    Why isn't there a version US code annotated with the author and legislation that created it?

    Because they want the leeway to "interpret" it, that is why they usually write them excessively vague.

    I see, I thought you were asking why the Authors didn't annotate the legislation to explain the intent and spirit of the law.

    In that case the answer is that they don't want it to be easy to find out who to blame.

    Legislature goes through so many processes and handlers and writings and amending if you wanted to list the author of every little piece, you could have several people writing a single paragraph- changing this word or two here or there- it would be incredibly complex and difficult to credit everything. A bill may change just a few words in one paragraph of a single law or a few words here and there.
