...it was impossible for Jerry Dyer to have known about a beloved deputy chief allegedly gone bad.
...this is an isolated incident and does not involve other individuals [besides the six whom where arrested that is] or representatives of the Fresno police department.
...the police department could not have known about these activities.

    Truly disgusting!

And so the double standards begin, he got to appear in dress clothing and has been released, while everyone else had to wear jail outfits, and is still in jail, with one exception

Fresno police deputy chief appears in federal court on drug charges

Foster was set free Friday afternoon on three conditions: he must attend therapeutic counseling, he cannot be around the co-defendants, and he also cannot get a prescription for the drug oxycodone.

Based on the charges, Foster is exposed to 45 years in prison and a fine of $2.25 million. Outside court, his attorney said the fact Foster will be free, will make it much easier to do his own independent investigation.

Jennifer Donabedian was the only other co-defendant released on Friday. The rest remain behind bars.
Also it is pretty official now, this FBI bust is a result of the drug-bribe case from last year, pertaining to the link posted above (apparently the detective that was busted had ratted these others out in a plea-bargain).

"They've been working on this case for a year. I have literally been working on it for two hours," said Marshall Hodgkins, Foster's attorney.

And apparently, this was primarily a family operation:

Two of Foster’s relatives, Denny Foster, 44, and Randy Flowers, 48, were also arrested. Three others, Jennifer Donabedian, who lives with Denny Foster, Rafael Guzman, 41, who was convicted in 2000 on felony drug charges, and Sarah Ybarra, were arrested on Thursday in connection with the year-long investigation by the FBI and the Bureau of Alcohol, Tobacco, Firearms, and Explosives.
