest police corruption scandal in memory." Prosecutors say the squad, which was tasked with getting illegal guns off the streets, abused its power by robbing suspects and innocent people, raiding homes without warrants, and selling confiscated drugs, among other crimes.

But the BB gun testimony is particularly disturbing in light of 12-year-old Tamir Rice's death in 2014, the 13-year-old in Baltimore who was shot twice by cops in 2016 after he allegedly sprinted from them with a replica gun in his hand, and the 86 people fatally shot by police in 2015 and 2016 who were spotted carrying toy guns.

Six of the eight task force members charged in the corruption scandal have pleaded guilty to racketeering charges, but Taylor and Detective Daniel Hersl have pleaded not guilty. They're currently on trial while several of their former partners testify against them.

and the 86 people fatally shot by police in 2015 and 2016 who were spotted carrying toy guns.

now what aspiring journalist will dig up and list the number of people with toy guns killed by police in all the major US cities? I doubt the Baltimore PD were the first geniuses to think this one up.

Kind of what I was thinking . Having lived there a short time I would expect them to be way behind the curve . They picked this up from someone from another city who had already been executing it is my guess .

A fact repeatedly established.. but this does reinforce the fact.

Sickening. My boys loved Airsoft guns and the stories about these kids being shot by cops always made my wife and me have horror images of them going in the front yard with them.
Partisan politics, misleading or emotional bill titles, and 4D chess theories are manifestations of the same lie—that the text of the Constitution, the text of legislation, and plain facts do not matter; what matters is what you want to believe. From this comes hypocrisy. And where hypocrisy thrives, virtue recedes. Without virtue, liberty dies. - Justin Amash, March 2018

Let's not go overboard here. There are probably reasonable explanations. These are trusted and honorable men. We should let Sgt Wayne Jenkins investigate this first. He and his fellow detectives should have a chance to look over any reports, and redact anything that would endanger their procedures and tactics. Will the Democrats get on board? Maybe Adam Schiff can draft up a report to counter all of these spurious and false accusations.

But let anyone mention "throwdown guns" in chat or conversation,, and the indignation pegs.

It has been done,, It is Done,, and they have been caught doing it so many times I don't know why Police Officers are considered "credible" in court.

Toy guns do not have to be fired. No ballistics. All that is needed to threaten those that protect and put their lives on the line each and every day! Fear for their safety or that of their fellow officers.

Remember the good old days when they said the gun wasn't loaded or there were blanks in the gun?

Baltimore Police Scandal Exposes Theft, Cover-Ups & Drug Peddling:

According to prosecutors, the officers stole hundreds of thousands of dollars from city residents. They broke into houses. They stole drugs and then gave them to drug dealers. They carried BB guns that they could plant on people they shot. Six members of the task force have already pleaded guilty.

    [...]

The officer charged with training the police recruits in legal standards that govern their conduct announced on Friday that a third of the recruits set to graduate that weekend, last weekend, had failed the tests, the basic scenario training tests, that govern their knowledge of the legal standards under which they are to operate. That is, probable cause for arrest and so forth. A third of the recruits. Now, this is not Sherrilyn Ifill who said this. This is the officer charged with training the recruits, who rings the alarm bell and warns that a third of them are not ready. They graduate anyway, on Saturday.

Members of rogue Baltimore police unit found guilty of corruption charges

Members of rogue Baltimore police unit found guilty of corruption charges:

Two members of a rogue Baltimore police unit were found guilty Monday of corruption charges — a case that marred what was already a bleak period for the crime-plagued city.

The officers, Daniel Hersl and Marcus Taylor, were convicted by a federal jury of racketeering and robbery, part of a broader conspiracy among members of the police department's Gun Trace Task force that involved holding up drug dealers, conducting illegal searches, claiming unearned overtime and trying to cover up their crimes, authorities said.

Six other officers, including two who testified against Hersl and Taylor, have already pleaded guilty.

None of the officers remain on the force, as the police department fired Hersl and Taylor immediately after Monday's verdicts, officials said. Hersl and Taylor were each acquitted of a gun charge.

Newly appointed Commissioner Darryl De Sousa said in a statement that he had officers monitoring the trial, which included new accusations of corruption and new intrigue over the death of Detective Sean Suiter, who was shot to death last fall, a day before he was to testify to a grand jury about the now-disbanded unit.

The trial featured witnesses testifying that officers peddled garbage bags full of drugs purportedly looted during the city's 2015 riots, sold seized drugs and guns, committed armed home invasions, and were told to carry BB guns to plant on suspects.

Some of the crimes and cover-ups were captured in secretly recorded conversations, portions of which have been played at the trial.

Last week, one of the disgraced officers, Momodu Gondo, confirmed the names of several officers who he said stole money with him in 2008 and 2009, including Suiter. [Which means that including the latter, there were a total of 9 officers involved in this criminality].

De Sousa, appointed earlier this year to get a handle on gun violence, said Monday that the officers' indictments, and the trial, "uncovered some of the most egregious and despicable acts ever perpetrated in law enforcement."

The department has created a new corruption unit "that will focus, specifically, on this case and the allegations that were made, but were not part of the indictment or prosecution," De Sousa said. He added: "Our job moving forward is to earn back the trust and respect of the community."

The trial came at a particularly difficult time for Baltimore, where the 2017 murder rate climbed to record levels and where the police department is already under federal oversight for a pattern of unconstitutional street stops.

Baltimore Mayor Catherine Pugh cited the need for those court-mandated reforms in her response to the verdict, which she called "the right one, given the abundance of compelling and damning evidence" against the Gun Trace Task Force.

De Sousa has reportedly said he wants to bring back plainclothes units to target gun and drug offenders ─ work similar to what the rogue unit did ─ but do it legally.

But that could make it harder to regain public trust.

Sherrilyn Ifill, president of the NAACP Legal Defense and Educational Fund, said in a statement that the trial exposed the city's inability to weed out corruption that lasted nearly a decade, and "affirmed the gross misconduct that communities have complained of for years" but weren't believed.

"It shouldn’t take federal investigations to recognize and trust the community," Ifill said.

Stephen M. Schenning, the acting U.S. Attorney in Maryland, said after the verdicts that the case was "corrosive of the trust we need to do our jobs effectively" but the verdicts sent a message that, in the end, the justice system brings dirty officers to justice.

"You can't rob people just because they're drug dealers," he said in remarks captured by local Fox affiliate WBFF. "In the end you're going to get caught and pay a price."
