U.S. Senate Republicans plan to unveil the text of their draft health-care bill on Thursday as senators struggle over issues such as the future of the Medicaid program for the poor and bringing down insurance costs.

Republicans in the chamber have been working for weeks behind closed doors on legislation aimed at repealing and replacing major portions of the Affordable Care Act, former Democratic President Barack Obama's signature health-care law, popularly known as Obamacare.

The effort has been plagued from the start by tensions between moderates and conservatives, which surfaced again on Tuesday. Democrats have also criticized the behind-the-scenes meetings, staging a protest on the Senate floor on Monday.

"Republicans are writing their health-care bill under the cover of darkness because they are ashamed of it," Senate Democratic leader Chuck Schumer charged.

President Donald Trump campaigned on a promise to repeal Obamacare. The 2010 law extended insurance coverage to millions of Americans through both subsidized private insurance and an expansion of Medicaid.

The Republican-controlled House of Representatives narrowly approved its version of repeal last month.

Trump has urged the Republican-led Senate to pass a more "generous" bill than that approved by the House, whose version he privately called "mean," according to congressional sources.

An estimated 23 million people could lose their health care under the House plan, according to the non-partisan Congressional Budget Office. Senate Majority Leader Mitch McConnell said on Tuesday the Senate health-care bill would be different from the House version, but he did not elaborate.

Conservatives wary

Senate conservatives also seemed wary of the emerging bill. Ted Cruz, a member of a core group of 13 Republicans who have been working on the legislation, told reporters the bill did not yet do enough to lower health insurance premiums. "If it is going to pass, the bill is going to have to make meaningful steps to reduce premiums," he said.

Given the opposition of all Senate Democrats to repealing Obamacare, Republican leaders will need the support of at least 50 of the chamber's 52 Republicans to ensure passage.

Obamacare Uncertainty May Mean Higher Insurance Premiums, Experts Say

President Donald Trump and Republicans in the House may be celebrating their victory in a bill that reverses big parts of Obamacare, but the vote may mean premiums go up even higher next year, experts predict.

Key senators have already said they’ll tear up the House bill and start all over again, and the debate has created one thing insurers hate above everything else: uncertainty.

And that means they'll either raise premiums a lot, or completely pull out of the so-called Obamacare markets, health insurance specialists say.

"The biggest problem we have is uncertainty. Insurers hate uncertainty," Brian Webb, manager of health policy for the national Association of Insurance Commissioners, told a briefing on Capitol Hill Friday.

Health insurance companies were supposed to announce their planned 2018 premiums this month. They’ve gotten an extension until July 17 because of all the Obamacare repeal back and forth, but that is the latest they can wait.

And with the Senate unlikely to pass the House version of the American Health Care Act, insurance companies have no idea of whether they will get federal subsidies to help cover people on the so-called individual market — the people buying Obamacare plans. Insurance companies also have little idea of who will be eligible to enroll in these plans, given the changes that could be coming.

Herewith: sections 124 Stat. 119 through 124 Stat. 1025 - 906 pages US Code, annotated, and signed into law 23 March 2010 are hereby fully and in toto repealed.

All public law will revert back to that status in effect on 22 March 2010.

The Republican healthcare bill is the least popular major bill in decades

The American Health Care Act is shaping up to be the least popular legislation in decades, as the Senate prepares to release its own version of the healthcare legislation.

A poll published Wednesday from Morning Consult and Politico is another in a slew of recent polling showing that the Republican healthcare bill as passed by the House is deeply unpopular. The latest survey displayed 30% approval among respondents and 50% disapproval.

That represented a collapse from the 42% approval and 37% disapproval levels the bill had when Morning Consult/Politico ran a poll on April 30, before the bill passed.

While the bill is predictably unpopular with Democrats, independents and Republicans are even turning against it. In April, 67% of Republicans said they supported the AHCA, with just 16% opposing it. Now, just 56% say they favor it, while 30% say they're opposed. Disapproval among independents has also increased in that time frame from 36% to 53%.

Not me. Trump actually had some good deregulatory ideas for people who want health insurance. I doubt any of it will be in the bill.

I have been on husband's plan for the past 7 months. It is based on the marketplace plan. I have had more out-of-pocket expenses over the last seven months. I had to pay for several things that were fully covered under my old plan. Fortunately I am weeks away from better coverage.
