I was waiting on the 2016 edition, and not sure if it was posted anywhere else on this site. This survey used to be done by Mercatus at George Mason Univ., but the project was taken over by the Cato Institute.

The survey is a measure of liberty in each state. The website reads, "The overall freedom ranking is a combination of personal and economic freedoms."

The indices include fiscal items like taxes, government employment, spending, debt, and fiscal decentralization. Regulatory policy includes the liability system, property rights, health insurance, and the labor market. Personal freedom includes a variety of categories including victimless crimes, guns, tobacco, and education. There are also other categories and sub-categories, such as land, marriage, occupational licensing, etc.
