    Compelling Mexico to Pay for the Wall

    Introduction: The provision of the Patriot Act, Section 326 - the "know your customer" provision, compelling financial institutions to demand identity documents before opening accounts or conducting financial transactions is a fundamental element of the outline below. That section authorized the executive branch to issue detailed regulations on the subject, found at 31 CFR 130.120-121. It's an easy decision for Mexico: make a one-time payment of $5-10 billion to ensure that $24 billion continues to flow into their country year after year. There are several ways to compel Mexico to pay for the wall including the following:


    On day 1 promulgate a "proposed rule" (regulation) amending 31 CFR 130.121 to redefine applicable financial institutions to include money transfer companies like Western Union, and redefine "account" to include wire transfers. Also include in the proposed rule a requirement that no alien may wire money outside of the United States unless the alien first provides a document establishing his lawful presence in the United States.


    On day 2 Mexico will immediately protest. They receive approximately $24 billion a year in remittances from Mexican nationals working in the United States. The majority of that amount comes from illegal aliens. It serves as de facto welfare for poor families in Mexico. There is no significant social safety net provided by the state in Mexico.


    On day 3 tell Mexico that if the Mexican government will contribute the funds needed to the United States to pay for the wall, the Trump Administration will not promulgate the final rule, and the regulation will not go into effect.


    Trade tariffs, or enforcement of existing trade rules: There is no doubt that Mexico is engaging in unfair subsidy behavior that has eliminated thousands of U.S. jobs, and which we are obligated to respond to; the impact of any tariffs on the price imports will be more than offset by the economic and income gains of increased production in the United States, in addition to revenue from any tariffs themselves. Mexico needs access to our markets much more than the reverse, so we have all the leverage and will win the negotiation. By definition, if you have a large trade deficit with a nation, it means they are selling far more to you than the reverse - thus they, not you, stand to lose from enforcing trade rules through tariffs (as has been done to save many U.S. industries in the past).


    Cancelling visas: Immigration is a privilege, not a right. Mexico is totally dependent on the United States as a release valve for its own poverty - our approvals of hundreds of thousands of visas to their nationals every year is one of our greatest leverage points. We also have leverage through business and tourist visas for important people in the Mexican economy. Keep in mind, the United States has already taken in 4X more migrants than any other country on planet earth, producing lower wages and higher unemployment for our own citizens and recent migrants.


    Visa fees: Even a small increase in visa fees would pay for the wall. This includes fees on border crossing cards, of which more than 1 million are issued a year. The border-crossing card is also one of the greatest sources of illegal immigration into the United States, via overstays. Mexico is also the single largest recipient of U.S. green cards, which confer a path to U.S. citizenship. Again, we have the leverage so Mexico will back down.


    Conclusion: Mexico has taken advantage of us in another way as well: gangs, drug traffickers and cartels have freely exploited our open borders and committed vast numbers of crimes inside the United States. The United States has borne the extraordinary daily cost of this criminal activity, including the cost of trials and incarcerations. Not to mention the even greater human cost. We have the moral high ground here, and all the leverage. It is time we use it in order to Make America Great Again.

    Yep streamlining and Increasing direct control of all peoples banking information directly to the NSA. All illegals will be classified as terrorist so they can get by with taking without just compensation clause. Just a massive buildup of what they already have now and believe me once Trumps gets this done that will be wide open for other uses the progressives want. More steps to making the patriot Act the defining law of the land far about the bill of rights.

    Proof-positive that Trump is a tyrant and an authoritarian with NO respect for Constitutional powers. He will abuse executive authority (as evidenced by his proposal above to use the god damn Patriot (sic) act and executive orders) to build a wall that will be used to TRAP YOU IN as much as it will be used to keep THEM OUT.

    What will happen is the immigrants will start sending cash and Trump will have to impose a massive government tracking system on Cash transfers. I can only shudder to think what that might be.

    I wonder if anyone has investigated similarities between Trump and Robespierre. Apart from the fact that Trump would have opposed the abolition of slavery, I bet there are a lot of similarities between the two. And Robespierre is a great example of how simply defeating the existing establishment regime doesn't mean that demagogue you put in its place will be any less tyrannical.

    I have seen estimates as high as $20 billion to build the wall- that does not include maintaining it and personal to patrol it every year. Mexico says they aren't going to pay for it (why would they?). It would also requiring seizing land from families along the border to build it.

    Then there is the question of what we get for that $20 billion. As a wise investor (which Trump claims he is) you need to look at cost/ benefits of a project. Does it solve any problems? What do we get for the investment in a wall? Does it stop immigration from Mexico?

The same data sources also show the overall flow of Mexican immigrants between the two countries is at its smallest since the 1990s, mostly due to a drop in the number of Mexican immigrants coming to the U.S.

    From 2009 to 2014, 1 million Mexicans and their families (including U.S.-born children) left the U.S. for Mexico, according to data from the 2014 Mexican National Survey of Demographic Dynamics (ENADID). U.S. census data for the same period show an estimated 870,000 Mexican nationals left Mexico to come to the U.S., a smaller number than the flow of families from the U.S. to Mexico.

    A new review of 2013 immigration data shows that China replaced Mexico as the top country of origin for immigrants to the United States. The 2013 American Community Survey, conducted by the U.S. Census Bureau, recorded 1,201,000 immigrants. Of those, 125,000 came from Mexico, 129,000 came from India, and 147,000 came from China. The previous year, Mexican immigration (125,000) just topped Chinese immigration (124,000).

    According to Eric Jensen, Statistician/Demographer with the Census Bureau's Population Division, this latest flip followed "a decade where immigration from China and India increased while immigration from Mexico decreased." Jensen reports that in 2000, 41.2 percent of all foreign-born immigrants were Hispanic, but by 2009, that number had fallen to 30.1 percent, while the rate of immigration for non-Hispanic Asian, foreign-born grew to 34.7 percent.

    Also to note- if you make it more difficult or expensive to come here legally, you encourage more to come here illegally. Also cutting remittances workers send to families in Mexico encourages them to try to bring the entire family up here.

    Why even threaten this rule? Just put it in place already. This is one of the incentives taken advantage of by illegals. The ability to work here, not pay taxes, then wire money back to their family. Seems like the "just take away the incentives" approach should include this as well.

    Unless they are getting paid in cash, they are paying taxes. If they purchase something, they are paying taxes. If they rent a home, they are paying the property taxes of the landlord. If they are using a fake Social Security card they are paying all of the taxes everybody else in the country does.

    People (regardless of their citizenship status) spending dollars in the US creates jobs. It does not hurt the economy.
