    As his wife is under federal investigation for her use of a private email server, former President Bill Clinton met privately with U.S. Attorney General Loretta Lynch at the Phoenix Airport Monday evening in what both sides say was an unplanned encounter.

    An aide to Bill Clinton confirmed to CBS News that the meeting wasn't planned in advance: President Clinton saw the attorney general on the tarmac and wanted to say hello, so he boarded her plane to talk.

    The meeting comes as former Secretary of State Hillary Clinton is still under investigation for her email practices--and also came the day before House Republicans released a report criticizing the Obama administration's response to the 2012 Benghazi attacks.

    Lynch told reporters that the topics of Benghazi and Clinton's email server did not come up, and that she and Clinton spoke largely about his grandchildren, golf and travel.

    "Actually, while I was landing at the airport, I did see President Clinton at the Phoenix airport as I was leaving, and he spoke to myself and my husband on the plane," she said. "Our conversation was a great deal about his grandchildren. It was primarily social and about our travels. He mentioned the golf he played in Phoenix, and he mentioned travels he'd had in West Virginia."

    "There was no discussion of any matter pending for the department or any matter pending for any other body," Lynch added. "There was no discussion of Benghazi, no discussion of the State Department emails, by way of example."

    Asked further whether there was any "impropriety" to meeting with Clinton while the email investigation is ongoing, Lynch replied merely that the case is being handled by "career investigators and career agents."

    "My agency is involved in a matter looking at State Department policies and issues," she said. "It's being handled by career investigators and career agents. It will always follow the facts and the law and do the same independent and thorough investigation that they've done in all."

    Regardless of Lynch's downplaying of the conversation, CBS News Justice reporter Paul Reid called it "shocking, absolutely shocking."

    "The most high-profile national security investigation under the attorney general is the investigation into whether or not classified information was mishandled in connection with Hillary Clinton's server," Reid told CBSN. "Now, President Clinton and his foundation are also tangentially involved in that investigation, so the appearance of impropriety is just stunning."

    Reid also noted that the explanation that it wasn't a scheduled meeting is unlikely to quiet critics.

    "Loretta Lynch is no shrinking violet. This is a tough lady," Reid said. "She's stood up to El Chapo, she has taken on FIFA -- she is not incapable to telling someone, 'Look, you can't come on my plane' or 'Look, I don't want to talk to you.' The optics of this for the investigation going forward are horrible."

    "It will definitely be fuel for those who do not believe this is an objective investigation," Reid added.

    Back when Lynch was a prosecutor in Brooklyn did she ever have a similar cordial thirty minute talk with the spouse of then Rep. Michael Grimm, the only Republican congressman in NYC, whom she relentlessly investigated for years to find something to indict him on? Then cynically timed the announcement of the indictment to the day after the deadline had past for another person to qualify to run in the primary, to lock the GOP into running a candidate under indictment for that seat?

    Judicial Watch is asking the Justice Department's inspector general to open an investigation into whether Attorney General Loretta Lynch violated ethics rules by meeting secretly with Bill Clinton this week while his wife is the subject of an FBI investigation.

    The conservative watchdog group also noted in a letter to the IG that if recent reports are true, the former president himself may be the center of a Justice Department probe into his family charity, the Clinton Foundation.

    “Employees shall endeavor to avoid any actions creating the appearance that they are violating the law or the ethical standards set forth in this part. Whether particular circumstances create an appearance that the law or these standards have been violated shall be determined from the perspective of a reasonable person with knowledge of the relevant facts,” Judicial Watch wrote to the IG, referring to executive orders governing employee ethics.

    On Monday, Lynch met privately with Clinton on board her parked airplane on the tarmac of Phoenix’s Sky Harbor International Airport.

    The meeting was not made public until a Phoenix TV station asked Lynch about it during a press conference on Wednesday. Lynch claimed that Clinton requested the meeting and that it lasted for about 30 minutes. She claimed that the FBI’s investigation into Hillary Clinton’s emails was not brought up and that she and the former president talked about their travels, golf, and his grandchildren.

