Obamacare-Lite Showdown: House Vote Scheduled for Thursday

House Republicans plan to vote on the House floor on Speaker Ryan’s Obamacare-lite bill Thursday, amidst serious internal strife
between Republican leadership and conservatives in the House and Senate.

Speaker Ryan and Republican leadership will now rally support for the plan, amid strong opposition from the House Freedom Caucus.
House Freedom Caucus chairman Mark Meadows referred to Speaker Ryan’s repeal bill as “Obamacare-lite” and criticized the bill
for creating new entitlements through the bill’s tax credits to purchase health insurance.

Republicans need 218 votes to pass legislation in the House. However, the House Freedom Caucus’ s 40-member coalition
against Speaker Ryan’s Obamacare repeal bill might sink the bill’s chances of passing.

Congressman Justin Amash (R-MI) said, “... It doesn’t repeal Obamacare. It remains a disaster.”

WASHINGTON — Republicans released a modified health care bill Monday in an attempt to shore up support among both conservatives and moderates for their legislation to replace the Affordable Care Act before the House votes Thursday — seven years to the day after President Obama signed the act.

Despite the changes, it’s uncertain if the bill can garner enough Republican votes to pass the House.
Democrats are united in their opposition to the bill.

Michigan Rep. Justin Amash, one of the bill's staunchest critics, tweeted that the revised version won't garner enough support to pass.

Trump warns GOP: Vote for Obamacare repeal or lose your seat


President Trump on Tuesday bluntly laid out the political stakes for Republicans if their bid to overhaul the healthcare system falters out of the gate, saying failure would imperil the rest of their agenda and ultimately their congressional majorities.

His remarks to a closed-door meeting of House Republicans at the Capitol came just over 48 hours before leaders hope to have the House vote on their plan to repeal and replace Obamacare.

Speaker Paul D. Ryan and his lieutenants are still working overtime to secure additional commitments from Republicans, particularly among the members of the conservative Freedom Caucus, to get to a majority.

If the bill passes, it would move on to the Senate with a goal of enacting legislation before the Easter recess, although many senators have expressed doubts that the process can move that quickly in their chamber.

Trump told House members that after promising voters for years that they would repeal the Affordable Care Act, they have little choice but to vote for the bill before them. He singled out a leader of the Freedom Caucus and early campaign supporter of his, Rep. Mark Meadows of North Carolina, to encourage him to come on board.

“Because honestly, a loss is not acceptable, folks,” Trump said, according to sources present for the discussion.

“The president was very direct. We get this done, and tax reform, he believes we pick up 10 seats in the Senate, and we add to our majority in the House,” said Rep. Chris Collins (R-N.Y.), another longtime Trump backer. “And if we don’t get it done, we lose the House, and we lose the Senate.”

Republicans largely called the discussion upbeat despite the president’s warnings, but there was no mistaking the uncertainty surrounding the final outcome. Trump wasn’t making political threats, but clearly laying out the consequences, attendees said.

So if you can't afford medical insurance, you can work even more to pay for your medical insurance. Got it.

If you are lower income and older, your premiums are about to go up, your tax breaks go down, and you get to pay even more if you want to use Medicaid leaving you with even less money for what you can't afford in the first place. And these are Trump voters. Way to rally the base!

On the other hand, if you want to reduce government spending, you have to go after the Big Ticket items like Defense spending, Social Security, and Medicare/ Medicaid. Trump wants to spend even more on Defense and won't touch Social Security.

The “manager’s amendment” changing the legislation, which is set to be released Monday night by House leaders and expected to be adopted through a House Rules Committee vote before the full House votes on Thursday, includes new provisions cracking down on Medicaid beneficiaries. The changes would allow states to impose work requirements on able-bodied childless adults getting Medicaid, and to receive funding in a "block grant" that doesn't rise at all with enrollment, which would likely amount to a still-larger cut.

The amendment would also eliminate federal funding for Medicaid beneficiaries making over 133 percent of the poverty line — a cut that would hurt states like New York that have generous Medicaid programs. And it would cut off states’ ability to join the Medicaid expansion immediately, before phasing out the expansion for states that joined before March 1 of this year.

The measures were reportedly adopted to win over House conservatives, like Republican Study Committee’s leader Rep. Mark Walker (R-NC), who vocally opposed the bill at first. Walker is now on board with the plan after securing the Medicaid changes. “The president asked us specifically: Would we support him on this American Health Care Act [with the increased Medicaid restrictions]," Walker told the Washington Post's Mike DeBonis. "We all agreed, to a man.”

The original legislation was already a historic cut to aid for the poor. “No legislation enacted in recent decades cut low-income programs this much — or even comes close,” the Center on Budget and Policy Priorities’ Robert Greenstein told me when the CBO’s score was released. But the two new provisions — allowing work requirements and enabling states to take a block grant — are both major changes that will diminish access to Medicaid even further. They make a bill that already represented a historic cut to the health care safety net for poor Americans even more harmful.

Work requirements are one of those ideas that have some intuitive appeal to taxpayers and voters — why should we pay taxes to help people who aren’t even working? — but which in practice don’t do much of anything to encourage work or cut poverty.
