Iranian Oil Exports To China Hit 874,000 Bpd In August

Loading data for delivery this month suggests that China imports of Iranian crude will average 581,000 bpd in September.

Despite this expected decline, China has said it will continue to do business as usual with Iran, including in oil, despite a promise that Beijing officials made to a U.S. delegation last month that Chinese refiners will not increase their intake of Iranian crude further. In light of the escalating trade war between China and the United States, it’s anyone’s guess how willing the Chinese will be to keep this particular promise.

As for how Chinese refiners would continue buying crude from Iran without attracting sanctions from the Department of Treasury, one way would be by using tankers owned and insured by the National Iranian Oil Company. Another, less public way would be to accept illegal shipments that Iran has suggested it could resort to under sanctions

Sinopec is the biggest Chinese buyer of Iranian crude, utilizing two-thirds of the total.
PetroChina is another big buyer, taking in about one-tenth of total Chinese imports from Iran
third-largest buyer of Iranian crude in China is a trader, Zhuhai Zhenrong, which then sells it on to local refineries.

A new extensive report in Middle East Eye charts the unsurprising trend of Iranians of means pulling money out of Iran to invest and lay down roots abroad. The only surprise, however, is that they appear to be fleeing one smashed economy for another troubled one in the region: Turkey has experienced a surge in recent Iranian real estate purchases in the country, according to the report.
One Iranian economic migrant interviewed by Middle East Eye summarizes the trend: “To survive and to have a better life, we chose to migrate to Turkey,” said Ali, an Iranian living in Ankara. “Iranian currency has lost its value, even against Turkey’s," he said, but the Turkish lira still remains more affordable for Iranians than the euro or the dollar.

"That’s why Iranian’s first step would always be Turkey, even when they actually want to migrate to Europe or America,” Ali said. For other Iranians who had ever had an inkling of relocating abroad, those plans have now been dramatically hastened, as people's entire savings have turned to nothing seemingly overnight.


Tehran has been loathe to say it publicly, but some immigration officials in the country have acknowledged Iranians of any available means are exiting the country in droves, though official statistics have yet to be released, according to Middle East Eye.
And many are headed to Turkey, as a bump in Turkish real estate seems to indicate.

The Middle East Eye report begins by explaining Turkey's own economic woes in its deepening spat with Washington which began in earnest over the summer:

The value of the Turkish lira has plummeted by more than 40 percent since the start of the year amid concern over the country’s monetary policy and as a diplomatic row between Ankara and Washington has intensified.
But this hasn’t put off Iranians. According to the Turkish Statistical Institute, TUIK, the number of properties bought by Iranians in Turkey jumped in the first six months of the year to 944 compared to 792 in all of 2017.

Turkey has remained open to trade with Iran and has continued to purchase Iranian oil in defiance of Washington demands. Simultaneously amidst increasingly closer ties in the face of a common enemy other Turkish institutions have remained open to Iranians, including readily available loans from Turkish banks and a place to store their assets while Iran attempts to weather the storm.
Since the US pullout of the Iran nuclear deal, Iranians "have purchased around 1,000 homes and apartments in Turkey" according to Reza Kami, chairman of the Iran-Turkey Chamber of Commerce.
He explained of the surge, "Besides easy regulations and no need to get visas, people's predictions about their assets losing their value have played a key role in their decisions.” Likely, this is only the beginning of a trend which is sure to add to the crush of Iran's economic collapse.

On Thursday, the United States added 33 people and entities to its Russian defense and intelligence sector blacklist, meaning that anyone who does business with them will face mandatory US sanctions under the Countering America's Adversaries Through Sanctions Act (CAATSA).

US President Donald Trump has given the Department of Treasury the authority, under the International Emergency Economic Powers Act (IEEPA), to impose sanctions on Russia.

The Treasury Department declared that these sanctions may result in freezing all property and interest in property of sanctioned individuals, prohibitions on financial transactions transfers of credit or payments between the institutions, denial of visas and travel to the United States.

The extended section of the IEEPA could be applied to making donations for the benefit of a sanctioned individual whose property in the United States is blocked.

Oil truck drivers in Iran have started a new strike demanding improved working conditions, and the industrial action has resulted in large lines forming at gasoline stations in Iran, The Middle East Monitor reports, quoting the Anadolu Agency and local media.
The strike is the second that truck drivers in Iran have staged this year, after a prolonged strike action in May in which they protested against rising costs for insurance, repairs, spare parts, and tolls, while their wages were stagnant. Back in May, the government has reportedly agreed to raise the pay for truckers by 15 percent, VOA reported.
According to The Middle East Monitor, nothing has been done yet to meet the truckers’ demands from May.

Amid a growing number of buyers fleeing Iranian crude oil and condensate purchases ahead of the U.S. sanctions, Iran’s fellow OPEC member and regional arch foe Saudi Arabia is offering on the spot market a rarely exported ultra-light oil grade, seeking to replace some of Iran’s condensate sales, Bloomberg reported on Wednesday.
Saudi Aramco’s trading unit is reportedly offering on the market Khuff condensate—a rare move by the Saudis who usually use this ultra-light oil for domestic refining. To free up Khuff volumes, Saudi Arabia is directing more of its Arab Extra Light to splitters for turning it into raw materials for fuel and petrochemicals, according to Bloomberg.
Not only is Khuff expected to be an alternative to Iran’s condensate sales, which have already started to drop with major buyers Japan and South Korea cutting off Iran oil trade, at least until they receive clarity on waivers from the U.S. The Khuff condensate is also more expensive than Arab Extra Light, so Saudi Arabia would get more income from Khuff sales. According to a Bloomberg survey of three traders, Khuff is valued $2 a barrel over the October official selling price (OSP) for Arab Extra Light.
Iran’s crude oil and condensate sales fell in August to below 2 million bpd—the lowest level in more than a year, according to tanker tracking data compiled by Bloomberg.

At the UN General Assembly on Tuesday, U.S. President Donald Trump was laughed at by global leaders when he boasted about his accomplishments. He may feel insulted by the reception … but a day earlier his administration saw a more tangible display of how much the international community opposes some of his policies.

On Monday, the European Union announced a decision to launch a “special purpose vehicle” with the mission of helping Iran blunt the impact of U.S. sanctions. …

The U.S. is nearly friendless in its quest to tear up the Iran nuclear deal, save for Saudi Arabia and Israel …

“Mindful of the urgency and the need for tangible results, the participants welcomed practical proposals to maintain and develop payment channels, notably the initiative to establish a Special Purpose Vehicle (SPV) to facilitate payments related to Iran's exports, including oil,” Britain, China, France, Germany, Russia and the EU announced in a joint statement. The goal is “to protect the freedom of their economic operators to pursue legitimate business with Iran.”

The EU’s plan consists of an entity setup for the sole purpose of processing payments for companies doing business with Iran. This would allow European companies to buy oil from Iran without fear of getting hit by U.S. sanctions. The trade would presumably take place in a currency other than the greenback …

The ability of the U.S. to demand compliance from so many countries is a testament to the power of the American-oriented international financial system and … dollar as the world’s reserve currency. … the aggressive use of sanctions will backfire on the dollar in the long run. In the future, the effort by the P5+1 nations to setup an alternative payments system may be viewed as a turning point … In the short run, it is unclear if the effort will have an impact. …
