    The company that runs the U.S. version of RT, the Russian state-owned outlet originally known as Russia Today,
    must register with the Justice Department as a foreign agent,
    signaling that all of their content would be labeled as propaganda from Moscow.

    In a report Monday,
    RT did not name the company that the Department of Justice (DOJ)
    has compelled to file paperwork under the Foreign Agents Registration Act,
    but blasted the edict as overreaching.

    "The war the US establishment wages with our journalists is dedicated to all the starry-eyed idealists who still believe in freedom of speech.
    Those who invented it, have buried it,” Margarita Simonyan, RT’s editor-in-chief, said about the registration.

    Media organizations that have been exempted from the new law (which is wide-ranging in its disclosure requirements)
    generally applies to political consultants and those working in lobbying or public relations.

    It now would be a felony if RT is found to have willfully failed to register as a foreign agent.

    I am not surprised that foreign news agencies would be required to register anywhere . I imagine if i wanted to start a Sagamore of The Wabash newspaper in Iran or North Korea they would make me register.LOL

    A Russian lawmaker thinks RT should register as a lobbyist with the U.S. government. Does he have a case?

    Where do the limits of a free press lie? If one were to ask Ilya Ponomarev, a member of the Russian parliament and the only lawmaker to vote against his country’s annexation of Crimea, the answer might be at the doorstep of RT, formerly known as Russia Today. In a recent interview with BuzzFeed, Ponomarev—who currently lives in exile in California and was stripped earlier this month of his parliamentary immunity from prosecution, thereby exposing him to criminal charges and likely expulsion from the Duma—proposed that the flashy, Kremlin-funded international news network register as a lobbyist. “It’s a great mistake that the west is doing, that it’s acknowledging [RT] as a media tool. I think it’s a lobbying tool and it should be regulated as a lobbyist rather than media,” Ponomarev argued.

    It was far from the first time that RT has been accused of being a mouthpiece for the Russian government. In fact, students at Columbia’s School of Journalism, under the direction of professors Ann Cooper and Linette Lopez, have an entire Tumblr dedicated to tracking the controversy surrounding RT’s reporting. But Ponomarev’s comments did suggest that a debate about how to respond to news outlets like RT, already well underway in Europe, has reached the United States, where the network is available via cable (mostly in and around major metropolitan areas) and satellite TV, and online. BuzzFeed’s Rosie Gray notes, for example, that the network has been subject to official investigations and threatened with sanctions in the United Kingdom—where RT is the fourth-most-watched 24-hour news station—for alleged bias in its reporting on the crisis in Ukraine.

    RT “started out in 2005 by telling positive stories about Russian history and culture—no one cared and ratings were terrible,” Peter Pomerantsev wrote last year in The Atlantic. “Gradually, RT changed its strategy, becoming a platform for Western conspiracy-theorists, far-right nationalists, and far-left radicals who sympathize with Russia.
    The formula works: RT claims that it now reaches more than 644 million people worldwide, and it can slip in messages about Kremlin policy between more popular programming.”
    Operating with a budget that, at an estimated $300 million, rivals the BBC’s, RT has translated that formula into a major online presence, including more than a million YouTube subscribers.

    RT, for its part, claims that it “delivers stories often missed by the mainstream media” and “provides an alternative perspective on major global events, and acquaints an international audience with the Russian viewpoint.”

    In the United States, designating RT a lobbyist would involve invoking the Foreign Agents Registration Act (FARA), a law passed in 1938 to counter German propagandists operating in the United States prior to the Second World War. The statute’s scope is broad, but in its most general sense, it is designed to identify any individual or organization that engages in political or quasi-political activities on behalf of a foreign government or organization. “Political activities” are defined as attempts to “influence any agency or official of the Government of the United States or any section of the public within the United States with reference to formulating, adopting, or changing the domestic or foreign policies of the United States,” and include public-relations and publicity work.


    With some exceptions, the act obligates organizations that meet this criteria to register as a foreign agent with the U.S. Department of Justice. Registration requires, among other things, the semi-annual reporting of the foreign agent’s activities and funding, and a disclaimer on “informational materials” that “the information is disseminated by the agents on behalf of the foreign principal.” Penalties for failing to comply can include a $10,000 fine or up to five years in prison (one of the more interesting applications of the law was its use in arresting Anna Chapman and 11 other members of a Russian spy ring in 2010).

