    Some background I can help with:

    Gregory "Gregg" Harper (born June 1, 1956) is the U.S. Representative for Mississippi's 3rd congressional district, serving since 2009. He is a member of the Republican Party. The district includes the wealthier portions of the state capital, Jackson, along with most of that city's suburbs. Other cities in the district include Meridian, Natchez, Starkville, and Brookhaven.

    Few things we should look at here in this race first:

    1. The Mississippi 3rd CD voted for the Republican 69% in the 2014 election, and 80% in the 2012 election.
    2. The Primary will be the General election. The General ultimately won't matter due to how Republican the district is.
    3. The Primary will be a bit difficult. Voters have chosen Harper over 90% in the past 2 elections.
    4. Gregg Harper has been in the entirety of the Obama Administration.
    5. Gregg Harper is a really bad politician.

    The 113th Congress has had 55 out of 5,401 introduced bills enacted into law (1 percent) as of November 30, 2013. Comparatively, the 112th Congress had 1.14 percent of introduced bills enacted into law in the first session.[8] For more information pertaining to Harper's voting record in the 113th Congress, please see the below sections.[9]

    National security

    NDAA

    Harper voted in support of HR 1960 - the National Defense Authorization Act for Fiscal Year 2014. The bill passed the House on June 14, 2013, with a vote of 315 - 108. Both parties were somewhat divided on the vote.[10]

    DHS Appropriations


    Harper voted in support of HR 2217 - the DHS Appropriations Act (2014) Act of 2014. The bill passed the House on June 6, 2013, with a vote of 245 - 182 and was largely along party lines.[10]

    Keystone Pipeline Amendment


    Harper voted in opposition of House Amendment 69, which would have amended HR 3 to "require that the Pipeline and Hazardous Materials Safety Administration, in consultation with the Department of Homeland Security, conduct a study of the vulnerabilities of the Keystone XL pipeline to a terrorist attack and certify that necessary protections have been put in place." The amendment failed on May 22, 2013, with a vote of 176 - 239 and was largely along party lines.[10]

    CISPA (2013)

    Harper voted in support of HR 624 - the CISPA (2013). The bill passed the House on April 18, 2013, with a vote of 288 - 127. The bill permitted federal intelligence agencies to share cybersecurity intelligence and information with private entities and utilities.[11] The bill was largely supported by Republicans, but divided the Democratic Party.[10]

    Economy


    Farm Bill

    Harper supported the Farm Bill on July 11, 2013. The bill passed in a 216-208 vote.[12] The bill passed included farm policy, but did not include food stamps.[13]

    Government shutdown

    On September 30, 2013, the House passed a final stopgap spending bill before the shutdown went into effect. The bill included a one-year delay of the Affordable Care Act's individual mandate and would have also stripped the bill of federal subsidies for congressional members and staff. It passed through the House with a vote of 228-201.[14] At 1 a.m. on October 1, 2013, one hour after the shutdown officially began, the House voted to move forward with going to a conference. In short order, Sen. Harry Reid rejected the call to conference.[15] Harper voted to support the stopgap spending bill that would have delayed the individual mandate.[14]

    The shutdown ended on October 16, 2013, when the House took a vote on HR 2775 after it was approved by the Senate. The bill to reopen the government lifted the $16.7 trillion debt limit and funded the government through January 15, 2014. Federal employees also received retroactive pay for the shutdown period. The only concession made by Senate Democrats was to require income verification for Obamacare subsidies.[16] The House passed the legislation shortly after the Senate, by a vote of 285-144, with all 144 votes against the legislation coming from Republican members. Harper voted for HR 2775.[17]

    Morton Memos Prohibition

    Harper supported House Amendment 136 - Prohibits the Enforcement of the Immigration Executive Order. The amendment was adopted by the House on June 6, 2013, with a vote of 224 - 201. The purpose of the amendment as stated on the official text is to "prohibit the use of funds to finalize, implement, administer, or enforce the Morton Memos." These memos would have granted administrative amnesty to certain illegal aliens residing in the United States.[18] The vote largely followed party lines.[19]

    Healthcare


    Repealing Obamacare

    Harper has supported all attempts to repeal or delay the implementation of the Patient Protection and Affordable Care Act.[20]

    Social issues


    Abortion

    Harper supported HR 1797 - Pain-Capable Unborn Child Protection Act. The resolution passed the House on June 18, 2013, with a vote of 228 - 196. The purpose of the bill was to ban abortions that would take place 20 or more weeks after fertilization.[21]

    YEA On July 30, 2014, the U.S. House approved a resolution 225 to 201 to sue President Barack Obama for exceeding his constitutional authority. Five Republicans--Thomas Massie of Kentucky, Paul Broun of Georgia, Scott Garrett of New Jersey, Walter Jones of North Carolina and Steve Stockman of Texas-- voted with Democrats against the lawsuit.[22] Harper joined the other 224 Republicans in favor of the lawsuit. All Democrats voted against the resolution.[23][24]

    Fiscal Cliff

    NAY Harper voted against the fiscal cliff compromise bill, which made permanent most of the Bush tax cuts originally passed in 2001 and 2003 while also raising tax rates on the highest income levels. He was 1 of 151 Republicans that voted against the bill. The bill was passed in the House by a 257-167 vote on January 1, 2013.[25]
    Okay, so a lot of terrible votes, and that's a plus for you (the liberty candidate). That's plenty of material to hit him with, in a billion different ways really. I mean, this guy is by-the-book Boehner establishment Republican. You, done properly, could tear this guy apart, and possibly pull off a primary upset.

