One way to encourage economic growth is to stop wasting taxpayer dollars on activities that do nothing to create wealth.

after 13 years of military service then working in a defence plant i have seen too many times where companies bid on a cost plus contract then milk it for extra profits .

if it was fixed fee the bid may be higher on the contracts but the final cost would be lower when the product was shipped .
