    The monetary aid was denied to the Pakistan government in response to its ineffective action against terrorists and militants on its soil.
    The Hindustan Times reported:

    The Trump administration on Friday announced the United States will deny Pakistan military aid amounting to $255 million as it expects Islamabad to take decisive action “against terrorists and militants on its soil”.

    “The United States does not plan to spend the $255 million in FY 2016 in Foreign Military Financing for Pakistan at this time,” said a spokesperson of the President’s National Security Council in a statement to Hindustan Times.

    “The President has made clear that the United States expects Pakistan to take decisive action against terrorists and militants on its soil, and that Pakistan’s actions in support of the South Asia Strategy will ultimately determine the trajectory of our relationship, including future security assistance.

    “The Administration continues to review Pakistan’s level of cooperation.”

    The statement reflected and sealed the administration’s complete disillusionment with Pakistan, which had sought to brazenly disregard the explicit warnings issued by President Donald Trump personally and leading members of his cabinet, such as secretaries James Mattis and Rex Tillerson.

    “This could be the severest blow dealt to Islamabad by this administration if it indeed decided to withhold it,” said a leading US expert on Pakistan, who did not want to be identified. “There is more coming,” the expert added.

    On Sept. 13, Secretary of State Hillary Clinton quietly, and without explanation, issued a "national security" waiver on conditions for Pakistan military aid.

    While in years past the Obama administration asserted that Pakistan had made progress in combating terrorism, thereby meeting aid conditions set by Congress, that apparently simply wasn't possible after recent events:

    Osama bin Laden was killed in a Pakistani city crawling with Pakistani military intelligence last year. The US had to keep Pakistan in the dark on the raid, worried the country's military would warn Mr. bin Laden. This year, a Pakistani doctor who helped the US track and kill the mastermind of the Sept. 11 attacks on New York and Washington was sentenced to 30 years in prison by Pakistan for his role. In the US, the drumbeat of furious US officers, complaining of Pakistani support for the Haqqani network and other militants shooting at US forces, has gotten louder. And then there was the little matter of Pakistan shutting off NATO supply lines into Afghanistan for seven months, ending in July.

    The White House said Monday that it will continue to withhold $255 million in military aid to Pakistan out of frustration over what it has characterized as Islamabad's obstinance in confronting terrorist networks.

    The administration first said in August it was temporarily withholding the $255 million, which was part of a $1.1 billion aid package authorized in 2016 by Congress. The money was put on hold until Pakistan agreed to do more to combat terrorist networks.

    Pakistan responds angrily to Trump tweet, summons U.S. ambassador

    Pakistan lashed out Monday after President Trump accused its leaders of “lies & deceit” and suggested the United States would withdraw financial assistance to the nuclear-armed nation it once saw as a key ally against terrorism.

    U.S. Ambassador David Hale was summoned to the Foreign Ministry to discuss the president’s statement, U.S. Embassy spokesman Richard Snelsire said. Pakistan lodged a strongly worded protest and asked for clarification about Trump’s comments, according to two foreign office officials who spoke on condition of anonymity because they were not authorized to speak publicly.

    Pakistan’s prime minister, Shahid Abbasi, called a Cabinet meeting for Tuesday and a meeting of the National Security Committee on Wednesday to discuss Trump’s New Year’s Day tweet.

    It was the president’s latest broadside against Pakistan after a speech in August in which he demanded its leaders crack down on the safe havens enjoyed by Taliban militants fighting U.S.-backed forces in neighboring Afghanistan.

    “The United States has foolishly given Pakistan more than $33 billion in aid over the last 15 years, and they have given us nothing but lies & deceit, thinking of our leaders as fools,” Trump wrote.

    Trump’s face was plastered across TV channels in Pakistan. Foreign Minister Khawaja Asif went on Geo TV, the country’s biggest news channel, to respond.

    “We have already told the U.S. that we will not do more, so Trump’s ‘no more’ does not hold any importance,” Asif said.

    He said that Trump was disappointed that the U.S. was losing its 16-year war in Afghanistan and trying to blame Pakistan. He also said Pakistan was “ready to publicly provide every detail of the U.S. aid that it has received.”

    Pakistani officials maintain the billions it has received from the U.S. were mainly reimbursements for supporting U.S.-led coalition forces that invaded Afghanistan in 2001 to topple the Taliban regime that sheltered Al Qaeda.

    Opposition politician Shireen Mazari called Trump “shameless.”

    We have sacrificed our citizens & soldiers fighting [your] war which we [should] never have done,” Mazari said.

    Afghan officials have cheered Trump’s tough talk against Pakistan, which it accuses of sponsoring terrorist attacks on Afghan soil. But some analysts say Trump is playing a dangerous game by challenging Pakistan’s security establishment, which many U.S. officials view as essential to forging a peace agreement with the Taliban.

    Still, Pakistan has periodically taken steps to show it is cooperating against militants. In October, security forces freed two hostages, including an American woman, held by a Taliban-linked group for five years.

    On Monday, Pakistan passed an order prohibiting donations to people and groups under United Nations Security Council sanctions. The move was seen as targeting Hafiz Saeed, the mastermind of the deadly 2008 terrorist attacks in Mumbai, India, who runs a high-profile political organization in Pakistan despite a $10 million reward issued by the U.S. for information leading to his conviction.

