    Gwinnett County, GA — Clayton County Sheriff, Victor Hill, has not been charged with a crime and was allowed to leave the scene after shooting a woman in the stomach on Sunday.

    According to Gwinnett County Police Sgt. Brian Doan, Hill accidentally shot a woman at a model home located at 2567 Britt Trail Drive in Lawrenceville at around 7 p.m. Sunday.

    The woman Hill shot is in critical condition at Gwinnett Medical Center. She was the real estate agent who was showing the home. How someone can “accidentally” shoot a woman as she shows a house remains a mystery.

    When police arrived on the scene they said Hill refused to cooperate with the investigation and did not give a statement nor answer any questions. Citing the fact that he was the sheriff, Hill simply left the scene.

    Let that sink in.

    This man shot and may have killed a woman as she was showing a house to two potential home-buyers. He gives no reason as to why or how he shot her and simply leaves.

    Put the average citizen in Hill’s shoes and contemplate the multiple scenarios unfolding as police arrive on the scene. None of those scenarios end with the shooter walking away from police and living to talk about it.

    As protesters take to the streets around the country, many people are still left wondering where that anger originates. Well, this incident epitomizes that anger.

    There are two “justice” systems in this country; one for the ruling class and one for everyone else.


    Prior to the sheriff crossing paths with this woman she was alive and well, and now she is not. Regardless of intent, a woman’s life is on the line and it’s only because of this man. At the very least, he should be charged with negligence, and at most, attempted or actual murder. And, had he been an average citizen, he would have been.

    To top this off, Hill was re-elected to his position as sheriff while he was facing 37 charges of corruption. After his re-election, he was acquitted on all charges.

    The jury acquitted him after Hill claimed he had the right to use county vehicles, credit cards and take pleasure trips with former female employees, including to gambling casinos, because he was sheriff 24/7, 365 days a year and was always on call.

    The jury acquitted him after Hill claimed he had the right to use county vehicles, credit cards and take pleasure trips with former female employees, including to gambling casinos, because he was sheriff 24/7, 365 days a year and was always on call.

    The same mistake happened with the arrest warrant for Lt. Brian Rice. An attorney for Rice also said his client’s information was entered incorrectly. Instead of Lt. Brian Rice, many reporters found Tammy and Brian Rice of Brunswick, Maryland. This Mr. Rice, as it turns out, is a plumber.

    Victor Hill surrenders clothes, guns in shooting

    After Clayton County Sheriff Victor Hill was involved in a shooting that critically injured a woman near Lawrenceville over the weekend, the Gwinnett County district attorney made the decision to let him go home while the investigation is underway.

    “I asked the police department not to take him into custody at that point, to make sure we didn’t mess it up at the beginning,” District Attorney Danny Porter said. “He had already asserted the right to remain silent.”

    Though Hill called 911 at 5:39 p.m. Sunday, his attorney told investigators that the sheriff was “too shaken to give a statement,” Porter said. The sheriff turned over his clothing and two guns, but still had not talked to investigators late Monday afternoon.

    Gwinnett County Police Department Corporal Deon Washington did not know the nature of the relationship between Hill and the victim, 43-year-old Gwenevere McCord, but said that they were acquainted. McCord’s office was at the model home, and it appears that Hill had visited her there before, Porter said.

    McCord, a real estate agent with Paran Realty, was shot in the abdomen. She was being treated at the Gwinnett Medical Center.

    Saying it was part of an active investigation, police would not release Hill’s 911 call or another call by a witness who walked in to the model home at 2567 Britt Trail Drive just after the shooting occurred.

    The neighborhood is full of large, brick houses that sell for more than $300,000. Sunday night, the model home was surrounded by police tape.

    A white Nissan Altima remained in the driveway and a dark-colored Chevrolet Camaro was on the street, also behind tape. Porter said police were processing Hill’s car and clothes, and that officers removed a gun that the sheriff had in an ankle holster, in addition to the handgun that was fired.

    “It’s pretty clear it didn’t just discharge in a holster,” Porter said. “It’s pretty clear he had a gun out.”

