According to newly unearthed memos which were retroactively classified by the DOJ, a high-ranking government official who met with Christopher Steele in October 2016 determined that information in the Trump-Russia dossier was inaccurate, and likely leaked to the media, according to The Hill's John Solomon.

Ten days before the FBI used the now-discredited dossier to apply for a Foreign Intelligence Surveillance Act (FISA) warrant to spy on Trump campaign aide Carter Page, Steele met with Deputy Assistant Secretary of State Kathleen Kavalec, who took handwritten notes of the encounter.
Steele told Kavalec that Russia had a "technical/human operation run out of Moscow targeting the election," which recruited US emigres to "do hacking and recruiting. Steele added that "Payments to those recruited are made out of the Russian consulate in Miami."
Except that's a lie - as Kavalec debunked the assertion in a bracketed comment: "It is important to note that there is no Russian consulate in Miami."

Kavalec, two days later and well before the FISA warrant was issued, forwarded her typed summary to other government officials. The State Department has redacted the names and agencies of everyone she alerted.
But it is almost certain the FBI knew of Steele's contact with State and his partisan motive. That's because former Assistant Secretary of State Victoria Nuland says she instructed her staff to send the information they got from Steele to the bureau immediately and to cease contact with the informer because "this is about U.S. politics, and not the work of — not the business of the State Department, and certainly not the business of a career employee who is subject to the Hatch Act." -The Hill

What makes this particularly damning is that the FBI swore on October 21, 2016 to the FISA judges that Steele's "reporting has been corroborated and used in criminal proceedings," and that the FBI deemed him to be "reliable" and was "unaware of any derogatory information pertaining" to the former British spy who was working for Fusion GPS - the firm paid by the DNC and the Clinton campaign to come up with dirt on Donald Trump.

As we noted yesterday based on an earlier Hill report on the Kavalec-Steele notes, Steele was flagged for admitting that his research was political and facing an Election Day deadline, as his client was "keen to see this information come to light prior to November 8."

Notes and testimony from senior Justice Department official Bruce Ohr make clear Steele admitted early on that he was “desperate” to get Trump defeated in the election, was working in some capacity for the GOP candidate’s opponent, and considered his intelligence raw and untested. Ohr testified that he alerted FBI and other senior Justice officials to these concerns in August 2016. -The Hill

Kavalec also flagged several places in her notes in which she suspected that Steele might be leaking information to the press.
"June — reporting started," she wrote. "NYT and WP have," she added, in an apparent reference to The New York Times and The Washington Post.
She then quoted Steele as indicating that he was "managing" four priorities — "Client needs, FBI, WashPo/NYT, source protection," - a clear indication that media outreach was part of his job.

Those same notes suggest Steele spun some wild theories to State, including one that the Russians had a “plant in DNC” and had assembled an “HRC dossier,” apparent references to the Democratic National Committee and Clinton.
She expounded in her typed memo. “The Russians have succeeded in placing an agent inside the DNC,” she quoted Steele as saying.
Steele offered Kavalec other wild information that easily could have been debunked before the FISA application — and eventually was, in many cases, after the media reported the allegations — including that:

Trump lawyer Michael Cohen traveled to Prague to meet with Russians;
Trump campaign chairman Paul Manafort owed the Russians $100 million and was the “go-between” from Russian President Vladimir Putin to Trump;
Trump adviser Carter Page met with a senior Russian businessman tied to Putin;
The Russians secretly communicated with Trump through a computer system. -The Hill

Those rumors were debunked by Special counsel Robert Mueller's April report, despite barely mentioning Steele and a passing reference to his infamous dossier being "unverified."
Except that the FBI's FISA request from October 2016 - which relied almost entirely on Steele's work - was marked "verified application" prior to the FBI's submission to the court.
Eventually, Steele was fired to the FBI for leaking to the media and then lying about it - however that happend after the FISA warrant was approved - and according to The Hill, the court was not notified about it until a few months later, well after the election.
In short, the FBI undoubtedly lied to their teeth to the FISA court in order to obtain a warrant to surveil Carter Page and the Trump campaign.

