    Russia Banned from 2018 Winter Olympics

    Russia’s possible decision to not air Olympics would hurt ‘sport & industry’ – European broadcaster


    A decision not to broadcast the Olympic Games if Russia’s team is barred from them, mulled by several Russian broadcasters, would hurt the IOC and its sponsors and hamper “the promotion of Olympic values,” according to the European Broadcasting Union (EBU).

    “The Russian market is undoubtedly of substantial importance for the sports industry in Europe. A black-out of the Olympics 2018 would clearly have an impact on the exposure objectives of the IOC [International Olympic Committee] and the expectations of its sponsors who might count at least on a right of first negotiations for this territory,” EBU spokeswoman Claire Rainford told Sputnik on Thursday.

    Who would suffer the most from a possible plug on Olympics broadcasting in Russia is not quite clear, as it would be defined by the specific contracts, she added. “Whether there is a financial impact on the IOC or on the obligations by the Russian broadcasters to pay depends highly on contractual details,” Rainford said.

    The EBU’s spokeswoman expressed hopes that here would be a “speedy resolution” to the broadcasting conflict “for the benefit of sport, its fans and the industry as a whole.” Major Russian broadcaster VGTRK said last month it would not televise the event if the Russian team was barred from participation. Another Russian media giant, Gazprom-media, said the Olympics would not “catch the attention” of the Russian audience if the national team was not present, also implying a refusal to broadcast the games.

    The Russian media’s doubts on whether the Olympics will be worth showing came as the political situation around the upcoming Games in Pyeongchang, South Korea remained tense. Russia’s participation in the Olympics is in jeopardy amid the ongoing doping probes, while a number of Russian athletes have already received life-time bans despite a lack of proof to back the allegations. The crackdown by the World Anti-Doping Organization (WADA) and the IOC on Russian sports is largely based on “evidence” provided by rogue former head of the Moscow anti-doping laboratory Grigory Rodchenkov. A proposal to blanket-ban the Russian national team will be discussed at the upcoming IOC Executive Board meeting on December 5.

THIS REPORT ALSO ADDRESSES IN PARTICULAR THE MANIPULATION AT THE ANTI-DOPING LABORATORY AT THE OLYMPIC WINTER GAMES SOCHI 2014 WHICH TARGETED THE OLYMPIC GAMES DIRECTLY. OVER 17 MONTHS OF EXTENSIVE WORK, THE SCHMID COMMISSION GATHERED EVIDENCE AND INFORMATION AND HELD HEARINGS WITH ALL THE MAIN ACTORS. DUE PROCESS, TO WHICH EVERY INDIVIDUAL AND EVERY ORGANISATION IS ENTITLED, WAS FOLLOWED. THIS OPPORTUNITY WAS NOT AVAILABLE TO THE IOC PRIOR TO THE OLYMPIC GAMES RIO 2016.

    The conclusions of the Schmid Report, on both factual and legal aspects, confirmed “the systemic manipulation of the anti-doping rules and system in Russia, through the Disappearing Positive Methodology and during the Olympic Winter Games Sochi 2014, as well as the various levels of administrative, legal and contractual responsibility, resulting from the failure to respect the respective obligations of the various entities involved”.

    As a consequence, the Schmid Commission recommended to the IOC EB:

    "to take the appropriate measures that should be strong enough to effectively sanction the existence of a systemic manipulation of the anti-doping rules and system in Russia, as well as the legal responsibility of the various entities involved (i.e., including uniform, flag and anthem);

    while protecting the rights of the individual Russian clean athletes; and

    to take into consideration the multiple costs incurred by the two IOC DCs, in particular those linked to the investigations, the various expertise and the re-analysis of the samples of the Olympic Games."

    After discussing and approving the Schmid Report, the IOC EB took the following decision:

    To suspend the Russian Olympic Committee (ROC) with immediate effect.

    To invite individual Russian athletes under strict conditions (see below) to the Olympic Winter Games PyeongChang 2018. These invited athletes will participate, be it in individual or team competitions, under the name “Olympic Athlete from Russia (OAR)”. They will compete with a uniform bearing this name and under the Olympic Flag. The Olympic Anthem will be played in any ceremony.

    Not to accredit any official from the Russian Ministry of Sport for the Olympic Winter Games PyeongChang 2018.

    To exclude the then Minister of Sport, Mr Vitaly Mutko, and his then Deputy Minister, Mr. Yuri Nagornykh, from any participation in all future Olympic Games.