    In Hill’s 911 call, he said there had been an accidental shooting while he was practicing “police tactics,” Porter said. Porter said Hill could face charges related to reckless conduct. If McCord does not survive her injuries, he said, Hill could face felony involuntary manslaughter charges.

    “You have to ask yourself, ‘Why did he have a gun out on Sunday afternoon in a model home where the public can come in?’” Porter said.

    McCord’s co-workers at Paran Realty said they were shocked by the incident. Bonnie Burleigh called her “a wonderful person and a good Christian woman.”

    “She’s a great person, that’s all I can tell you,” Venus Waters, another coworker, said. “I’m really, really shook up.”

    Deishay Smallwood, who moved into a house two doors down from the model home last month, said the incident raised his eyebrows.

    “I would think if you’re seasoned, you should be cognizant of the dangers of that weapon,” said Smallwood, a corrections officer who is retiring soon.

    The colorful and controversial Hill has made a name for himself in Clayton for his get-tough stance on crime. He envisions himself as a street crime fighter who runs a tight jail. He once had inmates face the wall when he was in their presence, and has used a tank to go after drug dealers.

    Hill is in his second term as sheriff, having led a low-key existence since being acquitted of dozens of felony charges in 2013. Although many people in the community are stunned by the shooting, they are reserving judgment and declining to comment until more details emerge.

    This isn’t Hill’s first brush with the law. He drew national attention when he ran for sheriff a second time while facing charges ranging from racketeering to making false statements. He was acquitted of all charges in August 2013.

    “Victor Hill is the comeback kid who has gone up against the system and won,” said community activist and former Atlanta City Councilman Derrick Boazman.

    But he said the shooting was “much bigger” than any of Hill’s previous issues.

    “There has to be, in the coming days, some explanation of what happened here,” Boazman said.

    The Clayton County Sheriff’s Department will be responsible for an administrative investigation. No one returned repeated calls seeking information about that investigation. WSB-TV reported that Hill did not show up for work Monday.

    On Sunday, there was confusion about whether Hill, as sheriff, could be arrested. Porter said under Georgia law, a warrant has to be issued by a Superior Court judge if an officer is charged with a crime in the line of duty. He said no judge was available Sunday night.

    After researching Monday, Porter said Hill could be charged, as his presence in Gwinnett “appears to be a completely personal errand.”

    Former DeKalb County District Attorney J. Tom Morgan said, “My understanding is he’s no different from me or you when he’s outside his jurisdiction and not within the course of his law enforcement responsibility. That statute was originally made so that a civilian couldn’t just go get a warrant on a sheriff just because he was mad at him.”

    Morgan said he was baffled that Hill was able to leave the scene.

    “How do you walk away from a shooting without saying anything?” he asked. “A lot of us in former law enforcement are scratching our heads. I don’t think you and I could have walked away from something like that.”

    Porter said it is common for arrests to happen after an investigation is complete.

    Hill’s position and reputation, Porter said, will not affect his process.

    “Sometimes it’s better off to get it right than to get it fast,” he said. “Everybody knows who he is and nobody really cares.”

    The victim's family says the two were friends and they believe the shooting was an accident.

    "They're close friends," Ernest McCord said. "It hasn't been anything other than that. But then, I'm dad. They don't tell daddy everything."...

    "All this speculation right now, it doesn't make any sense," Ernest McCord stresses. "We just need to wait and let her make progress. The Lord
    will bring her around and we'll know from her own mouth. The thing is, she needs to heal, and she'll be able to say. That's what's going to be the final question to be answered, what she's able to say."

    Neighbors say they're shocked to learn McCord is now fighting for her life. They say they've seen the sheriff come by her Jonesboro home often.

    "You stand to uphold the law, and if it's an accident like everyone is saying, why wouldn't you be cooperative to get to the bottom, get all the facts together to help her parents cope with what's going on?" one neighbor told CBS46. "You should be there with them if it's an accident."

    Ending days of speculation, Clayton County Sheriff Victor Hill was charged Wednesday in a shooting that critically wounded a woman inside a model home.

    Hill was charged with reckless conduct and booked into the Gwinnett County jail at 7:48 p.m., booking records showed. At 8:20 p.m., Hill was seen leaving the jail in a black SUV after posting $2,950 bond.