    Does RT fall under FARA’s auspices? The statute explicitly states that its definition of a foreign agent does not include news or press agencies, but then goes on to say that the exemption only holds if the company is at least 80-percent owned by U.S. citizens and “not owned, directed, supervised, controlled, subsidized, or financed, and none of its policies are determined by any foreign principal …” Given that RT is funded by the Russian government and appears to lack full—if any—editorial independence from the Kremlin, the channel may not be exempt under FARA. Still, by my count, only four media organizations are registered under FARA at the moment: two Asian television networks and the distributors for two Chinese dailies.
    It’s important to note that, were RT to be registered under FARA, the network would not be censored or banned in the United States. It’s also unclear how the act’s requirement of a disclaimer would affect the Russian outlet given that the network’s primary format is video. China Daily, for instance, provides its disclaimer on its Facebook page and About Us page. TV Japan, on the other hand, has received a waiver for the disclaimer from the Justice Department on the basis that the company has not engaged in political propaganda. Regardless, registration would define RT as a foreign agent in the United States—a distinction that could make a difference in the ongoing media and information war between Russia and the West.

    Former Trump campaign chairman registers as foreign agent

    President Donald Trump's former campaign chairman, Paul Manafort, registered Tuesday with the Justice Department as a foreign agent for political consulting work he did for a Ukrainian political party, acknowledging that he coached party members on how to interact with U.S. government officials.

    Manafort says in a Justice Department filing that his firm, DMP International, received more than $17 million from the Party of Regions, the former pro-Russian ruling party in Ukraine, for consulting work from 2012 through 2014.

    Manafort is the second member of the Trump campaign to register as a foreign agent. In March, former National Security Adviser Michael Flynn registered with the Justice Department for work his consulting firm performed for a Turkish businessman that he said could have aided the Turkish government. Both registrations came after the work had been completed.

    Russia plans to register 'foreign agent' NGOs

    Russian NGOs that receive funding from abroad will have to register as "foreign agents" and undergo extra checks under a new bill that critics warn is part of a crackdown on independent activists.

    The bill, backed by the ruling United Russia party, would require foreign-funded NGOs involved in political activities to tag all publications and websites with the label "foreign agent".

    They would have to undergo an annual financial audit and issue biannual reports on their activities. Individuals in breach of the law would face up to three years in prison and fines of up to 300,000 roubles (£5,850), and their organisations could be fined up to 1m roubles.

    A video in support of the bill says: "You have the right to know who is trying to influence your opinion. Our country must have an opposition, but if it is protecting foreign interests, you have the right to know that."

    The bill was put forward by the United Russia Duma deputy Alexander Sidyakin. Earlier this year he sponsored a bill that was passed by the Duma to drastically increase fines for illegal protests, as the Kremlin attempted to put down demonstrations against Vladimir Putin that have drawn tens of thousands on to the streets of Moscow. Putin has repeatedly blamed the mass opposition on the US state department.

    Many of Russia's most prominent NGOs, including the corruption watchdog Transparency International, the election monitor Golos and the environmental group Greenpeace Russia, rely on foreign grants to operate in a country where the government often views them as enemies.

    Grigory Melkonyants, deputy head of Golos, said: "They're passing this law to complicate the lives of NGOs or completely stop our financing." Golos helped expose the electoral fraud that marred Russia's recent parliamentary and presidential elections, and has already been the target of a mass discreditation campaign.

    Supporters of the law have likened it to similar legislation in the US that requires lobbyists employed by foreign governments to reveal their financing. Critics worry that it could be applied selectively in a country lacking rule of law.

    Melkonyants noted that the bill did not include a definition of political activity, meaning it could be applied far and wide. "Political activity means wanting to come to power – no human rights groups or environmental groups want to come to power. Such a wide formulation of this law is very aggressive," he said.

    The one steady news outlet that regularly interviews knowledgeable, well-spoken and persuasive libertarians, pro-peace, and analysts that are critical of neocon foreign policy, war-making, surveillance and police state policies.

    Next up is to target anyone appearing on RT interviews, and any alternative media outlets that reprint or link to RT or other sources of information critical of the neocon Washington agenda.

    Danke would be required to register as a foreign agent here on my properties . He is from Minnesota which has a large communist population and borders a foreign country , he has spent extensive time in Asia checking out women who may be affiliated with various terrorist groups . Once registered he has to buy the first round .

    Well it was revised in the 60's and since no person has been successfully prosecuted in a criminal case . Basically you disclose your finances and activities and what government you represent and you are free to lobby congress . There are usually around 1800 from 100 countries . News organizations are pretty well exempt if US Owned . You are exempt though if your activities are not political/financial but instead religious , academic , fine arts , scholastic , scientific . Scientific gives you an out for most good stuff if your lawyer is good enough .