    To withdraw Mr Dmitry Chernyshenko, the former CEO of the Organising Committee Sochi 2014, from the Coordination Commission Beijing 2022.

    To suspend ROC President Alexander Zhukov as an IOC Member, given that his membership is linked to his position as ROC President.

    The IOC reserves the right to take measures against and sanction other individuals implicated in the system.

    The ROC to reimburse the costs incurred by the IOC on the investigations and to contribute to the establishment of the Independent Testing Authority (ITA) for the total sum of USD 15 million, to build the capacity and integrity of the global anti-doping system.

    The IOC may partially or fully lift the suspension of the ROC from the commencement of the Closing Ceremony of the Olympic Winter Games PyeongChang 2018 provided these decisions are fully respected and implemented by the ROC and by the invited athletes and officials.

    The IOC will issue operational guidelines for the implementation of these decisions.

    Sure, the Russkies are bad about doping athletes, but the Olympic committee has to take some of that blame for having tests that suck. Or not testing at all.

    Wouldn't surprise me if the dope tests are done with a wink and a nod, because Olympic records being broken makes for good headlines.

    The Russians ARE the winter Olympics.

    In fact, the only thing that I miss about the Soviet Union was their massive, well-funded teams.

    I won't be watching an Olympics without worthy competition.

    Summer Olympics are boring and they suck.

    The Olympics should only take place in Greece, hosted by reclusive Aegean billionaires, and played by what we think the ancient rules were. Entry for athletes should merely be deeds of valor.

    doping is nothing new in the world of sports … the United States has its share of skeletons in the closet too, as journalist Neil Clark points out ..:
    Wade Exum, the US Olympic Committee’s former Director of Drug Control, handed over more than 30,000 pages of documents to Sports Illustrated magazine and the Orange County Register, which he said showed that over 100 American athletes had failed drug tests between 1988-2000, but had still been allowed to compete.

    Carl Lewis, the US Olympian later admitted he had tested positive for banned substances before the 1988 Games in Seoul where he won Gold but claimed that ‘hundreds’ of fellow Americans had also escaped bans. “There were hundreds of people getting off,” Lewis said. “Everyone was treated the same.”

    But guess what? There was no McLaren style report and no blanket ban on US athletes.

    Just watched the documentary Icarus which is mostly about the main Russian guy responsible for the doping, and it is fantastic.

    Russia's Federation Council is circulating a draft detailing new sanctions that would affect at least 10 people in the West. According to Russia's RBC news agency, the list of sanctions targets includes Olympic officials as well as Robert Mueller, the special prosecutor investigating Russian interference in the 2016 U.S. elections. The sanctions are a response to the decision by the International Olympic Committee (IOC) to bar the Russian Olympic team from participating in the upcoming 2018 Winter Olympics as a result of the investigation into a state cover-up at the 2014 Olympics in Sochi, Russia, of widespread doping among Russian athletes. The same investigation prompted the IOC to strip Russian athletes of 13 of the medals they had won during the Sochi Games.Many Russians — particularly Russian President Vladimir Putin — took the IOC decision personally, viewing it as a U.S.-coordinated attack on Russia and what was supposed to be a sign of the country's return to global prominence. After the United States organized a 66-country boycott of the 1980 Moscow Olympics, Russia did not want to be humiliated on the global stage again. To build up its international reputation, it spent a staggering $51 billion, the most of any country, on hosting the 2014 Olympics and attempted to earn medals by flushing its sports programs with cash.     I suspect that the Russians privately believe that the true reason why Russian athletes with clean records were being banned was because they were seen as posing an increasingly dangerous threat to the medal hopes of US athletes. There also seems to have been a secondary desire to humiliate Russia by knocking it off its position at the top of the Sochi Winter Games’ medal table.

    The Schmid report in fact found no evidence – much less “overwhelming evidence” – of a government organized state sponsored doping scheme in Russia, and in evidence given to Schmid Professor McLaren himself in effect admitted that he had no proof that a government organized state sponsored doping scheme had been operating in Russia.

    The Russians for their part are saying that if the International Olympic Committee continues to defy the CAS decisions by preventing Russian athletes whose bans have been lifted from participating in the PyeongChang Games then they will bring legal action against the International Olympic Committee in the Swiss civil courts. … no doubt that they will do so, and given the CAS decisions … no doubt they will win.
