    Do permanent residents who are not inside the United States have Constitutional rights?

    And does it matter if say someone pushed you or kidnapped you over the border ( not by your own free actions)?

    not sure what you mean.

    you mean a US citizen who is a permanent resident of the US, but happens to be elsewhere on vacation or some such?

    give an example or be more explicit.
