It absolutely is true that libertarians disagree on liberty. Some libertarians think taxation is a theft and a violation of rights . I totally disagree, as does Mises, Hayek, Friedman, Williams, etc. So what do you do in that situation? Hayek favored universal health care. If you are a natural rights absolutist every single regulation is a violation of someone's rights.
Abortion is an issue that can be logically argued both ways from a libertarian perspective. What then? It seems like a pretty good solution to all of these issues is to delegate authority locally and let people vote with their feet.
