    Cutting to the chase- his first bad president is George Washington. The ones who saved the country (or tried to): Jefferson, Tyler (he ranks as best), Cleveland, and Coolidge. Other bad guys include Lincoln, Teddy Roosevelt, FDR, Truman, Woodrow Wilson, LBJ, Nixon, and Obama (what- no GW Bush?)

    Congress writes the laws- presidents only get to sign them. Or veto them.

    Wilson , LBJ , Nixon and Obama are clearly at the helm of horrible legislation , pretty easy to see how FDR and Lincoln get in the mix. Cleveland and Coolidge are clearly better at following the supreme law of the land. So , looks to be fairly reasonable.