    “Attorney General Lynch’s meeting with President Clinton creates the appearance of a violation of law, ethical standards and good judgment,” writes Judicial Watch, which has filed numerous lawsuits against the federal government for records related to Clinton’s emails and the Clinton Foundation.

    “Attorney General Lynch’s decision to breach the well-defined ethical standards of the Department of Justice and the American legal profession is an outrageous abuse of the public’s trust,” the group added.

    “Simply stated, Attorney General Lynch’s June 29, 2016 meeting with former President Clinton creates the broad public impression that ‘the fix is in.'”

    The watchdog’s letter also refers to reports from earlier this year that the Justice Department is conducting a public corruption investigation involving the Clinton Foundation.

    “Additionally, there are press reports that a federal public corruption investigation is on-going concerning conflicts of interest and abuse of official government office involving the financial ‘commitments’ to the Clinton Foundation, speaking fees for President Clinton and former Secretary Clinton’s official acts,” the letter reads.

    “President Clinton may be a target of that investigation.”

    “Judicial Watch requests your immediate and thorough investigation of the facts, circumstances, and appearances of ethical, regulatory and legal violations by Attorney General Lynch in connection with her meeting with former President William J. Clinton — and that you report your findings and recommendations to the American public.”

    The Justice Department has not responded to The Daily Caller’s requests for additional details about the Lynch-Clinton conclave.

    Perhaps Lynch herself feels so awkward about having to cover for Hillary that she agreed to the plane meeting as an act of political theater, to deliberately set things up to recuse herself from the situation. Then a surrogate hack at DOJ is selected to make the determination to not proceed with an indictment of Clinton, if/when the FBI recommends it---thereby cutting out Lynch (and perhaps Obama as well) from being associated with the decision.

    Lynch is then rewarded, if Hillary wins the election, with staying on as AG in her administration. Obama's legacy is not damaged for covering up for Hillary, because he can point to the surrogate flunky and say "I left it to the professionals at DOJ to make the call to not indict, not me."

    FBI agents are "livid" about Attorney General Loretta Lynch's meeting with Bill Clinton, Fox News chief intelligence correspondent Catherine Herridge reported today on Outnumbered.

    Herridge said that, according to a well-placed FBI source, the agents are not just upset about the poor optics of the meeting.

    She explained that Bill Clinton is a potential witness because the FBI is separately investigating corruption allegations against the Clinton Foundation.

    Herridge noted that the Lynch-Clinton meeting may never have become public if a local reporter had not gotten a tip about it.

    Meantime, Lynch said today she will not recuse herself from the FBI's investigation into Hillary Clinton's private server, but will leave the decision-making about potential charges to non-political subordinates.

    "I'll be briefed on it and I will be accepting their recommendation," said Lynch.

    She noted that this was her plan even before Mr. Clinton came aboard her plane earlier this week in Phoenix.

    "I certainly wouldn't do it again," she said about the meeting with Clinton, lamenting that it has "cast a shadow" over the investigation.

    In a light moment during the Aspen Institute Forum, the moderator asked Lynch to name one thing her predecessor Eric Holder didn't tell her about being attorney general.

    "Where the lock on the plane door was," she joked, drawing a lot of laughs from the crowd.

    Herridge pointed out the extraordinary nature of what is happening right now with the Clintons and the Obama administration just weeks before the Democratic National Convention.

    "What has happened in the last 24 hours has never happened before in Washington," she said.

    Did Bill intentionally get caught? If so, the delay caused by replacing the AG with an independent prosecutor for this situation, could result in enough time passing for Hillary to be elected president. Could the Clinton machine really be looking that far ahead in this chess game?

    It's more like they are in panic, most likely because the FBI is soon planning to recommend criminal indictments of Hillary and her aides, and are worried as to what to do. As bad as the optics of the meeting is, the optics of the FBI publicly calling for her to get indicted on dozens of felony counts this summer are even worse.

    Either AG Lynch is getting cold feet over blocking the indictment process over the emails, or she needed guidance from the Clintons as to exactly how to do it, yet still retain cover as a legitimate law enforcement officer.

