Former refuge occupier hopes to help FBI negotiate with holdouts, has little luck

Weeks ago, occupier Scott Willingham was pacing around the front gate of the Malheur National Wildlife Refuge, wearing a camouflage vest with ammunition, a skullcap and AR-15 rifle.

On Tuesday, he was dressed in jeans, boots and a U.S. Fish & Wildlife T-shirt, sitting inside The Narrows, a café and RV park a few miles from the refuge, and waiting for the FBI.

Willingham, 48, of Leadville, Colorado, is offering himself up as a mediator between the FBI and the last four people left at the refuge, 30 miles southeast of Burns.

After about four hours waiting at The Narrows for the FBI to show up, Willingham said he was starting to feel demoralized because no agents had come to talk to him. Bearcats and black SUVS drove through the roadblock a few hundred feet from the café but no agents came in as he had hoped.

"They're treating me like a (expletive) flea, man," he said.

By the time the sun set, he decided to stay at the night at the RV camp and try to call the FBI in the morning.

They got stuck there because everyone who tried to leave was arrested. They can't just leave. and won't voluntarily be caged.

If the police would go away,, so would they.

The FBI could be more efficient if they just let them leave and then arrest them later while they are on the street.

But of course the FBI probably wants to make a show of force so as to demonstrate to others what would happen if they tried the same thing.

Jeff Banta, 46, of Elko, Nevada

Banta is a construction worker. The Associated Press reported he is a divorced father of two, lived most of his life in Yerington, Nev., graduated from the local high school and worked in construction before he moved about five years ago to Elko in northeast Nevada.

His father told The Associated Press that the younger Banta may have learned his distrust of the U.S. government from him growing up hunting and fishing in the wide-open spaces of rural northern Nevada.
