    Trump Set To Open Atlantic Coast To Oil, Gas Drilling

    The U.S. Administration is getting ready to announce as early as this week a plan to expand oil and gas drilling in U.S. offshore waters, including in the Atlantic, Bloomberg reported on Tuesday, citing people familiar with the plan.

    In April this year, President Donald Trump issued an executive order directing the Department of the Interior to revise the schedule of proposed oil and gas lease sales, to include, but not limited to, the Western Gulf of Mexico, Central Gulf of Mexico, Chukchi Sea, Beaufort Sea, Cook Inlet, Mid-Atlantic, and South Atlantic. The East Coast is a territory that President Barack Obama had ruled out as an area for drilling.

    According to Bloomberg’s sources, the new plan responds to the oil industry’s drive to have more areas to drill. The new offshore oil drilling plan would be for the five years from 2019 to 2024 and would replace the Obama drilling plan that ends in 2022.

    President Obama's March 30 decision to open up vast tracts of the Atlantic Ocean to oil and natural-gas exploration triggered the predictable range of responses: drilling advocates, including Republican lawmakers, offered tepid approval, while environmentalists complained. But lost amid the political debates—did Obama secure conservative Democrats' support for energy legislation? Could Republicans still run on "Drill, Baby, Drill?"—was a question with more practical impact: What's down there?

    We really have no idea. The entire East Coast has been off limits from all drilling-related activity since 1981. That's the last time any data was collected on the area, using seismic equipment that's outdated compared to today's advanced methods. More accurate data is likely to lead to more accurate drilling and fewer "dry wells" that don't produce oil. But it could also revise downward how much we think is out there. The Interior Department's Minerals Management Service (MMS) estimates there could be as much as 10 billion barrels of oil and natural gas in the mid- and south Atlantic. But that's only at a 5 percent level of confidence. Ask them what they're 95 percent confident of, and the estimate drops to fewer than 2 billion barrels, or about 100 days of oil at our current rate. So, not much. "We really don't know a lot about what's down there," Interior Secretary Ken Salazar admits. "It may be nothing, it may be a lot."

    What's sure is that it'll be decades before we ever find out. The general consensus is that the Atlantic Ocean is not nearly as geologically complex as the Gulf of Mexico, where a mile-thick layer of salt has trapped billions of barrels of oil and gas. Companies have only begun tapping into those resources in the last few years, thanks to advances in deepwater drilling technology.

    Costs are coming down for offshore oil and the market will decide what is worth drilling and what isn't.

    U.S. approves plan to open Atlantic to oil reserve surveys

    WASHINGTON (Reuters) - The Obama administration on Friday approved a plan that would allow companies to assess oil resources off the Atlantic Coast, angering environmental groups that worried the plan will harm marine life and open the door to offshore drilling.

    First outlined by the Bureau of Ocean Energy Management in February, the plan lays out the mitigation measures companies would be required to undertake before conducting seismic testing to gauge the oil reserves in the Atlantic Ocean.

    “We are taking every step we think is reasonable to take to try and put those protections in place, while still allowing surveys to occur,” Acting BOEM Director Walter Cruickshank said on a press call.

    BOEM emphasized that the plan does not authorize any particular seismic surveys and that companies would still have to apply for site-specific permits.

    Several companies have pending applications to assess the Atlantic oil reserves. Cruickshank said surveys could begin early next year.

    Green groups slammed the plan, which they said did not offer enough protection for fisheries and marine mammals and would lead to more oil and gas production. They are concerned that the underwater blasts of compressed air could wreak havoc.

    “The use of seismic airguns is the first step to expanding dirty and dangerous offshore drilling to the Atlantic Ocean,” Oceana campaign director Claire Douglass said in a statement.

    While a decades-old ban on drilling in the Atlantic was lifted by Congress in 2008, the Obama administration canceled a planned lease sale off the Virginia coast after the BP oil spill in the Gulf of Mexico in 2010.

    The administration has begun to craft the next five-year U.S. offshore oil and gas leasing plan, which will run from 2017 to 2022.

    Good, although zip is right on this one.

    WTI crude, the US benchmark, is stuck in $45-$55 range, roughly.

    At prices like that, deep water drilling, even in fully developed fields with full support infrastructure, like the USGoM, is a money loser.

    Why Shell abandoned Alaskan Arctic drilling, for now

    Shell announced Monday that it is ceasing offshore oil and natural gas exploration in the Arctic.

