    Well US War of Drones was carried out by a Nobel Peace prize winner, it would not look good for US image in the world if a historic Nobel Prizer was prosecuted for extrajudicial killings.

    Also, dronegangsta puppet in this case might be able to argue a "was just following orders" defense possibly... as you hinted earlier.
    In contrast, Duterte calims that he is nobody's puppet.
