The terpenes degrade to some extent when cannabis buds are dried, which is why live resin shatters are becoming popular.
But yes - if you want the medical and health benefits of cannabis without the high, you can juice the whole plant. Wouldn't be my preference, but for someone with cancer or certain medical conditions it is a good option.