    The US Geological Survey estimates the Chukchi Sea, where Shell’s test-drilling took place, could contain around 26 billion barrels of recoverable oil. Shell planned to drill up to six wells within the next year, hoping Alaska's Chukchi basin could be “a potential game-changer” in US energy independence.

    “Our decision to stop exploration for the foreseeable future reflects both the Burger J well result, the high cost associated with the project, and the challenging and unpredictable federal regulatory environment in offshore Alaska,” Shell Alaska spokesman Curtis Smith told The Christian Science Monitor.

    The Hague-based company originally obtained the necessary licenses to drill in the Chukchi Sea in 2008 when oil prices were more than $100 a barrel. But the price of oil has fallen 50 percent in the past year due to global oversupply. “The entire episode has been a very costly error for the company both financially and reputationally,” analysts at Deutsche Bank, who estimate the failed project could cost the company about $9 billion, told Reuters.
    Rig counts and new exploration in the Gulf of Mexico has been falling too.

"As a result of discussion with Governor (Rick) Scott and his leadership, I am removing Florida from consideration for any new oil and gas platforms."

    The Trump administration last week proposed opening nearly all U.S. offshore waters to oil and gas drilling, a move aimed at boosting domestic energy production and which sparked protests from coastal states, environmentalists and the tourism industry.

    The administration's decision on Tuesday removes from consideration a portion of the eastern Gulf of Mexico, an area that oil drillers have said they are interested in exploring – but not all of it.

    Florida state waters extend 3 nautical miles from the shore on the Atlantic, and 9 nautical miles on the Gulf side, according to the Florida Fish and Wildlife Conservation Commission.

    Scott last week announced his opposition to the drilling plan and said he had asked to meet with Zinke.

    Zinke's decision to exempt Florida from offshore drilling leaves the door open for other governors opposed to offshore oil and gas development to seek a similar prohibition for their states.

    Oceana, an environmental lobby group, said it was pleased that Zinke had removed Florida from areas open to drilling.

    "Such a quick reversal begs the question: Will the Trump administration give equal consideration to all the other coastal Governors from both parties who overwhelmingly reject this radical offshore drilling plan?" Oceana campaign director Diane Hoskins said in a statement.

    On Twitter, several governors, attorneys general and lawmakers representing coastal states asked Zinke to extend the exemption for Florida to their coastal waters. The governors of New York and Oregon and the attorneys general of Maryland and California were among those who called on Zinke to ban offshore drilling.

    Environmental groups Greenpeace and the League of Conservation Voters called the move to protect Florida a political ploy meant to bolster the governor who is reportedly planning to run for an open U.S. Senate seat.

    "President Trump has directed me to rebuild our offshore oil and gas program in a manner that supports our national energy policy and also takes into consideration the local and state voice," Zinke said in Tuesday's statement.

    Zinke said last week that the department's draft National Outer Continental Shelf Oil and Gas Leasing Program for 2019 to 2024 would make over 90 percent of the outer continental shelf's total acreage available for leasing to drillers, a national record.

    That would reverse the Obama administration order placing 94 percent of the Outer Continental Shelf off limits to drillers. Obama's 2017-2022 plan would be replaced by the new program when it is finalized.

    The effort to open previously off-limits acreage in the Atlantic, Arctic and Pacific oceans comes less than eight years after BP Plc's Deepwater Horizon oil spill in the Gulf of Mexico - the largest in American history.     Florida Still On Trump’s Draft Drilling Plan

    A senior official from the Interior Department (DOI) said Florida was still under official consideration for offshore drilling, despite an announcement by Secretary Ryan Zinke last week stating that the state would be granted an exemption from the draft drilling plan due to concerns about its potential to effect coastal tourism.
    Walter Cruickshank, the director of the Bureau of Ocean Energy Management, made the statement at a congressional hearing on Friday, during which he was questioned by California Rep. Jared Huffman and Orlando Rep. Darren Soto.
    “[Zinke’s] statement stands for itself, and we have no formal decision yet on what is in or out of the five-year program,” Cruickshank said in response to a question from Huffman. Florida Governor Rick Scott had met with Zinke the week before, after which the secretary clearly declared the southern state’s shores would not be open for drilling.
    “Cruikshank simply said BOEM will finish the legally required analysis of the planning areas, as is always done for all planning areas,” DOI spokesperson Heather Swift told The Orlando Sentinel in an email.

    When I go to many places, especially Germany, those windmills are such an eyesore. Beautiful landscapes dotted with quaint villages...now ruined with those ugly things.
