Paul said his objections Sunday would serve as a precursor to a broad debate he would like to see about surveillance powers.
But, to put it bluntly, if Senate leaders and the White House want to get the USA Freedom Act to the president’s desk before the Patriot Act authorities expire at midnight Sunday, there’s only one route under the rules: cut a deal with Paul. And given his statement issued Saturday, it would seem Paul isn’t budging.

Leahy slipped once . . . started to call the Freedom Act the "Patriot Act",
but he is on same page as Rand that this is a "manufactured crisis" -
as Rand said this could have been debated four weeks ago,
instead of ramming down the Senators throats last-minute.

I have a feeling Rand and Mitch have been working together building the Drama good guy vs bad guy and have already planned a resolution for Rand to get his debate and votes on is amendments in the end. It just seems like the most reasonable explanation. Obviously, Rand doesn't want to be held accountable for "making America weak" and Mitch doesn't want to be held accountable for "making America weak".