    Reached by phone Wednesday night, Gwinnett District Attorney Danny Porter declined to comment and referred all inquiries to the Gwinnett County Police Department. Messages left with the police department were not immediately returned.

    Gwinnett police believe Hill shot and critically injured Gwenevere McCord, 43, of Jonesboro, on Sunday night. McCord, a Paran Realty agent, was shot in the abdomen inside a 3,800-square-foot, Lawrenceville-area model home where she was working.

    McCord and Hill, who are acquaintances, were the only two people inside the home on Britt Trail Drive when the shooting happened, police said. Cpl. Deon Washington said Hill called 911 at 5:39 p.m. Sunday to report the shooting.

    Police said that Hill “refused to cooperate and give any statement” when officers arrived at the scene, and Porter has said that the sheriff’s statements in his 911 call contradicted evidence gathered at the scene.

    “As reported, on May 3, 2015, I was involved in a tragic and heartbreaking accident,” Hill said in a statement released just before 12:40 p.m Tuesday. “Gwenevere McCord, who is very dear to me, was critically injured in this accident. Please understand that for the past 48 hours, I have been entirely focused on Gwenevere and her family. I will continue to pray unceasingly for her recovery. I ask you all to please pray for Gwenevere and her family throughout this most difficult time."

    Grand Jury indicts Clayton County Sheriff Victor Hill

    GWINNETT COUNTY, GA (CBS46) -
    A Grand Jury has indicted Clayton County Sheriff Victor Hill on a misdemeanor reckless conduct charge.

    Hill is accused of shooting and severely wounding his friend, Gwenevere McCord, at a model home in Lawrenceville. He said it was an accidental shooting.

    Hill testified for about 20 minutes Thursday morning.

    Hill claims he was practicing police tactics.

    "It's been his contention since the first 911 call it was an accident and that was consistent with what happened today," said Gwinnett County District Attorney Danny Porter.

    Last month, McCord applied for a $25,855-a-year job as a clerk in the Clayton sheriff’s department. She has one relative who is employed by a contractor at the jail. In her application, McCord said she learned about the position on the county’s website.

    LAWRENCEVILLE, GA -- Clayton County Sheriff Victor Hill pleaded no contest to reckless conduct in the 2015 shooting of real estate agent and friend Gwenevere McCord, according to the Gwinnett Co. District Attorney's office.

    Hill had never denied that he'd accidentally shot 43-year-old McCord in May 2015 inside a model home. McCord did not want to press charges against Hill. "And I think that probably would have hurt us had we gone to trial," said district attorney Danny Porter. "The fact that he was a sheriff didn’t have anything to do with the resolution of it. As a matter of fact, I tried to look at it as, I shouldn’t treat him any differently than any other citizen who runs afoul of the law."

    Hill's attorney, Mike Puglise, tells 11Alive News that Hill was "on probation for an hour," until the time he paid his fine and court costs.

    Hill was sentenced to twelve months probation and a $1000 fine. He was given first offender status, allowing probation to be terminated after he pays the fines and fees associated with his plea.

    Puglise says the first-offender treatment all-but wipes clean Hill's criminal record. "This case has been dismissed, basically, on first offender status," Puglise said. Hill, who hasn't granted a news media interview since 2012, was not available for comment.

    Porter disputed Puglise's characterization of it. "He’s essentially completed his sentence, I think is the more technically legal way to describe it," Porter said.

    The plea means that an investigation by POST, the state agency that certifies law enforcement officers in Georgia, will go forward. POST director Ken Vance tells 11Alive News that the POST board will likely make a decision on Hill's law enforcement certification by the end of 2016.

    POST could revoke Hill's certification, though it wouldn't automatically impact his status as Clayton County sheriff. Hill easily beat four challengers in this year's Democratic primary. He has no Republican opposition in November.

    POST could suspend, revoke or put Hill's certification on probation. If POST takes such action, then the Georgia Sheriffs Association could make a recommendation on whether to ask Gov. Nathan Deal to remove Hill from office.

    Honestly, I, too, am not happy with the outcome. But, given the fact that McCord did not want to press charges I side with the decision. I do hope that POST goes forward with the removal request to the Governor. But, I'm not holding my breath.
