    Oliver Ivanovic was one of the key politicians in the Serb-majority northern part of the region.

    "The murder of Oliver Ivanovic is an act of terror aimed at destabilizing the situation in Kosovo and Metohijan and an attack over all Serbian people.
    We are terminating the negotiations and immediately returning to Belgrade due to the murder."

    Background

    Oliver Ivanovic was one of the Kosovo Serb leaders and former State Secretary of the Ministry for Kosovo and Metohija in the Serbian government.

    In January 2014, Ivanovic and four Serbs were imprisoned on charges of military crimes against the Albanian civil population in Kosovo and Metohija committed in 1999 and 2000.

    In August 2015 Ivanovic went on a hunger strike and was transferred from prison to hospital due to deterioration of health.

    On January 21, 2016, Oliver Ivanovic was sentenced to a nine-year imprisonment for military crimes committed against Kosovo Albanians in 1999.

    In February 2017, the sentence was overturned and a new trial started.

    Ivanovic has been under house arrest since then.

    In April 2017 he was allowed to protect himself in court while staying at liberty.

    Six MiG-29s fighter jets that Russia donated to Serbia will have their first test flights
    and enter service by the end of the 2018, Serbian Defense Minister Aleksandar Vulin said on March 19 in Belgrade.

    Serbia President Aleksandar Vucic had previously said the planes would be put into service by the end of 2017,
    during a ceremonial handover of the planes in October which was attended by Russian Defense Minister Sergei Shoigu.

    The planes are currently being upgraded at Serbia's Batajnica airfield. Vulin said the MiG jet pilots will go to Russia for training.

    Although Belgrade paid nothing for the aircraft, it will still pay the Russian manufacturer €180 million ($212 million) for maintenance.
    Produced between 1989 and 1991, the MiGs are somewhat newer than Serbia's existing fleet of four MiGs,which were delivered in 1987.

    Russian state-run news agency TASS reported that
    Russia is also donating to Serbia as part of the MiG deal

    TASS also cited Vucic as saying in an interview that
    Serbia is holding talks with Russia about purchasing
    ►six Mil Mi-17 multirole helicopters,
    ►Buk-M1 and Buk-M2 air defense missile systems,
    ►and Tunguska anti-aircraft missile/gun complexes.

    Investigators at Bellingcat say they have revealed the true identity of a second Russian intelligence officer involved in a failed coup attempt in Montenegro in 2016. The man known to Montenegro prosecutors under the pseudonym Vladimir Popov is actually Vladimir Nikolaevich Moiseev, a lieutenant colonel or colonel with Russia’s GRU, according to a joint investigation by Bellingcat and The Insider. Moiseev, or “Popov,” is wanted for allegedly creating a criminal organization, plotting against Montenegro’s Constitutional order, and attempted terrorism. He and another Russian intelligence officer earlier identified as Eduard Shishmakov are believed to have been key players in a violent coup plot widely seen as a last-ditch effort by the Kremlin to prevent Montenegro from joining NATO.

    Serbia has been strengthening its armed forces, devastated after the 1999 NATO intervention, mostly with Russian help.
    An armed intervention by Serbia in Kosovo would trigger a direct clash with NATO-led peacekeepers stationed there. Serbia recently increased its saber-rattling, including raising the combat readiness of its troops over a series of small incidents.

    Kosovo will vote Friday on whether to create its own army, in a heavily symbolic show of independence from Serbia that has inflamed tensions between the former wartime foes.Since breaking away from Belgrade in a guerilla war in the late 1990s, Kosovo has relied on NATO-led forces to guarantee its security.
    But at the end of the week -- dubbed "Army week" by one Kosovo newspaper -- Pristina lawmakers will vote on legislation to transform its own lightly-armed emergency response force, known as Kosovo Security Force (KSF), into a professional army.
    The measure is widely expected to pass as it draws support from all political parties in ethnic Albanian-majority Kosovo, except for a minority of ethnic Serb MPs who have boycotted the sessions.
    But there is outrage in Belgrade, which refuses to accept the former southern province's independence and has cast the army plans as a threat to the 120,000 Serbs still living in Kosovo.
    Last week Serbian Prime Minister Ana Brnabic said she "hoped" Serbia would not need to use its army against Kosovo, though it is "one of the options on the table."