    I looked over on OpenCongress. The dude is registered as least voting with Rep. Walter Jones (ring a bell?), and most votes with former-whip-now-majority leader Kevin McCarthy. I looked at recent sponsorships and votes, and I'm not liking what I'm seeing either. If the liberty front can take out an establishment dude, and replace him with one of our own, I say why not.

    That being said, thoughts?

    Excellent! Sounds good, given the information that others have given about harper (he's not someone I'm familiar with, I'll admit). The only problem is that it's extremely difficult to unseat someone in the primary who is already firmly entrenched. My question would be, what groundwork have you already done to increase your name recognition? I'm not saying any of this to discourage you, but perhaps it might be a better first step to run for an open seat in the State Legislature, City Council, or something at the County level first. Not only would you have a much better chance of success, you would build the name recognition and a record to have a better chance of taking on harper in 2018. This is how both Amash and Massie got into Congress - ran for a position at the State level (Amash) and County level (Massie) first for an open seat, then ran for an open Congressional seat once they had a record and name recognition. Are there any open seats you could run for at the State or County level? Also, if you were to successfully run for a State or County level position, is it possible in MS to then run in a Congressional primary while holding onto that seat at the same time? My advice would be to look at these questions first, and do what will maximize your chances of success in the longer term.

    Thank you (all) for your responses.

    The major issues (for me) with Mr. Harper are his votes against the Bill of Rights, and for funding of Obamacare, and his refusal to address my concerns about the mass drugging of our school children through the Individuals With Disabilities Education Act - which pays schools for each child drugged - when I brought up the issue at a legislative breakfast meeting in Brookhaven.

    My name is David Smith. I'm from Brookhaven Mississippi, currently living in Wesson, MS (about 10 miles north of Brrokhaven). Wesson is the former home of Mississippi Mills, which was the largest cotton cloth producer in the South during the War Between the States, but is now a small town of about 4,000 and home of Copiah-Lincoln Community College, which adjoins my family's property.

    I grew up running my family's pool room in Brookhaven, received a BS degree in computer science and math with physics minor from Mississippi College, and took an early retirement from the Naval Surface Warfare Center in Dahlgren VA - where I received a letter of commendation from the Secretary of the Navy during the investigation of the "Vincennes Incident", and in my spare time at work took the initiative to write an AEGIS REPLAY program hosted on commercial computers that enabled preliminary analysis of AEGIS data tapes/disks without scheduling expensive time in the tactical computer lab and spawned the creation of an entirely new work group. I then played pool professionally for a number of years, and invented the perfect rack device (edit... under European Alterations, lol http://en.wikipedia.org/wiki/Nine-ball ) that revolutionized the game in 1999 and which has since been used in hundreds of professional pool tournaments all over the world. Currently I am playing music full time, focusing on contemporary Christian music (clear Branch Baptist Church next Sunday the 25th at 6:00 pm!) and seeking a job as US Representative.

    My mother was a school teacher and she was dismayed to learn that the schools and sometimes the parents of her students were being paid to drug the children. This started in 1975 and continues today under the Individuals with Disabilities Education Act. A friend of mine was threatened last year at the local school with removal of her children from her custody if she failed to take her first grader for "medication". She left the state instead. A marijuana legalization ballot initiative is being circulated for signatures now in Mississippi which I believe is likely to be on the 2016 ballot. Meanwhile, prescription drugs have been acknowledged by the head of our state Bureau of Narcotics as our most prominent drug problem, killing more young people than car accidents. I wish to use this convergence to expound upon the hypocrisy of our state government jailing parents for the same drugs they hand out to small children, all of which are far more dangerous than marijuana, imo. I have not taken a position on the marijuana initiative.

    My sister, recently retired from the Senior Executive Service of the Department of the Navy, was in the Washington Navy Yard parking lot when it was shot up by one of the long line of psychotropic drug using mass murderers that plague our country and are a natural result of our mass drugging policy. The school drugging issue will be the main focus of my campaign. Also I intend to push an initiative or bill to promote tourism and "buy local" campaigns in Mississippi by commemorating our upcoming 200th anniversary as a state in 2017 by allowing privately minted precious metal rounds to be stamped with approval from the Mississippi Bureau of Weights and Measures as to purity. Our current tourism motto is "MISSISSIPPI - Birthplace of America's Music", and there is no shortage of famous musicians or civil rights leaders to put on the face of rounds to be sold at our casinos. The "Mississippi Bubble" is said by some to have been the first worldwide paper money inflationary bubble caused by France's selling of stock in the Mississippi Company, so I think this is an opportunity to strike a blow for sound money and educate people that might gain acceptance through the promotion of tourism.

