    The Shocking Trigger Behind Today's Gulf Scandal: Qatar Paid Al-Qaeda, Iran $1BN In Hostage Deal

    The FT has unveiled what its believes is the key trigger behind the shocking overnight collapse in diplomatic relations between Qatar and its Gulf neighbors. According to the FT, the catalyst that forced the Saudis and their allies to unveil the cut in diplomatic and economic ties, is that Qatar allegedly paid up to $1 billion to Iran and al-Qaeda affiliates "to release members of the Gulf state’s royal family who were kidnapped in Iraq while on a hunting trip, according to people involved in the hostage deal"; the secret deal was allegedly one of the triggers behind Gulf states’ dramatic decision to cut ties with Doha.

    The details of the payoff: "around $700m was paid both to Iranian figures and the regional Shia militias they support, according to regional government officials. They added that $200m to $300m went to Islamist groups in Syria, most of that to Tahrir al-Sham, a group with links to al-Qaeda."

    A regional Arab official said the total paid to jihadi groups was closer to $300m. “So, if you add that up to the other $700m they paid to Iran and its proxies, that means Qatar actually spent about a billion dollars on this crazy deal,” he said.

    The Iraqi Shia militia commanders in Iraq, all from hardline Iranian-backed groups, said that, to their knowledge, Iran had obtained around $400m after giving them a payment they would not disclose. They agreed to share some details because they were unhappy about their share of the payment.

    “They [the Iranians] took the lion’s share,” said a member of one of the Iranian-backed Shia militias in Iraq. “That’s caused some of us to be frustrated, because that was not the deal.”
    The "ransom payments are the straw that broke the camel’s back,” said one Gulf observer.

    Not to be confused with the Obama administration secretly airlifting crates full of $1.7 billion in cash to Tehran to release five US hostages held by Iran, the FT writes that commanders of militant groups and government officials in the region told the Financial Times that "Doha spent the money in a transaction that secured the release of 26 members of a Qatari hunting party in southern Iraq and about 50 militants captured by jihadis in Syria."

    Abu Dhabi Eases Restrictions On Qatar Imports, Exports

    Port authorities in Abu Dhabi have eased some of the restrictions they had imposed on oil loading vessels voyaging to and from Qatar, removing the restrictions on non-Qatar operated, owned, or flagged tankers, according to shipping circulars seen by Reuters on Wednesday.
    Abu Dhabi Petroleum Ports Authority, however, keeps the ban on Qatar-owned, flagged, or operated oil tankers in place.

    Trump Takes Credit for Saudi Move Against Qatar, a U.S. Military Partner


    WASHINGTON — President Trump thrust himself into a bitter Persian Gulf dispute on Tuesday, taking credit for Saudi Arabia’s move to isolate its smaller neighbor, Qatar, and rattling his national security staff by upending a critical American strategic relationship.

    In a series of tweets, Mr. Trump said his call for an end to the financing of radical groups had prompted Saudi Arabia and four other countries to act this week against Qatar, a tiny, energy-rich emirate that is arguably America’s most important military outpost in the Middle East.

    “During my recent trip to the Middle East I stated that there can no longer be funding of Radical Ideology,” he wrote in a midmorning post. “Leaders pointed to Qatar — look!”

    Qatar has long been accused of funneling money to the Muslim Brotherhood — which has officially forsworn violence but is still accused of terrorism by some countries — as well as to radical groups in Syria, Libya and other Arab nations. But it is also home to two major American command posts, including a $60 million center from which the United States and its allies conduct their air war on Islamic State militants in Iraq and Syria.

    Those contradictory roles may explain the mixed signals the administration sent after Saudi Arabia’s unexpected move. Secretary of State Rex W. Tillerson and Defense Secretary Jim Mattis initially tried on Monday to smooth over the rift, with Mr. Tillerson offering to play peacemaker and Mr. Mattis insisting it would have no effect on the campaign against the Islamic State.

    Less than 12 hours later, however, Mr. Trump discarded that approach by putting his thumb on the scale firmly in Saudi Arabia’s favor. His tweets, which a senior White House official said were not a result of any policy deliberation, sowed confusion about America’s strategy and its intentions toward a key military partner.

    Russian hackers to blame for sparking Qatar crisis, FBI inquiry finds

    An investigation by the FBI has concluded that Russian hackers were responsible for sending out fake messages from the Qatari government, sparking the Gulf’s biggest diplomatic crisis in decades.

    It is believed that the Russian government was not involved in the hacks; instead, freelance hackers were paid to undertake the work on behalf of some other state or individual. Some observers have claimed privately that Saudi Arabia or the United Arab Emirates may have commissioned the hackers.

    On Monday, Saudi Arabia, UAE, Egypt and Bahrain launched an unprecedented campaign to isolate Qatar diplomatically and economically over links to the Muslim Brotherhood, Hamas and Iran. All four countries withdrew their ambassadors. They also launched an economic blockade, including denial of air space, leading to panic-buying in the capital, Doha.

    Qatar claims the hacking operation was designed to discredit the emir of Qatar by attributing to him remarks in support of Iran and critical of Donald Trump. It has pointed out that fake news stories, which were a product of the hack, were quickly picked up by Saudi and UAE news agencies.

    The Saudi foreign minister, Adel al-Jubeir, said he had no knowledge of the results of the FBI inquiry. The Russian government has denied any involvement in the hacking.