Sometime in the next 4 weeks, the Justice Department’s inspector general will release an internal review that will reveal the origins of the Trump-Russia investigation. Among other matters, the IG’s report is expected to determine “whether there was sufficient justification under existing guidelines for the FBI to have started an investigation in the first place.” Critics of the Trump-collusion probe believe that there was never probable cause that a crime had been committed, therefore, there was no legal basis for launching the investigation. The findings of the Mueller report– that there was no cooperation or collusion between the Kremlin and the Trump campaign– seem to underscore this broader point and suggest that the fictitious Trump-Russia connection was merely a pretext for spying on the campaign of a Beltway outsider whose political views clashed with those of the foreign policy establishment. In any event, the upcoming release of the Horowitz report will formally end the the first phase of the long-running Russiagate scandal and mark the beginning of Phase 2, in which high-profile officials from the previous administration face criminal prosecution for their role in what looks to be a botched attempt at a coup d’etat.

There are major discrepancies between a story told on CNN by disgraced ex-FBI Director James Comey and the same story as Comey recalled it in his infamous memos purportedly memorializing his conversations with President Donald Trump.

At a town hall event broadcast on CNN last Thursday, Comey recounted the alleged details of a February 8, 2017 meeting inside the Oval Office.
He stated:

And so the next time I was alone with him, and he told something that was obviously false, which was very, very important, he was saying in the Oval Office — a torrent of words coming at me. I remember the day, February 8th of 2017, a torrent of words. And among the words were his saying, “We are the same kind of killers that Vladimir Putin is.” He was defending his moral equivalency between us and Putin.
And I interrupted and said, Mr. President, no, we’re not the kind of killers that Putin is. And when I said that, a shadow crossed the president’s face, and the meeting was over, because I just popped that cocoon he was trying to draw around us. And so I knew at that point, I went back to the FBI, and said my relationship with this man is over, and that’s not a bad thing.

Comey clearly stated that he was “alone” with Trump in the Oval Office during that meeting and that “the meeting was over” because Comey seemed to criticize something the president said. “And the meeting was over, because I just popped that cocoon he was trying to draw around us,” Comey claimed.
In his memos on that same February 8 meeting, however, Comey says that he was not alone but met Trump along with Reince Priebus, who served at the time as White House Chief of Staff.
“Reince stayed,” Comey wrote in the relevant memo. “Seated to my right as I sat in a chair facing the President,” he said, referring to Priebus.
Comey never wrote in the memo that he was alone with Trump, and does not describe Priebus as leaving the February 8 meeting at any time. In fact, he wrote that Priebus “tried to interject” about another matter just one paragraph before Comey describes the conversation about the Putin remarks that he talked about on CNN.
At the CNN town hall, Comey said the meeting was “over” just after seemingly criticizing the president, linking the end of the meeting to his criticism. Comey writes: “And I interrupted and said, Mr. President, no, we’re not the kind of killers that Putin is. And when I said that, a shadow crossed the president’s face, and the meeting was over, because I just popped that cocoon he was trying to draw around us.”
By contrast, in his memo, Comey described the conversation continuing after the Putin remarks, moving on to “other pleasantries and we wrapped up with handshake.”
The description of “pleasantries” and a handshake does not fit with Comey’s narrative on CNN that the meeting ended and also that he “knew at that point” that his “relationship with this man” — Trump — “is over, and that’s not a bad thing.”
Comey’s memo instead reads:

He then pivoted to the Russians wanting an apology from Bill O’Reilly. I said I had seen that and O’Reilly’s reply, which was to “call him in 2023.” The President then said that O’Reilly’s question about whether he respected Putin had been a hard one. He said he does respect the leader of a major country and thought that was the best answer.
He then said. “You think my answer was good, right?”
I said the answer was fine, except the part about killers. Because we aren’t the kind of killers that Putin is. When I said this, the President paused noticeably. I don’t know what to make of it, but he clearly noticed I had directly criticized him. The conversation then moved to other pleasantries and we wrapped up with handshake.