    I will also promote a replacement of all federal taxes by constitutional amendment with a flat tariff phased in over 10 years and eliminating the IRS, DEA and other letter groups which I posted about here to mixed reviews several years ago and won't expound upon at this time.

    On the school drugging issue I read a report from a Mississippi Website a couple of years ago on the 40 million dollars funneled to schools through the Medicaid Department which I have been unable to find again after losing the link in a phone accident. My best guess is that it was from the Hattiesburg TV website WDAM, I think it is, and it had a lot of detail about the poor school districts using this money to balance their budgets with upwards of 60% of students being drugged in Adams county, which is the Natchez area. Locally, the pastor at Clear Branch Baptist Church, a relatively affluent church for this area, told me that at least half of the kids in the church camp were on psychotropics. He knew because he was responsible for handing them out. Any help retrieving this report, which I have searched extensively for and been unable to find again, would be greatly appreciated. Or any report detailing the exact amounts of the payments, which were $400 per student years ago, or any other details as to instructions to teachers on this so-called drug screening policy also.

    Due to internet impairment I am currently unable to respond in a timely manner to comments. There are of course other issues I will bring up. But I thank you for your interest, help, and patience.

    What is internet impairment?

    If you want some suggestions on how to run a proper campaign PM me. You need to decide if you want to make a statement or want to win.

    The only way to expect other people to line up to get behind you is if you have an amazingly engaging personality and inspire people. My guess is if you were an NSWC engineer in Dahlgren that is not the case, so you need to use your talents in engineering and systems analysis to really analyze the situation and chart your most probable course for success based on the constraints, stakeholders, etc.

    I hope some of your questions on qualifications were answered by post number eight.

    I will comment on my plan below.

    I know that I need to make a webpage to outline my positions. I may need a good offline webpage editor for Windows 8 to get that done.

    I have met with and spoken to Speaker of the House, Phillip Gunn, Senator Sally Doty, Senator Chris McDaniel, Representative Becky Currie (whose father in law AC I see often at Wesson Baptist Church, and whose wife I know well because I jog by her shop barefoot most days) and Bobby Riggs of Mississippi For Liberty (who happens to live about a mile and a half down the road from me) about the mass drugging of school children and so far the only one that seems to care is AC Currie, the father-in-law of Becky, who is a nurse and sits on the house health committee.

    Internet Impairment is a medical condition due to a chemical imbalance listed in the Diagnostic and Statistical Manual of the American Psychiatric Association meaning that my current access to the internet is severely limited in time and space. I'm sure Pfizer has a pill coming out soon...

    I just may PM you some time in the future for suggestions on how to run a "proper" campaign, although I admit to being slightly confused as to why that requires a semblance of secrecy. And I disagree completely that I need to decide now whether I want to make a statement or win.

    I can't believe that you would imply that I don't have an amazingly engaging personality that inspires people. Lucky for me I guess, I was not an engineer at Dahlgren, I was a computer programmer. I'm not interested in systems analysis, I'm a code slinger. And while I am happy to receive suggestions as to planning, I think you will find upon reviewing this thread that I never directly asked anyone for any help with any plan, or help in modifying, or perfecting any outline for any plan, much less to do it all for me.

    No secrecy required on running a proper campaign. Not sure where you took that from my post. The thing is that you need to connect with voters that agree and are willing to work with you. Dave Brat did it. Rod Blum did it. A lot of state candidates did it, but in following it closely I watch a great number fail to even be competitive not because their ideas weren't good, but they didn't know how to run a complete and competitive campaign. It takes a tireless candidate with a tireless team that actually knows what they are doing (especially for a congressional seat).

    This doesn't matter if you are just trying to spread the message of liberty, but if you actually want to be competitive it matters a lot. Definitely not trying to be critical or discourage you, but definitely trying to let you know early what is going to be required.

    I guess the biggest issue is he endorsed Cochran. I don't know if anything else trumps the feud between Tea Party and Cochran/Barbour.

    Yea, Roma's always had great food, but no karaoke when I was there. The karaoke and my live acoustic rock shows were at Dave Yancey's Rocket's Grill close to the main gate on the first little side street to the left. That's also where I was 27 time champion of the Dahlgren Open weekly handicapped pool tournament, lol. Wannabe pool hustlers sometimes made the mistake of wandering in there and were surprised to run into professional level players such as me or a young King George local pool phenomenon named Jeremy Melber , who is now in the Air Force out in Colorado I think, but played professional level by the age of 17.

    Anyone in Mississippi throughout the McDaniel/Cochran bloodbath knows well what he is up against, lol. The Supertalk Mississippi network blankets the state. It is one of the country's largest, and is 100% status quo republican. I had the host of the JT show converted to Ron Paul after months, actually years of calling. For 2 days after the early favorites flamed out he was completely behind Ron and all the callers lined up with him. The third day he completely reversed himself after no doubt getting a grilling from the owner, who is from Mississippi but also owns a similar network in the early presidential primary state of South Carolina.
