    Government logic

    Imagine there are two options and both quotes are preliminary.

    1. Continue using the existing system at a cost of $10,000,001.10 per year
    2. Hire a contractor at $10,000,000.00 and scrap the existing system.


    The final decision is made based on these numbers, the contractor gets it and we can proudly declare savings of $1.10 or 1/1000 of a cent per taxpayer per year! We are always looking for you dear. Your bill is now only $1000.00 per year vs. $1000.001

    Other options are not being considered because the preliminary quotes on them are even higher. You are looking at the final round here.