    Yeah, our man Musharif fled the country. My guess is his government's deeply resented him, his assassination of Buto, and his toadyism toward USG, so his power base collapsed and we're only mad w/ Pakis because our criminal isnt in charge. Money is still going to go to Pakistan to retake it.

    It is good that Trump supports defunding countries that support terrorism...after a year in office. You have to admit it is a pretty low bar to pass. Lets hope he scrutinizes all foreign aid.

    It's a start and move in the right direction, but right now it's just a drop. Cut off all foreign aid period and let's scale back the free rides all countries are taking on the backs of our Security guarantees.

    My concern is: if we cut off all foreign aid, that was not implemented overnight, we would see a tsunami of hate and terrorism come our way. Incrementally is how it was done and we should cut it off incrementally.

    Another good place to start is getting the US out of the UN.

    U.S. suspends at least $900 million in security aid to Pakistan

    WASHINGTON (Reuters) - The United States said on Thursday it was suspending at least $900 million in security assistance to Pakistan until it takes action against the Afghan Taliban and the Haqqani network militant groups.

    The U.S. State Department announced the decision, saying it reflected the Trump administration’s frustration that Pakistan has not done more against the two groups that Washington says use sanctuaries in Pakistan to launch attacks in neighboring Afghanistan that have killed U.S., Afghan and other forces.

    The department declined to say exactly how much aid would be suspended, saying the numbers were still being calculated and included funding from both the State and Defense departments.

    Pakistan has long rejected accusations that it fails to tackle the militants battling the Kabul government and U.S.-led foreign forces in Afghanistan, from sanctuaries on its side of the border.

    On Friday, Pakistan criticized what it called “shifting goalposts” and said the U.S. suspension of aid was counter-productive.

    U.S. officials said two main categories of aid are affected: foreign military financing (FMF), which funds purchases of U.S. military hardware, training and services, and coalition support funds (CSF), which reimburse Pakistan for counter-terrorism operations. They said they could make exceptions to fund critical U.S. national security priorities.

    CSF funds, which fall under Defense Department authority, are covered by the freeze, said Pentagon spokesman Commander Patrick Evans, saying Congress authorized up to $900 million in such money for Pakistan for fiscal year 2017, which ended Sept. 30. None of that money has yet been disbursed.

    The freeze also covers $255 million in FMF for fiscal year 2016, which falls under State Department authority and whose suspension has already been announced, as well as unspecified amounts of FMF that went unspent in earlier fiscal years.

    Briefing reporters, U.S. officials stressed the suspension did not affect civilian aid to Pakistan and that the money could go through if Islamabad took decisive action against the groups.

    “Our hope is that they will see this as a further indication of this administration’s immense frustration with the trajectory of our relationship and that they need to be serious about taking the steps we have asked in order to put it on more solid footing,” a senior State Department official told reporters.

    “We’re hoping that Pakistan will see this as an incentive, not a punishment,” he added.

    The Trump administration briefed Congress on its decision on Wednesday.

    ‘COUNTERPRODUCTIVE’

    Pakistan is largely shrugging off the proposed U.S. aid cuts but frets that Washington could take more drastic measures to deter what it sees as Pakistan’s support for the Taliban.

    Pakistan is worried about the influence of old rival India in Afghanistan, and at the same time has been battling a Pakistani Taliban insurgency that Pakistan says was largely fueled by its support for the U.S. war on terrorism launched after the Sept. 11, 2001, attacks on the United States.

    “Arbitrary deadlines, unilateral pronouncements and shifting goalposts are counterproductive in addressing common threats,” the Pakistani foreign ministry said in a statement.

    Pakistan was engaged with the U.S. administration on security cooperation and awaited further detail, it said.

    Tense ties between the uneasy allies nosedived on Jan. 1 when U.S. President Donald Trump lashed out on Twitter against Islamabad’s “lies and deceit” despite $33 billion in aid and the White House warned of “specific actions” to pressure Pakistan.

    Trump’s frustrations are shared by some U.S. lawmakers, who accused Pakistan of playing a double game by allowing militant groups sanctuary - which Islamabad denies - despite promising to crack down on them.

    “Pakistan is one of the most duplicitous governments I’ve had any involvement with,” Senator Bob Corker, Republican chairman of the Senate Foreign Relations Committee, told reporters. “Their, in essence, support of the Haqqani network, or ... allowing them to have safe harbor in their country when they’re the greatest threat to our men and women in uniform.”

    South Asia expert Christine Fair of Georgetown University voiced concern that Pakistan might retaliate for the suspension by closing the highways from the port city of Karachi on which equipment is trucked to land-locked Afghanistan and the airspace through which supplies are flown to U.S.-led international forces there.

    “What is the plan if they close the GLOCs?” she asked, using the military acronym for Ground Lines of Communications.

    “What if the Pakistanis shut down the ALOCs (Air Lines of Communications). How do you keep supplying the ANSF?” she asked, referring to the Afghan national security forces.

    “Pakistan could be within their rights if they tell us you don’t have flyover rights anymore,” she said.

    Before Trump tweeted, the Pakistani government was considering a proposal for granting a one-year extension in the Proof of Registration (POR) Cards for the refugees under a tripartite agreement with Afghanistan and UN High Commissioner for Refugees (UNHCR).
