An Afghan peace negotiations team has arrived in Abu Dhabi, an official said Tuesday, a day after talks attended by US and Taliban representatives were held in the city aimed at ending the 17-year conflict. The team, led by chief negotiator Abdul Salam Rahimi, "arrived in Abu Dhabi to begin proximity dialogue with the Taliban delegation and to prepare for a face-to-face meeting between the two sides", the Afghan presidential spokesman Haroon Chakhansuri tweeted.
The 12-person team was first announced in November by President Ashraf Ghani as part of a diplomatic effort to bring the Taliban to the table for peace talks with the government in Kabul.
But the Taliban have not confirmed a meeting, and issued a statement on Monday reiterating their long-standing vow not to speak with Afghan officials.
In a new message released Tuesday the militants said they had held "preliminary talks" with the US State Department's special envoy, Zalmay Khalilzad, on Monday, with the discussions to continue.
They also said they had held "extensive" meetings with officials from Pakistan and Saudi Arabia and the UAE, repeating demands for international forces to be withdrawn from Afghanistan.
Saudi Arabia, the UAE and Pakistan were the only three countries to recognise the Taliban government during its five-year rule from 1996-2001.
The US did not confirm direct meetings between Khalilzad and the Taliban in Abu Dhabi.
Late Monday Washington said meetings were ongoing in the UAE city "to promote an intra-Afghan dialogue toward ending the conflict", and that Khalilzad was in the region.
Khalilzad "has in the past met, and will continue to meet with all interested parties, including the Taliban, to support a negotiated settlement to the conflict", it continued.

Afghanistan's presidential election will be postponed by three months to July 20 to give authorities more time to organize the ballot, election authorities announced on Sunday, following mounting speculation of a delay. The announcement follows heavy criticism of October's chaotic parliamentary election, which saw problems ranging from roadside bomb attacks to malfunctioning biometric voter verification equipment, incomplete voter lists and huge delays at polling sites.
The timing of the election has also been complicated by talks under way between U.S. special envoy Zalmay Khalilzad and representatives of the Taliban aimed at launching a full peace process to end the war in Afghanistan.
The election was originally scheduled for April 20 but Gula Jan Abdul Bade Sayad, chairman of the Independent Election Commission (IEC) said mounting problems had forced a delay.
"April will be very difficult because of the harsh winter and transporting election materials, security, and the budget issues", Sayad told a news conference in Kabul.
"To better prepare for the vote, we have decided to hold the election in July next year," he added.
President Ashraf Ghani had previously insisted that the election would go ahead on time but Shahhussain Murtazawi, a spokesman for the presidential palace said the government welcomed the decision by the IEC.

The Taliban have rejected Kabul's offer of talks next month in Saudi Arabia where the militants, fighting to restore strict Islamic law in Afghanistan, will meet U.S. officials to further peace efforts, a Taliban leader said on Sunday.Representatives from the Taliban, the United States and regional countries met this month in the United Arab Emirates for talks to end the 17-year war in Afghanistan.
But the Taliban have refused to hold formal talks with the Western-backed Afghan government.
"We will meet the U.S. officials in Saudi Arabia in January next year and we will start our talks that remained incomplete in Abu Dhabi," a member of the Taliban’s decision-making Leadership Council told Reuters. "However, we have made it clear to all the stakeholders that we will not talk to the Afghan government."
Taliban spokesman Zabihullah Mujahid also said the leaders of the group would not talk to the Afghan government.

According to data from the NATO-led Resolute Support mission published in November, the government of President Ashraf Ghani has control or influence over 65 percent of the population but only 55.5 percent of Afghanistan’s 407 districts, less than at any time since 2001. The Taliban say they control 70 percent of the country.
A close aide to Ghani said the government would keep trying to establish a direct line of diplomatic communication with the Taliban.
"Talks should be Afghan-led and Afghan-owned," the aide said on condition of anonymity. "It is important that the Taliban acknowledge this fact."

Iran confirmed Monday that a delegation of the Taliban visited Tehran and discussed efforts to bring a negotiated end to Afghanistan's 17-year war.Foreign Ministry spokesman Bahram Ghasemi said the delegation arrived on Sunday and met with Iran's deputy foreign minister, Abbas Araghchi. The Taliban, who rarely visit Iran, made no immediate comment on the meetings in Tehran.
Ghasemi said the two sides discussed "security issues aimed at driving the peace process in Afghanistan." The Afghan government was aware of the visit, he said, adding that Iran is trying to find out if it can be "helpful" to peace in Afghanistan.
The talks were not the first between the Taliban and Iranian officials. Ali Shamkhani of Iran's Supreme National Security Council confirmed last week in Kabul that such talks have taken place in the past and would continue. Ghasemi said Iran has tried to facilitate talks between the insurgents and government of Afghanistan.

Disunity Of U.S. Commmand Lets Afghan Rebels Win The War

The U.S. war on Afghanistan continues to fail. Disunity of command and lack of political foresight guarantee that the U.S. will be losing it.
Throughout the last months the 'moderate rebels' in Afghanistan made great strides against the U.S. sponsored government forces.

    • Last week a convoy of some 40 trucks loaded with military equipment was ambushed and destroyed (pics, vid). It was the largest such incident since the Soviets left Afghanistan.
    • Also last week a large bomb hit a security compound within the fortified international quarter of Kabul. At least five people died and some hundred were injured.
    • On Sunday a car bomb hit the convoy of the governor of Logar province. Eight of his body guards died in the attack.

Earlier today a raid on a military training center for the National Security Directorate, the Afghan CIA offshoot, killed some 200 forces. The attacking rebels used a U.S. made armored Humvee to drive into the compound and exploded it. A infantry unit followed and shot up the survivors.

Many successful raids on outlying security posts and police checkpoints are no longer mentioned in western media. The Afghan government has stopped to provide casualty numbers.

U.S. foreign policy thinking on Afghanistan is as inept as ever. Witness the head of the Council of Foreign Relation agonizing over what not to do:

    Richard N. Haass @richardhaass - 13:36 utc - 14 Jan 2019
Neither winning the war nor negotiating a lasting peace is a real option in Afghanistan. Just leaving, though, as we are about to do in Syria, would be a mistake. What we need is an open-ended, affordable strategy for not losing.

What please is a strategy of not losing? Especially when the situation on the ground has for years been getting worse despite several large U.S. surges.
The Soviet war in Afghanistan lasted nine years. But it was largely successful in building a stable government and the Soviets left a mostly competent Afghan military behind. Three years later Russia ended its financial support for the Afghan government. Only that gave the guerrilla the chance to destroy the state.
After 18 years in Afghanistan the U.S. military seems still unable to create and train competent local forces.

The $8 billion spent on the Afghan airforce have resulted in a mostly incapable force that depends on U.S. contractors to keep its birds flying.

Officials from the Taliban have agreed during talks with U.S. officials in Qatar to prevent Afghanistan from being used by al Qaeda or the Islamic State, the Wall Street Journal reported Jan. 24.

The Taliban's key demand is still the complete withdrawal of all foreign forces from Afghanistan, where 22,000 NATO and allied troops are currently stationed.
