Domestic Disturbance Ends with Fatal Shooting of Burlington Woman

Burlington police aren’t saying anything, but one of their officers shot and killed a local woman late yesterday(Tues) morning in front of her house, after responding to a report of a domestic disturbance.

The victim has been identified as 34-year old Autumn Steele of 104 South Garfield. The officer who shot her has not been named by the state Division of Criminal Investigation, which is now in charge of the case.

A story in today’s(Wed) Hawk Eye says Steele had just been released from the county jail, after being arrested Monday afternoon for allegedly attacking her husband Gabriel. The newspaper account goes on to quote a neighbor and witness saying it appeared the shooting of Steele was an accident, happening as the officer shot at the family’s German Shepherd…which had startled him…and the officer slipped and fell in the snow.

Autumn Steele was taken by ambulance to Great River Medical Center, where she was pronounced dead. We’ll have more information as it becomes available.

The officer went home safely to his family -- that's what really matters here.

If this source is correct, it sounds like the police did their usual thing of delaying aid to let their victim bleed out.

It sounds like they restrained her husband from helping her -- and of course cops aren't going to give first aid to anyone, unless it's a "brother" , so too bad, wait for the ambulance.

Seconds after the shooting another Burlington officer arrived on the scene and both officers tried to calm Gabriel Steele, who wanted to help his wife.

“I’m a combat veteran,” he screamed. “What are you guys (police) doing? Let me help.”

Steele was eventually taken by ambulance to the Great River Medical Center where she later died of the gunshot wound to the chest.

Sounds like a neighbor made the call. Maybe the neighbor is to blame for the woman's death since her chances of survival were dramatically better without police presence.

I read about it..sounds like he was spooked and didn't know how to react properly, probably because he was not properly trained or mentally capable of having moral courage in a situation that required it

That's what I got out of it.

    http://theemtspot.com/2009/06/23/wha....UBHp4v2H.dpuf

Some untrained citizens fall under “duty to act” or “duty to rescue” laws. For instance, in most industrialized nations, spouses have a duty to attempt to rescue each other – including all fifty states of the U.S.
If that's true, the husband may have had a legal duty to attempt to rescue his wife after she was shot.

Does law enforcement have the legal right to restrain/detain a legally-obligated and potentially qualified first-aid respondent to the innocent, officer-involved shooting victim? I seriously doubt it.

The officer was acting under color of law and contrary to the legal requirements of the husband in restraining him from assisting his critically injured wife.

But if she hadn't done anything the cop wouldn't have been there in the first place.

Procedures were followed. Officers acted appropriately. Calling a Grand Jury would be reactionary and uncalled for. The officers have been appropriately cleared of all wrongdoing and have been called back from their well deserved vacations. If you don't polish these officer's shoes with your lips then you hate America.
http://glenbradley.net/share/aleksan...nitsyn_4-t.gif “And how we burned in the camps later, thinking: What would things have been like if every Security operative, when he went out at night to make an arrest, had been uncertain whether he would return alive and had to say good-bye to his family? Or if, during periods of mass arrests, as for example in Leningrad, when they arrested a quarter of the entire city, people had not simply sat there in their lairs, paling with terror at every bang of the downstairs door and at every step on the staircase, but had understood they had nothing left to lose and had boldly set up in the downstairs hall an ambush of half a dozen people with axes, hammers, pokers, or whatever else was at hand?... The Organs would very quickly have suffered a shortage of officers and transport and, notwithstanding all of Stalin's thirst, the cursed machine would have ground to a halt! If...if...We didn't love freedom enough. And even more – we had no awareness of the real situation.... We purely and simply deserved everything that happened afterward.” ― Aleksandr Solzhenitsyn

Or, you can try to save your dog from a fire, and the police will beat you up, then charge you for assaulting them :

A Chicago man has been charged with aggravated battery and resisting a peace officer after he tried to save his dog from his burning home Friday night. The incident left his dog dead and three firefighters injured.

Samuel Lee Bassett, 48, of the 11300 block of South Elizabeth, reportedly got into an altercation with police when he tried to run into the burning house to save his dog, who died, neighbors said. Bassett was charged with two felony counts of aggravated battery to a peace officer and two misdemeanor counts of resisting a peace officer.

I read in the comments that an Officer Jesse Hill was supposedly taken to the hospital for treatment of dog bites -- if so that justifies it all, of course (not really).

If the dog did attack him after its master was shot -- well, it was doing it's job, and probably wouldn't have attacked at all if no shots were fired.

If it started biting before he drew the gun, it still doesn't justify anything -- he should have kicked, pepper sprayed, etc -- and a mundane would still be alive.

Update: Cops still want to kill family dog.....

    "And Your Little Dog, Too"
    05 FEBRUARY 2015 on Puppycide,

The Burlington IA Police Department already killed Autumn Steele in front of her husband and 4-year-old son. Why are they trying to kill her grieving family's dog Sammy?
In a previous post, we shared the awful story of how Burlington Iowa Police Department officer Jesse Hill shot and killed Autumn Mae Steele. Details remain of the incident scarce because the agency in charge of the investigation, Iowa Department of Public Safety, and more specifically Special Agent Rick Rahn, have refused to share the copious physical evidence available surrounding the shooting. Jesse Hill was wearing a body camera, and his police cruiser's dash camera was also operational. Not only have police refused to hand over those video tapes to the media, they have yet to even mention the footage in public.

Based on witness reports, the current understanding is that the Steele family dog Sammy was approaching Jesse Hill, and that Hill was attempting to kill Sammy when he missed and hit Autumn, instead. There is no explanation as to why Hill felt the imminent need to use a firearm as the first and only means of controlling Sammy, particularly given the fact that a 4-year-old child was right next to Autumn during the shooting. It is by providence alone that the two bullets Hill fired struck Autumn and Sammy and not the infant child in the line of fire.

Following the shooting, police took Sammy into custody and has refused to return the dog to the Steele family, compounding the tragedy for those who survive Autumn. This month, on February 25th at 6:30 p.m., a hearing is scheduled before the Burlington, IA Animal Hearing Board to determine Sammy's fate. The hearing will be held at:

    Burlington Iowa City Hall
    400 Washington St
    Burlington, IA 52601

The current membership of the Burlington Animal Hearing Board is as follows:

    Vicki Atteberry - (319) 754-1956
Mark Cameron - [contact info unavailable]
Amiee Egan - Burlington Auditorium & Port Booking Coordinator
    Heath Hillyard - (319) 752-1566
Angela Beaird - Wife of Police Chief Doug Beaird (319) 753-8355
The Animal Control Office is overseen by Burlington PD Major Dennis Kramer. He can be reached at 319-753-8355 or via email kramerd@burlingtoniowa.org. Angela Beaird is the wife of Police Chief Doug Beaird who can be reached at 319-753-8355 beairdd@burlingtoniowa.org.

Readers can find the Burlington Animal Control Center on Facebook.

As the Animal Control Office is overseen by the Burlington Police Department, this hearing is being performed entirely at their behest. The hearing will determine whether Sammy meets the criteria as a "dangerous dog", the consequences of which could include euthanizing Sammy. Why would the Burlington Police seek to compound their purposeless killing of Autumn Steele by killing the family dog as well? Why are investigators with-holding the videotape of Jesse Hill's shooting of Autumn Mae Steele and Sammy? Why is the decision on Sammy's status being handled by individuals like Angela Beaird, who have a clear conflict of interest in the case as the wife of the Burlington PD Chief of Police?