    NATO, which has four members who don't recognise Kosovo, has condemned the army move as "ill-timed."
    But Pristina's core ally Washington has given the green light, calling it a "positive step".
    The commander of the current 2,500-strong KSF, which is trained for crisis response operations, said this week that the new army will be equipped with US weapons and vehicles.

    The move is broadly popular among the ethnic Albanian majority in Kosovo, where the government has been dealt a series of setbacks in recent months, including a failed bid to join Interpol which it blamed on Belgrade.
    There is also widespread frustration over a lack of progress in acquiring visa-free travel status in the EU -- something every other Western Balkan state enjoys.

    Kosovo’s parliament voted on Friday to create a 5,000-strong standing army, a week after Serbia’s premier suggested the move could provoke military intervention by Belgrade.

    The move, coming 20 years after Kosovo Albanians’ uprising against Serbian rule and a decade after independence, was lauded as “historic” by the United States but NATO criticized it as unhelpful in efforts to ease tensions between Kosovo and Serbia.
    Legislation to transform the lightly armed Kosovo Security Force, which was created mainly for crisis response, civil defense and removal of ordnance from the 1990s conflict, into an army was approved by 105 deputies in the 120-seat assembly.
    Eleven minority Serb deputies boycotted the vote. Kosovo’s constitution mandates the creation of a national army but no action was taken for years while Pristina sought, in vain, to obtain the approval of Kosovo Serbs.
    The move is also strongly opposed by Kosovo Serbs’ patron Serbia, which has refused to recognize the independence of its former province and warned that a national Kosovo army could destabilize the Western Balkans.
    “I regret that this decision was made despite the concerns expressed by NATO,” NATO Secretary General Jens Stoltenberg said in a statement on Friday.
    “The North Atlantic Council will now have to re-examine the level of NATO’s engagement with the Kosovo Security Force,” he said.
    United Nations Secretary-General Antonio Guterres was concerned by the move, said U.N. spokesman Farhan Haq.
    “The Secretary-General calls on all parties concerned to exercise restraint and refrain from actions that could raise tensions and cause a further setback in the European Union-facilitated dialogue for the normalization of relations between Belgrade and Pristina,” Haq said in a statement.


    Serbian President Aleksandar Vucic will be inspecting troops along the Kosovo border over the next three days, his office said on Thursday.
    A NATO-led peacekeeping mission to Kosovo still has around 4,000 troops in the landlocked country.


    Balkans analysts, however, said any action by Serbia’s 28,000-strong army against Kosovo is highly unlikely given Belgrade’s aspirations to join the EU and that Brnabic’s remarks appeared to be a sop to Serbian nationalists.
    With the new law in place, Kosovo will set up a defense ministry and the future army is to be comprised of 5,000 active soldiers and 3,000 reservists. Pristina government officials said the process would last at least 10 years.

    There are too many potential flashpoints to really guess but if the oligarchs have a sick sense of humor they will use Serbia again

    Kosovo Prime Minister Ramush Haradinaj has fired the country's ethnic Serb deputy justice minister after she called NATO's 1999 bombing campaign against Serbia a "planned genocide".Deputy minister Vesna Mikic comes from Kosovo's Serb minority which accounts for about 5 percent of the country's population of 1.8 million.
    "The NATO alliance committed a deliberately planned genocide against a sovereign country that fought Albanian terrorism inside its own borders," Mikic said on her Facebook account on Sunday, marking the 20th anniversary of the NATO bombing.


    Mikic's post sparked criticism in the predominantly ethnic Albanian Kosovo where most people praise NATO for halting the two-year war and clearing the way for its independence in 2008. As many as 4,000 NATO peacekeepers are still deployed.
    Mikic was not immediately available for comment.
    Haradinaj dismissed the deputy minister with immediate effect.
    "In Kosovo government there will be no place for individuals, despite their ethnicity, to denigrate our common euro-Atlantic values," Haradinaj said in a statement.