    Bill probably chatted up Lynch about her future when Obama is out of office and how the Clinton Foundation is looking for someone with her background to serve in a very high paying position on their board. You know, if Lynch would even be interested in a million a year for a few meetings and whatnot. Not saying she would be, of course, but just putting it out there because she's so smart and all and the foundation would be so honored if she were so inclined.

    She can’t help herself. Even yesterday, with the political world fixated on her meeting with FBI agents, Hillary Clinton had her flack mislead the public.

    A spokesman said she gave a “voluntary” interview, which is true only because she agreed to talk instead of waiting to be subpoenaed. The flack also said she was “pleased” to assist the gumshoes.

    Who believes she was “pleased” to be interviewed by the FBI in a criminal investigation that could upend her life?

    But that’s the way the Clintons roll.

    Wherever they go, whatever they do, ethics are trashed and suspicions of criminal conduct follow them like night follows day.

    It’s who they are and it’s self-delusional to believe another stint in the White House would make the Clintons better people. Power exacerbates rather than cures an absence of integrity.

    Yet there’s another dimension to their chronic crookedness, and it gets insufficient attention even though it might be more important to the nation’s well-being.

    It is that, in addition to being personally corrupt, the Clintons are corrupters. They are piggish users, with the people and institutions around them inevitably tarnished and sometimes destroyed even as the Clintons escape to their next scam.

    Monica Lewinsky is a prime example, and Loretta Lynch is the latest. The attorney general’s dumbfounding decision to meet privately with Bill Clinton while the FBI investigates Hillary’s handling of national secrets stained Lynch’s reputation and added to public mistrust of the Justice Department.

    Lynch didn’t create that mistrust — she was supposed to be the antidote. Her predecessor, Eric Holder, was a left-wing activist who used his role as the nation’s chief law-enforcement officer to further his and Obama’s political agenda.

    That role earned Holder an undesired distinction. His refusal to cooperate with Congress on the disastrous Fast and Furious gun sting led to a bipartisan vote in the House holding him in criminal contempt, the first time in history a sitting Cabinet member ever faced such a censure.

    Lynch, as his successor, was handily confirmed by the Republican-controlled Senate, with her steady, firm demeanor and solid record as a prosecutor carrying the day.

    Yet her lifetime of good work and the hope for a fresh start at Justice are now overshadowed. She acknowledges the meeting with Bill Clinton was a mistake, and pledged to accept the recommendation of FBI agents and career prosecutors on whether Hillary should face charges.

    That’s not enough, not nearly enough, given the circumstances and stakes.

    While Lynch offers no explanation as to why in the world she agreed to the 30-minute meeting on a plane in Phoenix, perhaps she felt she owed the former president something. Remember, he first nominated her to be the US attorney in Brooklyn in 1999, a promotion that changed her life.

    After his presidency, she went to a top private law firm, and became a member of the Federal Reserve Bank of New York. Bill Clinton had been very, very good to her, and without his boost, she probably wouldn’t even have been a candidate to replace Holder.

    And now her patron wanted a private meeting. Both had to know it was wrong, but he had nothing to lose and didn’t care about her reputation or the Justice Department’s.

    That was her responsibility. And it doesn’t really matter if they didn’t discuss the case. Just his being there was reminder enough that she owes him.

    Lynch also had to know that an FBI agent who socialized with the spouse of a suspect in a criminal case probably would be investigated and fired. Yet she agreed to the meeting anyway.

    Despite Lynch’s vow to let others make the call, her refusal to recuse herself means she will remain in charge. That was never ideal because Obama endorsed Hillary and all but exonerated her, but there seemed no way to argue for a special prosecutor without more evidence that the outcome was rigged. There was also FBI Director James Comey’s reputation as an independent straight shooter to provide some reassurance that the case would be handled on the merits.

    Now Lynch has broken that fragile confidence, and the need for a special prosecutor is obvious.

    The explosive result shows the Clintons haven’t lost their touch for leaving destruction and chaos in their wake. The remarkable events also serve as a clear reminder that while the Clintons enriched themselves over the years, they were helping to bankrupt the public trust in its government and institutions. And they won’t stop until they’re stopped.
