"Bull$#@! metrics" is about right. It's always amazing how politicians and pundits can take credit for things that usually have nothing to do with politics. Discover oil in your state? State government takes credit for creating a great economy. Have a small state with a couple of long established Universities? Current state government takes credit for educated residents. Have a concentration of people doing ground-breaking work of some kind? State government takes credit.

And Presidents get credit for anything that happens...
