Any activity in which the government doesn't fine you, imprison you, or use force against you in some other way is not "illegal" or "banned." The government never used force against gay couples who had their own private marriage ceremony. It was never illegal or banned. Marijuana being "decriminalized" basically just means that it goes from being a long prison sentence to something like a fine and community service. If the government is fining you or forcing you to perform community service for engaging in a certain activity, then that activity is illegal and banned.