In the version provided to CNN, Comey says “And so I knew at that point, I went back to the FBI, and said my relationship with this man is over, and that’s not a bad thing.”
In the memos, though, Comey does not say anything about the relationship being “over.” Indeed, he describes a subsequent Oval Office briefing and details three phone conversations with Trump after the February 8 meeting.

Senate Judiciary Committee Chairman Lindsey Graham exclusively told "Sunday Morning Futures" that he is working to declassify a sensitive "document" that definitively proves that authorities knew the Steele dossier -- which the FBI used to justify the secret surveillance of a former Trump aide -- lacked any substantial independent corroboration.

"There's a document that's classified that I'm gonna try to get unclassified that takes the dossier -- all the pages of it -- and it has verification to one side," Graham told anchor Maria Bartiromo. "There really is no verification, other than media reports that were generated by reporters that received the dossier."
Graham added: "So, the bottom line is the dossier has never been independently confirmed. It was used to get a warrant. They knew the author of the dossier was on the Democrat Party payroll. He hated Trump; they got the warrant anyway. Most Americans should be very upset about that. I'm very upset about it. And we're going to get to the bottom of it."
On four occasions, the FBI told the Foreign Intelligence Surveillance (FISA) court that it "did not believe" former British spy Christopher Steele was the direct source for a Yahoo News article implicating former Trump aide Carter Page in Russian collusion, documents released after a lawsuit showed last year.
Instead, the FBI suggested to the court, the September 2016 article by Michael Isikoff was independent corroboration of the salacious, unverified allegations against Trump in the infamous Steele Dossier. Federal authorities used both the Steele Dossier and Yahoo News article to convince the FISA court to authorize a surveillance warrant for Page.

But London court records show that contrary to the FBI's assessments, Steele briefed Yahoo News and other reporters in the fall of 2016 at the direction of Fusion GPS -- the opposition research firm behind the dossier.
The FISA application also copied and pasted directly from a Washington Post opinion piece that claimed the Trump campaign had "worked behind the scenes" to "gut" the GOP platform on Russia and Ukraine.
The FBI seemingly conducted no independent review of the opinion article's disputed claims, which were widely cited as evidence the Trump team was compromised by Russia and working to publicly appease Russian President Vladimir Putin. Despite the brouhaha, Special Counsel Robert Mueller's Russia probe only briefly mentioned the episode, saying there was no evidence of misconduct when a lone Trump official vetoed a single delegate's proposed platform change.
The platform change would have called for providing lethal arms to Ukrainians fighting Russians, rather than defensive arms -- in a marked change from then-President Obama's policy that analysts say would have risked escalating tensions with Putin. The Trump administration ultimately did decide to provide lethal arms to Ukrainians later.

President Trump has vowed to declassify the full FISA applications to surveil Page, and related documents.
Graham indicated, however, that his promised "deep dive" into the Russia probe's origins is currently pending the completion of Inspector General Michael Horowitz's own investigation into alleged FBI and DOJ misconduct during the 2016 presidential campaign.
"I'm waiting for Horowitz to get his report done," Graham said. "But we had a pretty big bombshell this week."

Graham specifically cited the report from The Hill's John Solomon that the FBI was expressly told that Steele, the bureau's confidenial informant, had admitted to a contact at the State Department that he was "keen" to leak his discredited dossier for purposes of influencing the 2016 election. Steele also acknowledged that his dossier was funded by the Democratic National Committee (DNC) and Hillary Clinton campaign.
"Christopher Steele was trying to leak it to everybody," Graham said.
Deputy Assistant Secretary of State Kathleen Kavalec’s written account of her Oct. 11, 2016, meeting with Steele was apparently sent to the FBI, according to records unearthed in a transparency lawsuit by Citizens United. Nevertheless, the FBI included claims in Steele's dossier in its successful FISA warrant application to monitor Page.

