    If there's a Declaration of War, Rand would not use "underwhelming" force

    Rand - "The initiation of war should be from the people's house - the Congress."
    Rand (paraphrasing) - "I do think sending 50 people to war at a time is a recipe for a disaster on your hands."

    50 "advisory" units now, I'd bet to lay groundwork for a bigger military campaign in the near future. These people will gather intel, form relations, and open the door for the next phase. The numbers will likely climb by orders of magnitude as needed... 50, 500, 5000, 50000.
