It absolutely is true that libertarians disagree on liberty. Some libertarians think taxation is a theft and a violation of rights . I totally disagree, as does Mises, Hayek, Friedman, Williams, etc. So what do you do in that situation? Hayek favored universal health care. If you are a natural rights absolutist every single regulation is a violation of someone's rights.

Abortion is an issue that can be logically argued both ways from a libertarian perspective. What then? It seems like a pretty good solution to all of these issues is to delegate authority locally and let people vote with their feet.

Hayek was not a libertarian. Friedman was not a libertarian.

So a local government can make slavery legal? Where is the line and who draws it when it comes to how and to what extent you can violate someone's natural rights?

You can't bring up abortion because the discussion is between a camp that believes a woman is carrying a living child with natural rights and a camp that believes it's a clump of cells. In no other situation is the existence of natural rights in question.

As you stated yourself, SOME libertarians think taxation is a violation of natural rights. It's a grey area. Throwing someone in prison for doing anything to/with their body is indisputably a violation of natural rights, by any definition and understanding.