"But-for the dossier, there would be no warrant against Carter Page," Graham said. "The meeting on Oct. 11 was 10 days before the FISA warrant application. So the FBI was on notice that their confidential informant went to the Department of State to urge the Department of State to take the dossier and leak it to the public to affect the election. That's about as sick as it gets."
The only notation that the FBI included in the FISA application to alert the judge as to Steele's bias was that his information was prepared in connection with a presidential campaign.

The application did not mention that the dossier had been funded by the DNC and Hillary Clinton campaign, nor did the application mention that Steele had admitted to wanting the claims in his dossier to go public before Election Day.
News of that surveillance, which also leaked, kickstarted the Trump-Russia collusion narrative.
In letters last week, a slew of Republican senators, including Graham, demanded answers from the State Department, as well as all related documents.

Strzok and Page seemed to text in code in response to the revelation of the “Hammer” surveillance system which was used to wiretap Trump long before he ever ran for office, as well as many other innocent Americans. And a later text spoke of the Hammer story clearly. The next day the Russian Collusion investigation was begun, presumably to try and generate a justification for the illegal surveillance. Comey then said under oath Trump was not wiretapped despite the creator of the Hammer having handed over 47 hard drives with all the details of the rogue operation targeting Trump and all of the machine’s political enemies.

When Trump called the Mueller investigators "18 angry Democrats," he wasn't kidding.
According to 73 pages of records obtained by Judicial Watch, Mueller special counsel prosecutor Andrew Weissmann led the hiring effort for the team that investigated the Trump campaign.

Notably, Weissman attended Hillary Clinton's election night party in 2016, and wrote a positive email to former Acting Attorney General Sally Yates when she refused to defend the Trump administration's travel ban. And as you will see below, he was on a mission to recruit a politically biased fleet of lawyers for the Mueller probe.
"These documents show Andrew Weissmann, an anti-Trump activist, had a hand in hiring key members of Mueller’s team – who also happened to be political opponents of President Trump," said Judicial Watch President, Tom Fitton. "These documents show that Mueller outsourced his hiring decisions to Andrew Weissmann. No wonder it took well over a year to get this basic information and, yet, the Deep State DOJ is still stonewalling on other Weissmann documents!"

Weissman’s calendar shows that he began interviewing people for investigator jobs on the Mueller operation almost immediately after it was announced that he had joined the team in early June.
On June 5, 2017, he interviewed former Chief of the Public Corruption Unit of the U.S. Attorney’s Office for the Southern District of New York Andrew Goldstein. Goldstein was a Time magazine reporter. Goldstein contributed a combined $3,300 to Obama’s campaigns in 2008 and 2012. His wife, Julie Rawe, was a reporter and editor for Time for 13 years, until 2013. He became a lead prosecutor for Mueller.
The next day, on June 6, 2017 Weissmann had a meeting with “FARA [Foreign Agents Registration Act] counsel.”
Weissmann interviewed another prosecutor, Kyle Freeny, from the DOJ Money Laundering Section for the team on June 7, 2017. She contributed a total of $500 to Obama’s presidential campaigns and $250 to Hillary Clinton’s. She was later detailed to the Mueller investigation.
He interviewed a trial attorney who worked with him in the Criminal Fraud Section, Rush Atkinson, on June 9, 2017. Records show that Atkinson donated $200 to Clinton’s campaign in 2016. He is a registered Democrat and contributed $200 to Hillary Clinton’s 2016 campaign. Atkinson also became part of the Mueller team.
Weissmann interviewed DOJ Deputy Assistant Attorney General Greg Andres for the team on June 13, 2017. Andres donated $2,700 to the campaign for Sen. Kirsten Gillibrand (D-N.Y.) in 2018 and $1,000 to the campaign for David Hoffman (D) in 2009. Andres is a registered Democrat. His wife, Ronnie Abrams, a U.S. district judge in Manhattan, was nominated to the bench in 2011 by Obama. He joined the Mueller team in August 2017. -Judicial Watch

"Judicial Watch previously released documents showing strong support by Weissmann for former Acting Attorney General Sally Yates’ refusal to enforce President Trump’s Middle East travel ban executive order. Weissmann reportedly also attended Hillary Clinton’s Election Night party in New York," the report concludes.
